COMMITTEE OF THE WHOLE MEETING
May 8, 2013
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 7:00 p.m.
in the Council Chambers. Present: Councilmembers Gavin, Moeller, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Dunne.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Moeller, to approve the
minutes of the, April 24, 2013, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Abstain: Councilmembers
Gavin, Rauschenberger, and Shaw.
Capital Projects Update
Joe Evers, City Engineer, provided an update on the capital projects throughout the city. A copy
of the presentation is on file in the City Clerk’s office. There was a discussion about funding and
what criteria is used to prioritize the projects.
Consideration of Sub-Recipient Agreement with Community Crisis Center for 2011-2012
Community Development Block Grant
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the
execution of a Program Year 2011-2012 Community Development Block Grant Sub-Recipient
Agreement with Community Crisis Center in the amount of $54,730 to make interior renovations
to the agency’s facility located at 37 South Geneva Street. Upon a roll call vote: Yeas:
Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor
Kaptain. Nays: None.
Consideration of Agreement with Hampton, Lenzini and Renwick for Grant Writing
Services
There was discussion regarding possible costs to the city. Also reviewed was the process in
which the engineering firm applies for the grants and how they negotiate for the design and
construction services for the project.
Councilmember Powell made a motion, seconded by Councilmember Shaw, to renew the grant
writing services agreement with Hampton, Lenzini and Renwick Inc. to provide a program to
apply for grants from various agencies for projects that will benefit the city. Upon a roll call
vote: Yeas: Councilmembers Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None. Abstain: Councilmember Moeller.

Consideration of Agreement with Trotter & Associates for Grant Writing Services
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to renew the grant
writing services agreement with Trotter and Associates Inc. to provide a program to apply for
grants from various agencies for projects that will benefit the city. Upon a roll call vote: Yeas:
Councilmembers Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None. Abstain: Councilmember Moeller.
Consideration of Metro West Council of Government Annual Membership Renewal
There was a discussion regarding the history of the membership, how the annual membership fee
was determined, and how this differs from lobbyists that work on behalf of the city. Also
discussed were other organizations that provide similar services and the costs associated with
those memberships.
Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve the
city’s annual membership renewal with the Metro West Council of Government in
the amount of $30,000 to maintain membership with a council of governments comprised of far
west suburban area municipalities organized to advance regional issues through
intergovernmental problem solving and cooperation. Upon a roll call vote: Yeas:
Councilmembers Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: Councilmember Gavin.
Announcements from Council
Councilmember Steffen congratulated the Elgin River Rats Rugby team on their undefeated
season and invited everyone to watch the upcoming playoff game.
Councilmember Moeller noted the work of Aaron Cosentino regarding the train horn issues in
the downtown area. Currently work is being done with state and federal agencies to create quiet
zones in the downtown.
Councilmember Shaw provided an update on the recently held Love Elgin Day. He noted the
various services provided and number of volunteers that helped to provide these services.
Mayor Kaptain recognized two 8th grade students from St. Thomas More, Taylor Scheuler and
Anna Skog, who were selected to present their history fair projects at National History Day to be
held on June 9-13, 2013 in Washington, DC. Missy Craig is their teacher and advisor on the
projects. Also, six 7th grade students from St. Thomas More were selected to present their
science fair papers and projects at the IJAS State Science Fair in Champaign-Urbana this past
weekend. All six students received Gold awards: Reid Coyle, CJ Heinz, Madison Knott, William
Gaston, David Madden, and Dylan Mlinarich.

Mayor Kaptain noted that there would be recognition of Councilmember Gilliam’s service to the
City at a future date.
Councilmember Rauschenberger noted that there were 1,200 participants in the recent Science,
Technology, Engineering, and Math Expo (STEM) recently held at South Elgin High School.
Announcements from Staff
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.
Adjournment
Councilmember Steffen made a motion, seconded by Councilmember Moeller, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 8:04 p.m.
