Budget Follow-up Items City Manager Stegall noted three points regarding the proposed budget: a reduced property tax levy, staff continues to control costs, and that it is a maintenance budget. He also mentioned that the budget is not a static document or an authorization to spend funds. Further he provided an overview of last year’s changes and this year’s budget discussions. A copy of the presentation is on files in the City Clerk’s office. City Manager Stegall also detailed the concept of cash carryover. He explained that it wasn’t a surplus but a way to handle expenses throughout the year. With property tax and other revenues coming in only specific times during the year and the cash carryover allows the city to meet its financial obligations.
