COMMITTEE OF THE WHOLE MEETING
May 9, 2012
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:05 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Moeller, Powell, Prigge, Steffen,
and Mayor Kaptain. Absent: Councilmember Gilliam.
Approval of Minutes
Councilmember Moeller made a motion, seconded by Councilmember Dunne, to approve the
minutes of the April 25, 2012, regular and special meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Moeller, Prigge, Steffen, and Mayor Kaptain. Nays: None.
Abstain: Councilmember Powell.
Consideration of Cultural Arts Commission 2012 Grant Award Recommendations
Councilmember Moeller made a motion, seconded by Councilmember Dunne, to remove the
item from the table. Upon a roll call vote: Yeas: Councilmembers Dunne, Moeller, Powell,
Prigge, Steffen, and Mayor Kaptain. Nays: None.
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the
funding of the grant awards in the amount of $28,000 to assist and support the operating costs for
local not-for-profit organizations to provide arts programming in the community. Upon a roll
call vote: Yeas: Councilmembers Dunne, Moeller, Powell, Steffen, and Mayor Kaptain. Nays:
Councilmember Prigge.
Consideration of 2012 Riverboat Grant Award Recommendations
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to remove the
item from the table. Upon a roll call vote: Yeas: Councilmembers Dunne, Moeller, Powell,
Prigge, Steffen, and Mayor Kaptain. Nays: None.
Councilmember Prigge asked for the background on how the applications for the grants were
reviewed. It was noted that there was an application, staff review, review by Mayor Kaptain and
Councilmember Steffen, and recommendations for the Council’s consideration. There was
discussion regarding the use of riverboat funds, the solid waste fee, the utility tax and the
property tax.

Councilmember Moeller made a motion, seconded by Councilmember Powell, to approve the
recommended list of grant awardees in the total of $250,000 for the 2012 Riverboat Grant funds
to assist and support the operating costs for local not-for-profit organizations. Upon a roll call
vote: Yeas: Councilmembers Dunne, Moeller, Powell, Steffen, and Mayor Kaptain. Nays:
Councilmember Prigge.
Consideration of Sale of General Obligation Corporate Purpose Bonds to Finance Water
and Sewer Fund Capital Projects
Councilmember Dunne made a motion, seconded by Councilmember Moeller, to authorize the
sale of $8.5 million in General Obligation Corporate Purpose Bonds, Series 2012B, to finance
Water Fund and General Capital Projects. Upon a roll call vote: Yeas: Councilmembers Dunne,
Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Approval of Funding of the Fox River Study Group
Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve funding
for the Fox River Study Group in the amount of $25,000 for implementation and maintenance of
watershed model as a management and planning tool for the region. Upon a roll call vote: Yeas:
Councilmembers Dunne, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Agreement with Engineering Enterprises, Inc. for Phase I Engineering
Services on the Chicago Street Rehabilitation Project ($233,600)
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve an
Engineering Services Agreement with Engineering Enterprises, Inc. to provide preliminary
(Phase I) engineering services for a fee of $233,600 in order to improve, maintain and enhance
the pavement infrastructure of Chicago Street between Center Street and Liberty Street. Upon a
roll call vote: Yeas: Councilmembers Dunne, Moeller, Powell, Prigge, Steffen, and Mayor
Kaptain. Nays: None.
Announcements from Council
Councilmember Prigge noted that the Waste Management drop off day was a success and
thanked Dan Ault for his efforts.
Councilmember Prigge also asked about the issues regarding the sound system for the City’s
cable broadcasts. City Manager Stegall noted that the issues would be addressed.

Councilmember Prigge also noted the upcoming weekend’s downtown carnival being held at the
site of the old library. City Manager Stegall mentioned that the organizers were working with the
city to ensure compliance with all applicable regulations.
Councilmember Prigge noted that, based on a newspaper article, the Parks and Recreation
department used fiscal responsibility when sending attendees to a conference earlier this year.
Councilmember Steffen reported that the Elgin River Rats Rugby team had an undefeated season.
He stated they would be playing a division championship game at Abbott Field on Sunday, the
13th at 10:30 a.m.
Councilmember Dunne attended a Chamber of Commerce event and learned from a local wind
energy company that there was federal tax credit, for the production of electricity that was having
trouble passing. He asked if staff could look into the matter and potentially send a letter of
support for the tax credit.
Councilmember Powell commented on the success of the recent Green Expo and thanked staff
for their efforts.
Mayor Kaptain mentioned the Love Elgin event that was a collaboration of local churches to help
serve those residents that were in need by offering food and medical checks.
Announcements from Staff
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.
Adjournment
Councilmember Dunne made a motion, seconded by Councilmember Moeller, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain.
Nays: None.
