COMMITTEE OF THE WHOLE MEETING
September 26, 2012
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:04 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge,
Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the
minutes of the September 12, 2012, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Renewal of the Liability, Crime and Workers’ Compensation Insurance
Programs for the Period October 1, 2012 through September 30, 2013 ($599,563)
A resolution will be presented at tonight's Council meeting for adoption by the City Council.
Kids United Program Presentation
Deputy Chief Cecil Smith gave a brief overview of the Kids United Program and thanked the
Council and the Community for their support.
Consideration of Sub-Recipient Agreement with Public Action to Deliver Shelter of Elgin
for 2011-2012 Community Development Block Grant ($50,000)
Councilmember Gilliam made a motion, seconded by Councilmember Moeller, to approve the
execution of a Program Year 2011-2012 Community Development Block Grant Sub-Recipient
Agreement with Public Action to Deliver Shelter of Elgin in the amount of $50,000 to provide a
safe overnight shelter and connection with support services to homeless individuals and families
in the greater Elgin area. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam,
Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Sub-Recipient Agreement with Wayside Cross Ministries Center in Elgin
for 2011-2012 Community Development Block Grant ($45,060)
Councilmember Moeller made a motion, seconded by Councilmember Gilliam, to the execution
of a Program Year 2011-2012 Community Development Block Grant Sub-Recipient Agreement
with Wayside Cross Ministries Center in Elgin in the amount of $45,060 to provide federal grant
funding for an Elgin-based not-for-profit organization providing a safe daytime shelter and
connection with support services to homeless individuals in the greater Elgin area. Upon a roll
call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor
Kaptain. Nays: None.
Consideration of Contract with AT&T Mobility under the Western States Contracting
Alliance Master Service Agreement for Citywide Cellular Data Services ($198,000
annually)
Councilmember Dunne questioned if progress had been made regarding the utility audit
requested by Council. City Manager Stegall stated that an update wasn’t available immediately,
but that the audit report was scheduled to coincide with the budget information meetings.
Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to authorize the
award for citywide cellular data services to AT&T Mobility utilizing the Western States
Contracting Alliance Master Service Agreement in the amount of $198,000 annually to maintain
the availability of reliable cellular mobile data services and coverage for all city portable data
devices. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell,
Steffen, and Mayor Kaptain. Nays: None. Councilmember Prigge abstained.
Announcements from Council
Councilmember Dunne announced the Native American Display and Event being hosted by the
Elgin Public Museum and invited the community to attend.
Councilmember Prigge reminded the community that they can drop-off old or unused
prescriptions at the Police Lobby.
Councilmember Moeller commended Randy Reopelle, Parks and Recreation Director, and his
staff for the fundraiser that was hosted for the Youth Scholarship fund.
Announcements from Staff
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.

Adjournment
Councilmember Moeller made a motion, seconded by Councilmember Dunne, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor
Kaptain. Nays: None.
Selection of a Person to Fill a Vacant Office, Including a Vacancy in a Public
Office, When the Public Body is Given Power to Appoint Under Law or
Ordinance, or the Discipline, Performance or Removal of the Occupant of a
Public Office, When the Public Body is Given Power to Remove the Occupant
Under Law or Ordinance - Exempt Under Section 120/2(c) (3) of the Open
Meetings Act
