COMMITTEE OF THE WHOLE MEETING
October 10, 2012
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge,
Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Moeller made a motion, seconded by Councilmember Gilliam, to approve the
minutes of the September 26, 2012, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays:
None.
Housing Authority of Elgin Presentation of Operations and Future Development Plans
Damon Duncan of the Housing Authority of Elgin provided a presentation about the Authority’s
operations and development plans. A copy of the presentation is on file with the City Clerk’s
office.
There was discussion regarding the demand for housing, the income requirements, and programs
for veterans.
Consideration of Addendum to Engineering Services Contract with Trotter and Associates
for the Lord Street CSO Retrofit Project
There was discussion regarding what rain gardens are and how they help with storm water runoff
and water quality.
Councilmember Gilliam made a motion, seconded by Councilmember Dunne, to approve an
addendum to the engineering services contract with Trotter and Associates in the amount of
$50,800 for the Lord Street CSO Retrofit Project in order to provide funds to complete tasks
related to the Illinois Green Infrastructure Grant for Stormwater Best Management Practices in
the Southwest Area Neighborhood. Upon a roll call vote: Yeas: Councilmembers Dunne,
Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Abstain: Councilmember
Moeller. Nays: None.

Consideration of Agreement with the Conservation Foundation to Provide Educational
Services at the Hawthorne Hill Nature Center
There was discussion about how schools would be selected, what the costs associated with the
program were, and how transportation would be handled.
Councilmember Powell made a motion, seconded by Councilmember Moeller, to approve an
agreement with the Conservation Foundation in the amount of $9,530 to provide environmental
education to elementary school age children using Hawthorne Hill Nature Center. Upon a roll
call vote: Yeas: Councilmembers Dunne, Gilliam, Powell, Steffen, and Mayor Kaptain. Nays:
Councilmember Moeller and Councilmember Prigge.
Consideration of Schedule of Public Meetings for Proposed 2013 Budget and 2013-2017
Financial Plan
Councilmember Powell made a motion, seconded by Councilmember Moeller, to establish a
meeting schedule that allows for the appropriate amount of discussion and input by the City
Council so as to develop a balanced budget which meets the city’s strategic goals and objectives.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen,
and Mayor Kaptain. Nays: None.
Consideration of Establishing City Council Policy for Reviewing Public Requests for
Proclamations and Resolutions
Corporation Counsel Cogley provided an overview of the propriety of council resolutions
regarding referendums and elections.
There was discussion regarding what criteria should trigger council involvement, and the
distinction between proclamations and resolutions. Also discussed was the appropriateness of
the council’s involvement in the election arena, including the use of public funding and the
impact on the community.
Consideration of Amendments to Pawnbrokers, Resale Dealers and Recyclable Metal
Dealers Ordinance
Police Chief Swoboda and Commander Bill Wolf provided a presentation regarding the proposed
changes to the ordinance and the benefits of using LeadsOnline. A copy of the presentation is on
file with the City Clerk’s office.
There was discussion regarding the required hold time for merchandise and the costs involved to
implement the changes for the affected businesses and the city.

Councilmember Moeller made a motion, seconded by Councilmember Prigge, to amend the
Pawnbrokers, Resale Dealers, and Recyclable Metal Dealers Ordinance in order to increase the
identification and apprehension of criminals associated with the selling of stolen merchandise
within the city of Elgin. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam,
Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Adoption of the 2012 International Code Council Family of Building and
Life/Safety Codes and Other Building-Related Codes
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to remove the
Adoption of the 2012 International Code Council Family of Building and Life/Safety Codes and
Other Building-Related Codes from the table for consideration at tonight’s Council meeting.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen,
and Mayor Kaptain. Nays: None.
Community Development Director Marc Mylott and Fire Chief Fahy provided a presentation
regarding the proposed changes to the building and life safety codes. A copy of the presentation
is on file with the City Clerk’s office.
There was discussion regarding the residential sprinkler requirements including testing of the
systems, the effect on the cost of a home, and what surrounding communities are doing regarding
residential sprinkling. Mr. Mylott reviewed the proposed plan to phase in the residential
sprinkling code change.
Councilmember Powell made a motion, seconded by Councilmember Gilliam, to approve the
Adoption of the 2012 International Code Council Family of Building and Life/Safety Codes and
Other Building-Related Codes in order to ensure city building and life safety codes remain
current such that buildings are as safe as possible. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gilliam, Moeller, Powell, Steffen, and Mayor Kaptain. Nays:
Councilmember Prigge.
Announcements from Council
Councilmember Powell reminded the residents that October is Breast Cancer Awareness month
and encourage everyone to be screened.
Councilmember Steffen invited residents to participate in the wreath sale held by the Elgin Co-
Op School.

Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.

Councilmember Dunne made a motion, seconded by Councilmember Moeller, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell,
Prigge, Steffen, and Mayor Kaptain. Nays: None.
