COMMITTEE OF THE WHOLE MEETING
December 14, 2012
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge,
Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Moeller made a motion, seconded by Councilmember Gilliam, to approve the
minutes of the December 5, 2012, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Midwestern Higher Education Compact Contract Purchase from Dell of
Disaster Recovery Site Server and Storage Hardware
A resolution will be presented at tonight's Council meeting for adoption by the City Council.
Councilmember Dunne stated he had concerns regarding the cost of this purchase when Kane
County was offering a similar service to municipalities. Rick Kozal, Assistant City Manager and
Chief Operating Officer explained that for a similar cost the city would be able to set up remote
operations at the Holmes Road location in the event of an emergency, an option not available if
the city used the county’s service.
Budget Follow-up Items
City Manager Stegall noted three points regarding the proposed budget: a reduced property tax
levy, staff continues to control costs, and that it is a maintenance budget. He also mentioned that
the budget is not a static document or an authorization to spend funds. Further he provided an
overview of last year’s changes and this year’s budget discussions. A copy of the presentation is
on files in the City Clerk’s office.
City Manager Stegall also detailed the concept of cash carryover. He explained that it wasn’t a
surplus but a way to handle expenses throughout the year. With property tax and other revenues
coming in only specific times during the year and the cash carryover allows the city to meet its
financial obligations.

There were discussions regarding the average impact the recently instituted taxes had on a
resident. It was noted that there were several variables that would affect the total but the best
estimate was $58.00 per household annually. Another variable to look at is that the burden is
not only on residents. There are residents from other communities that would pay certain taxes.
It was suggested that each resident should evaluate the impacted based on their own spending
habits.
Consideration of Acceptance of Public Improvements within Tuscan Woods Unit 1 and
Unit 2 Subdivisions
Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to accept public
improvements within Tuscan Woods Unit 1 and Unit 2 Subdivisions to fulfill the city’s
obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll
call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor
Kaptain. Nays: None.
Announcements from Council
Councilmember Powell congratulated Kristen and Matthew McKellar, the Got Robot? Team, for
their state robotics win and wished them luck at the world competition in April.
Councilmember Dunne wished residents happy holidays.
Mayor Kaptain thanked the city employees for their hard work, dedication, and patience during
the difficult economic times. He stated that he had pledged not to take a paycheck until the
employees received a raise and the situation improved. He stated, that based on improved
circumstances, he would now start to accept the pay for the first time in two years.
Announcements from Staff
Police Chief Swoboda announced that in light of the tragic events in Newtown, Connecticut,
there would be additional police present at the area schools next week.
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.

Adjournment
Councilmember Gilliam made a motion, seconded by Councilmember Powell, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor
Kaptain. Nays: None.
Selection of a Person to Fill a Vacant Office, Including a Vacancy in a Public
Office, When the Public Body is Given Power to Appoint Under Law or
Ordinance, or the Discipline, Performance or Removal of the Occupant of a
Public Office, When the Public Body is Given Power to Remove the Occupant
Under Law or Ordinance - Exempt Under Section 120/2(c) (3) of the Open
Meetings Act
