The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the
minutes of the August 28, 2013, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Consideration of Business Improvement Grant for Alexander’s Restaurant at 1725 N. State
Street (Route 31)
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve a
business improvement grant in the amount of $24,446 to Alexander’s Restaurant located at 1725
N. State Street for the construction of a new exterior building façade. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Consideration of Agreement with the Association for Individual Development to Operate
Centre Concessions
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve an
agreement with the Association for Individual Development to operate Centre concessions.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Renaming Provena Drive to Belmont Street and Add an Honorary Street
Sign Commemorating Sister June Does
Councilmember Moeller made a motion, seconded by Councilmember Gavin, to rename Provena
Drive to Belmont Street and provide an honorary street name designation to the roadway as
Sister June Does Way to honor Sister June Does and her contribution to St. Joseph Hospital and
the community through an honorary street name designation. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.

Consideration of Engineering Service Agreements for the Review of Civil Site and
Subdivision Plan Submittals
Councilmember Powell made a motion, seconded by Councilmember Steffen, to authorize staff
to enter into agreements with engineering consultants to assist in the review of civil engineering
site and subdivision plans for conformance with the city of Elgin Municipal Code, the city of
Elgin Engineering Standards and the adopted Kane County Storm Water Ordinance with
amendments. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Powell congratulated the members of the I-Fest committee for a successful
event held on August 31st.
Councilmember Moeller congratulated the organizers of the Next Wave Art Salon for another
successful show.
Councilmember Dunne noted that VFW at 1601 Weld Road would be hosting the VA Health
Care Van on September 18th from 5:00-7:30 p.m. He also noted that from September 19-22, the
Wall that Heals, the traveling replica of the Vietnam Wall, would be at the Civic Center Plaza.
Councilmember Dunne announced that the Community Carnival for the library reading program
would be held the weekend of September 26th at the old Simpson Electric site at Dundee and
Liberty. He thanked the Lac du Flambeau Chippewa tribe for their assistance in securing the
location.
Councilmember Shaw reminded residents about Love Elgin Day being held on September 28th.
He also noted that the event was still in need of volunteers.

Adjournment
Councilmember Gavin made a motion, seconded by Councilmember Moeller, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Collective Bargaining Issues or Deliberations Concerning Salary Schedules for
One or More Classes of Employees - Exempt Under Section 120/2(c)(2) of the
Open Meetings Act
Selection of a Person to Fill a Vacant Office, Including a Vacancy in a Public
Office, When the Public Body is Given Power to Appoint Under Law or
