Present: Councilmembers Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Absent: Councilmembers Dunne and Gilliam. Councilmember Steffen made a motion, seconded by Councilmember Powell, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees of the Public Body - Exempt Under Section 120/2(c)(1) of the Open Meetings Act The meeting adjourned at 4:11 p.m. COMMITTEE OF THE WHOLE MEETING October 24, 2012 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to approve the minutes of the October 10, 2012, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Elgin Veteran's Memorial - Phase II Project Update Jerry Turnquist provided an update on the project and what the next phase would include. He invited residents to attend the groundbreaking for Phase II to be held on November 11, 2012. A copy of the presentation is on file in the City Clerk’s office. Committee of the Whole October 24, 2012 Page 2 Energy Impact Illinois Presentation Megan Butler, Energy Impact Illinois, provided information regarding the program that helps homeowners improve their homes energy efficiency with air sealing and insulation. A copy of the presentation is on file in the City Clerk’s office. Consideration of Amendment to Chapter 13 of the Elgin Municipal Code “Streets and Sidewalks” by Adding a New Chapter 13.21 Entitled “Right-of-Way Bio-retention Basins” Councilmember Gilliam made a motion, seconded by Councilmember Dunne, to approve an amendment to the Elgin Municipal Code that sets forth regulations governing homeowner and city responsibilities related to parkway rain gardens. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment No. 6 to Engineering Services Agreement with Transystems, Inc. for the 2012 Central Business District Streetscape Project Councilmember Dunne made a motion, seconded by Councilmember Moeller, to approve Amendment No. 6 to the existing Engineering Services Agreement with Transystems, Inc. to provide design for streetscape construction administration for watermain in the amount of $353,850. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Intergovernmental Agreement with the Village of West Dundee for Automatic Aid Councilmember Moeller made a motion, seconded by Councilmember Powell, to approve the intergovernmental agreement with the village of West Dundee to provide and receive automatic aid in an effort to improve response times. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Resolution Establishing a Schedule of City Council Meetings for 2013 Councilmember Gilliam made a motion, seconded by Councilmember Moeller, to establish a schedule of city council meetings for 2013 to comply with requirements of the Open Meetings Act. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole October 24, 2012 Page 3 Consideration of State Contract Purchase from Cardiac Science of Automated External Defibrillator Devices for Use by City Personnel Councilmember Dunne made a motion, seconded by Councilmember Steffen, to approve the state contract purchase of forty-four automated external defibrillator devices from Cardiac Science in the amount of $34,855 in order to update equipment and increase the availability of lifesaving devices for city personnel to use during an emergency situation. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Hampton, Lenzini and Renwick for Traffic Signal Operation Management and Engineering Services Councilmember Prigge made a motion, seconded by Councilmember Steffen, to approve the two-year agreement with Hampton, Lenzini and Renwick which provides for the oversight of traffic signal operations and additional engineering services at an annual contractual amount of $55,739. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Councilmember Moeller abstained. Announcements from Council Councilmember Dunne invited the public to attend the open house being held on October 27th 11 a.m. – 3 p.m. at Fire Barn 5. Councilmember Prigge announced that on November 17th from 1p.m. to 4p.m. the Pet Health and Safety event would be held at the Hemmens Cultural Center. Councilmember Prigge also commended the Fire Department for their efforts at a recent fire on Chicago Street. Announcements from Staff Dan Rich, Public Works Utility Superintendent, provided an update on the Fall Leaf program and outlined a typical day. Mr. Rich reviewed how many leaf bag vouchers had been used to date and how the team ensured all leaves were removed on the designated days. Cherie Murphy, Assistant to the City Manager for Community Engagement, announced upcoming city events.
