HomeMy WebLinkAboutf - March 20, 2013 COW COMMITTEE OF THE WHOLE MEETING March 20, 2013 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:05 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Powell made a motion, seconded by Councilmember Moeller, to approve the minutes of the March 6, 2013, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Downtown Neighborhood Association Presentation Jason Pawlowski, Managing Director of the Downtown Neighborhood Association, and Don Obenauf, Economic Development Director, presented information regarding what the Downtown Neighborhood Association accomplished in 2012 and its plans for 2013. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding business recruitment and retention efforts, ideas for retail, the special service area progress, and feedback on current programs. Youth Leadership Academy Service Learning Group Presentation Councilmember Powell provided information regarding this year’s Youth Leadership Academy Service project. The group conducted research about local consolidated elections. Based on this research they created a video, shown at the meeting, highlighting the importance of these elections. Councilmember Dunne made a motion, seconded by Councilmember Gilliam, to adjourn the meeting and go into the regular City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. The meeting adjourned at 7:00 p.m. Councilmember Dunne made a motion, seconded by Councilmember Gilliam, to reconvene the Committee of the Whole meeting at 7:25 p.m. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Committee of the Whole March 20, 2013 Page 2 Consideration of Amendment to Chapter 11 of the Elgin Municipal Code: Vehicles and Traffic Councilmember Steffen made a motion, seconded by Councilmember Dunne, to install a stop sign for southbound traffic at the intersection of Erie Street and Lyle Avenue at a cost of $400 in order to improve the safety of one of Elgin’s intersections. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of 2013 Riverboat Grant Award Recommendations There was discussion regarding the funding levels, if funds should be used toward public safety vehicle replacements, and what the level of funding would be for the Ride in Kane program. Councilmember Powell made a motion, seconded by Councilmember Moeller, to approve the recommended list from option A of grant awardees in the total of $367,946 to assist and support local not-for-profit agencies in providing social services to the community. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Steffen, and Mayor Kaptain. Nays: Councilmember Prigge. Consideration of Agreement with Layne Christensen Co. to Replace a Byron Jackson Motor for Slade Well #4 Councilmember Gilliam made a motion, seconded by Councilmember Moeller, to replace the Byron Jackson submersible motor through Layne Christensen, Co. with a rebuilt motor in the amount of $87,500 to fulfill the city’s obligation to maintain reliable infrastructure. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Graybar Electrical Company, Inc. for Purchase and Installation of Electric Motor Variable Frequency Drives Councilmember Moeller made a motion, seconded by Councilmember Powell, to award a contract to Graybar Electrical Company, Inc. for the purchase and installation of ten variable frequency drives utilizing the US Communities Government Purchasing Cooperative Contract in the amount of $69,726 to replace existing motor starters to improve operational process control and electrical efficiency. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole March 20, 2013 Page 3 Consideration of Sub-Recipient Agreement with Wayside Cross Ministries Center in Elgin for 2012-2013 Community Development Block Grant Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the execution of a Program Year 2012-2013 Community Development Block Grant Sub-Recipient Agreement with Wayside Cross Ministries Center in Elgin in the amount of $25,000 to provide federal grant funding for an Elgin-based not-for-profit organization to offset the cost of subleasing space while providing a safe daytime shelter and connection with support services to homeless individuals in the greater Elgin area. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Engineering Services Agreement with Civiltech Engineering, Inc. for the 2014 Neighborhood Street Rehabilitation Royal-Abbott-Garden Crescent Project Councilmember Moeller made a motion, seconded by Councilmember Steffen, to authorize an engineering services agreement with Civiltech Engineering, Inc. in the amount of $234,530 for engineering services necessary to prepare, design and bid documents for the 2014 Neighborhood Street Rehabilitation Royal-Abbott-Garden Crescent project. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of 2013 Youth Sports Capital Improvement Grants Councilmember Dunne made a motion, seconded by Councilmember Powell, to approve the 2013 Youth Sports Capital Improvement Grants as recommended by the Parks and Recreation Advisory Board in the amount of $49,000 to provide financial assistance to Elgin-based youth sports organizations for making capital improvements on the city-owned property at which their leagues operate. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase of Service Agreement with the Downtown Neighborhood Association Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to approve the purchase of services of agreement with the Downtown Neighborhood Association of Elgin in the amount of $135,000 to provide economic development services, including assistance to small businesses. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole March 20, 2013 Page 4 Elgin Symphony Orchestra - Councilman Prigge Councilmember Prigge asked City Manager Stegall for the status of his discussions with the Elgin Symphony Orchestra (ESO). Mr. Stegall indicated that discussions are ongoing and the ESO is working to resolve the outstanding issues with the City. He also indicated that he would have more information to provide to council after his next meeting with the interim director. Announcements from Council Councilmember Dunne reminded the public about the “Hiring our Heroes” event on March 21st from 9 a.m. to noon at the Palmer House. Councilmember Dunne also encouraged residents to participate in Earth Hours on March 23rd at 8:30 p.m. Councilmember Prigge commended the Elgin Police Department on their efforts to apprehend a suspect in a recent murder. He also congratulated the Elgin Community College (ECC) women’s basketball team on making it to the NJCAA Division II National Playoffs. Finally, he announced the upcoming Pet Health Fair to be held April 20th at the Hemmens Cultural Center. Councilmember Gilliam thanked the Public Works Department for great work on snow removal this year. Councilmember Steffen announced a Job Fair at the Elgin Community College, Building J on April 9th from 10 a.m. – 4 p.m. He noted that the morning portion would be for veterans. Announcements from Staff Cherie Murphy, Assistant to the City Manager for Community Engagement, announced upcoming city events. Adjournment Councilmember Gilliam made a motion, seconded by Councilmember Dunne, to adjourn and go into the Executive Session for the purpose of discussing the following matters.
