HomeMy WebLinkAboutz - December 18, 2013 COW COMMITTEE OF THE WHOLE MEETING December 18, 2013 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the minutes of the December 4, 2013, meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Elgin Image Commission’s 2013 Recognition Awards Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the Elgin Image Commission’s 2013 Recognition Awards to recognize individuals with a connection to Elgin who have attained local, regional, or national prominence. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of 75/25 Historic Architectural Rehabilitation Grant Program Project Approvals and Budget Reallocation to 50/50 Historic Architectural Rehabilitation Grant Program Councilmember Moeller made a motion, seconded by Councilmember Gavin, to award grants to residential property owners located within the city’s historic districts for exterior rehabilitation and restoration work on properties and reallocate excess program funds to satisfy greater applicant demand in 50/50 Historic Architectural Rehabilitation Grant Program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Abstain: Councilmember Prigge. Consideration of 50/50 Historic Architectural Rehabilitation Grant Program Project Approvals Councilmember Moeller made a motion, seconded by Councilmember Steffen, to award grants to residential owners of historic landmark properties or properties within the city’s historic districts for exterior rehabilitation and restoration work. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole December 18, 2013 Page 2 Consideration of Purchase of Wireless Vehicle Routers for Fire Apparatus There was discussion regarding the annual costs associated with the wireless routers and if there was adequate coverage throughout the city. Councilmember Gavin made a motion, seconded by Councilmember Dunne, to authorize the purchase of wireless vehicle routers for fire apparatus from Utility Incorporated in the amount of $36,659 in order to provide a secure and reliable high-speed mobile communications gateway, to provide the fire department with situational awareness in order to successfully mitigate incidents. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Dunne abstained. Consideration of Using Dais for COW Meetings There was discussion regarding the tradition of the location of the meetings and the recent security upgrades to the Council Chambers. Councilmember Prigge made a motion, seconded by Councilmember Dunne, to hold the Committee of the Whole and the City Council meetings from the dais starting in January 2014. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Dunne wished all the residents a safe and happy holiday season. Councilmember Shaw extended a Merry Christmas and Happy New Year to residents and asked that the community remember those in need during the holidays. Councilmember Gavin provided data from the recent unemployment numbers. He also wished residents a Merry Christmas and Happy New Year. Councilmember Rauschenberger reminded residents to support local businesses and shop local. Announcements from Staff Laura Valdez, Administrative Intern, announced upcoming city events. Committee of the Whole December 18, 2013 Page 3 Adjournment Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
