COMMITTEE OF THE WHOLE MEETING
May 22, 2013
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Moeller (arrived at 6:05
p.m.), Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Inauguration of Councilman Dunne
Rich Dunne was sworn in by the Honorable Ann Jorgenson.
Councilmember Dunne thanked the citizens for their support and stated that he looked forward to
continuing his service to the citizens and the community.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve the
minutes of the May 8, 2013, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Councilmember Dunne abstained.
Consideration of Amendment to Ordinance S11-00 Providing for the Donation of Benefit
Time to Ill or Disabled Employees Continued Until the Next Committee of the Whole
Meeting on June 12, 2013
City Manager Stegall reviewed the current system and the issues it presents. He outlined the
proposed changes to the program. The council discussed the requirements of the current
program, how often it has been used, how different employee groups accrue paid time off, and
other protections that are in place for employees facing a major illness. The Council agreed
that certain aspects of proposal were good, but would like more information on the accrual of
paid time off for the different employee groups before making a final decision.
Councilmember Dunne made a motion, seconded by Councilmember Moeller, to continue the
discussion regarding an amendment to Ordinance S11-00 to the next Committee of the Whole
meeting to be held on June 12, 2013. Upon a roll call vote: Yeas: Councilmembers Dunne,
Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.

Consideration of Contract with Arnold and O’Sheridan for Police Security System
Engineering Services
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to approve a
contract with Arnold and O’Sheridan in the amount of $77,000 in order to complete engineering
for an upgrade to detention security equipment and surveillance cameras at the Police facility.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Consortium Agreement with Kane County Office of Community
Reinvestment for the 2014-2016 HOME Investment Partnerships Program
Councilmember Powell made a motion, seconded by Councilmember Moeller, to approve the
execution of the 2013 HOME Investment Partnerships Program Consortium agreement with
Kane County Office of Community Reinvestment at no cost to the city which provides for the
utilization of federal funds for projects targeted towards homeowner rehabilitation, homebuyer
assistance, the development of affordable housing and tenant based rental assistance in
partnership with the Kane County Office of Community Reinvestment. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Consideration of Agreement with the Illinois Fire Chiefs Association to Administer the
2013 Fire Lieutenant Promotional Assessment Center Exercise
Councilmember Moeller made a motion, seconded by Councilmember Gavin, to approve an
agreement with the Illinois Fire Chiefs Association to administer the 2013 Fire Lieutenant
promotional assessment center exercises in the amount of $23,912 in order to establish a new list
of Fire Lieutenant candidates. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Council Retreat Date
The proposed dates for the council retreat were reviewed and discussed. It was decided that the
retreat would be held on Wednesday June 26, 2013, starting at 1:00 p.m. with the location to be
determined at a later date.
Announcements from Council
Councilmember Dunne asked for a moment of silence for a City of Elgin Firefighter’s family on
the loss of their child and grandchild.

Announcements from Staff
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.
Adjournment
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 7:02 p.m.
