HomeMy WebLinkAboutl - June 27, 2012 COW COMMITTEE OF THE WHOLE MEETING June 27, 2012 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne (arrived at 6:08 p.m.), Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Steffen made a motion, seconded by Councilmember Moeller, to approve the minutes of the June 13, 2012, regular meeting. Upon a roll call vote: Yeas: Councilmembers Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Present Councilmember Gilliam. EDG Economic Development Update by the Elgin Area Chamber of Commerce Carol Gieske, Chamber President, and Mike Shales, Board Chair, presented the EDG Economic Development Update from the Elgin Area Chamber of Commerce. A copy of the presentation is on file in the City Clerk’s office. Elgin Housing Market Presentation by Chris Huecksteadt, Metrostudy Chris Huecksteadt, Metrostudy, provided a presentation regarding the Elgin Housing Market. There was a discussion about the trends in the rental market and how foreclosures are reported. CAFR and Budget Update Councilmember Steffen made a motion, seconded by Councilmember Dunne, to remove the CAFR and Budget update from the table for discussion at tonight’s meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. City Manager Sean Stegall and Chief Financial Officer Colleen Lavery present the CAFR and Budget update. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding how a five year plan is utilized, the Fitch and Standard and Poor’s ratings for the City; property tax levy, the storm water tax, and the final deficit number from the budget process. Adjournment Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to adjourn to the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole June 27, 2012 Page 2 Reconvene Immediately following the conclusion of the City Council meeting the Committee of the Whole meeting was reconvened with all members present. Consideration of Amendments to the 2011 Budget Consistent with the Illinois Municipal Budget Act Councilmember Moeller made a motion, seconded by Councilmember Dunne, to remove this item from the table for consideration. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Councilmember Dunne made a motion, seconded by Councilmember Moeller, to provide budget amendments to reflect actual financial activity undertaken within the 2011 Budget. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Villa Street Striping Configuration There was discussion regarding the proposed solution as it pertained to safety and liability issues. Staff noted that this solution would be reviewed and changed if necessary. Councilmember Prigge liked the current striping configuration and stated his concerns about safety and liability. Councilmember Moeller made a motion, seconded by Councilmember Powell, to approve the Villa Street configuration option of striping with bike lanes but no signage. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Steffen, and Mayor Kaptain. Nays: Councilmember Prigge. Consideration of Midwestern Higher Education Compact Contract Purchase from Dell of an EqualLogic Storage System Councilmember Moeller made a motion, seconded by Councilmember Gilliam, to purchase from Dell an EqualLogic Storage System in the amount of $44,897 to improve the efficiency of data management, create redundancy with the public safety storage system, and increase storage capacity for the city’s primary data storage system. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole June 27, 2012 Page 3 Consideration of Suburban Purchasing Cooperative Contract Purchase Agreement with Call One, Inc. for Analog Telephone Services Councilmember Moeller made a motion, seconded by Councilmember Steffen, to enter into an agreement with Call One, Inc. in the amount of $65,076 to reduce the cost of providing analog telephone service. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of 2012 Youth Sports Capital Improvement Grants Councilmember Moeller made a motion, seconded by Councilmember Powell, to approve the 2012 Youth Sports Capital Improvement Grants in the amount of $47,800 to provide financial assistance to youth sports’ organizations in Elgin allowing them to make capital improvements to the city-owned property at which their leagues play. Consideration of Joint Purchasing Contract with Motorola for the Purchase of 29 APX7000 Radios and Related Accessories Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the joint purchasing contract with Motorola for the purchase of twenty-nine (29) APX7000 radios and related accessories in the amount of $135,133 to increase police operational efficiencies with improved technology. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Economic Incentive Agreement with Mueller & Co. LLP There was discussion regarding the use of cash incentives, the job creation requirements, business retention and future policy direction for staff. Councilmember Moeller made a motion, seconded by Councilmember Gilliam, to approve the economic incentive agreement with Mueller & Co. LLP in the amount of $40,000 in order to retain 52 full-time jobs and relocate 22 new full-time jobs to the city. Upon a roll call vote: Yeas: Councilmembers Gilliam, Moeller, Powell, Steffen, and Mayor Kaptain. Nays: Councilmember Dunne and Councilmember Prigge. Announcements from Council Councilmember Gilliam asked Corporation Council Cogley to provide a report in regards to the responsible bidder’s ordinance and its effects. Committee of the Whole June 27, 2012 Page 4 Announcements from Staff Cherie Murphy, Assistant to the City Manager for Community Engagement, announced upcoming city events. Adjournment Councilmember Gilliam mad a motion, seconded by Councilmember Steffen, to adjourn the meeting.
