HomeMy WebLinkAboutr - September 25, 2013 COW COMMITTEE OF THE WHOLE MEETING September 25, 2013 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Shaw. Approval of Minutes Councilmember Gilliam made a motion, seconded by Councilmember Moeller, to approve the minutes of the September 11, 2013, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Renewal of the Liability, Crime and Workers’ Compensation Insurance Programs for the Period October 1, 2013 through September 30, 2014 Councilmember Moeller made a motion, seconded by Councilmember Dunne, to accept Travelers Insurance Company’s proposal for renewal of liability and crime insurance for an annual premium of $504,539 and accept Safety National’s proposal for renewal of excess workers’ compensation insurance for an annual premium of $163,033. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Asset Optics Software License Agreement and Professional Services for Implementation Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve a software license agreement and professional services agreement for implementing the software with Asset Optics in the amount of $66,300. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Strategic Planning Advisory Commission Presentation City Manager Stegall asked to postpone the presentation until the next regularly scheduled Committee of the Whole meeting to be held on October 9, 2013. Committee of the Whole September 25, 2013 Page 2 Consideration of Agreements with the Illinois Department of Transportation and TranSystems for the Elgin Bikeway Route 1 There was discussion regarding the liability of installing designated bike lanes and the number of lawsuits the city has faced in the past regarding bike injuries. Also discussion was the loss of street parking and the financial impact if the project isn’t completed based on the terms of the grant program. Councilmember Steffen made a motion, seconded by Councilmember Moeller, to execute the engineering agreement with the Illinois Department of Transportation and the construction engineering services agreement with TranSystems for the Elgin Bikeway Route 1 Federal Grant Award Project in the amount of $139,840. Upon a roll call vote: Yeas: Councilmembers Dunne, Moeller, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin and Prigge. Consideration of Implement Parking Restrictions for Elgin Bikeway Route 1 Councilmember Dunne made a motion, seconded by Councilmember Moeller, to approve implementing parking restrictions in order to meet Federal Guidelines in the design of Elgin Bikeway Route 1. Upon a roll call vote: Yeas: Councilmembers Dunne, Moeller, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin and Prigge. Consideration of Pet Health and Safety Event There was discussion regarding the number of residents served at past events, the sponsorship and how staffing is addressed at the event. Councilmember Prigge made a motion, seconded by Councilmember Steffen, to provide Elgin citizens with low-cost pet vaccinations, booster shots, county registration and an optional microchip. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment to the Residential Conversion Program Selection Priorities and Adopt an Ordinance to Approve a List of Selected Recipients for the 2013 Residential Conversion Grant Program There was discussion regarding how the wait list for the program was scored, how there is potential for the loss of rent, and how number of units to be removed is handled. Committee of the Whole September 25, 2013 Page 3 Councilmember Gavin made a motion, seconded by Councilmember Moeller, to approve the list of selected recipients for the Residential Conversion Grant Program in the amount of $231,000 by awarding grants to owners of lawful non-conforming residential properties to return the property to a lawful conforming state. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment to Section 14.08.116 of the Elgin Municipal Code regulating the Sanitary Sewer Lateral Repair Assistance Program Councilmember Gavin made a motion, seconded by Councilmember Powell, to amend the program guidelines to restrict assistance to residential property owners who reside at the property where repairs are performed. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Economic Incentive Agreement with Brilliance Subaru of Elgin, Inc. The terms of the incentive agreement were reviewed including the sales tax sharing portion. Councilmember Rauschenberger stated she is not in favor of incentive agreements and would like to see data regarding past agreements. Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the economic incentive agreement with Brilliance Subaru of Elgin, Inc. that waives building permit fees and rebates twenty‐five percent of the sales tax revenue generated by the dealership during a ten‐year term. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: Councilmember Rauschenberger. Announcements from Council Councilmember Dunne invited residents to attend the dedication of phase two of the Veterans Memorial being held at 10:00 a.m. on Saturday, September 28th. Councilmember Moeller thanked the organizers of the recent film festival and noted that attendance was at 750 this year. Also she reminded residents that Love Elgin day would be held starting at 9:00 a.m. on September 28th. Councilmember Gavin commented on the city hosting “The Wall that Heals” recently. He noted several thousands came through to pay their respects to those that lost their lives in Vietnam. Mayor Kaptain announced that there would be a Elgin International Thai Concert at the Heritage Ballroom on October 20th. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Moeller, to adjourn the meeting.
