COMMITTEE OF THE WHOLE MEETING
April 25, 2012
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:03 p.m.
in the Heritage Ballroom at The Centre. Present: Councilmembers Dunne, Moeller, Prigge,
Steffen, and Mayor Kaptain. Absent: Councilmember Gilliam and Councilmember Powell.
Approval of Minutes
Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the
minutes of the April 11, 2012, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Moeller, Prigge, Steffen, and Mayor Kaptain. Nays: None.
Community Health Assessment and Improvement Plan by Paul Kuehnert, Executive
Director of the Kane County Health Department
Paul Kuehnert presented the Community Health Assessment and Improvement Plan. He also
announced his departure from the Kane County Health Department and introduced the interim
director Barbara Jeffers. A copy of the presentation is on file in the City Clerks office.
Community Gardens Presentation by City Staff
Cherie Murphy Assistant to the City Manager for Community Engagement, Randy Reopelle
Parks and Recreation Director, Donna Askins Elgin Community Garden Network, and Rose
Reinhert of the Boys and Girls Club presented information regarding community gardens. A
copy of the presentation is on file in the City Clerks office.
Illinois Green Infrastructure Grant Update by City Staff
Aaron Cosentino Management Analyst provided an update on the Illinois Green Infrastructure
Grant, and specifically discussed rain gardens. A copy of the presentation is on file in the City
Clerks office.

Consideration of Intergovernmental Agreement with Cook County Department of
Transportation for Bike Path, Street Lights and Amenities for Improvements on Congdon
Avenue
Councilmember Steffen made a motion, seconded by Councilmember Prigge, to approve an
agreement with Cook County Department of Transportation to provide $481,719 of city
participation in the county’s improvement project to enhance the community’s infrastructure and
safety by providing of an off street bike path and new street lighting along Congdon Avenue.
Upon a roll call vote: Yeas: Councilmembers Dunne, Moeller, Prigge, Steffen, and Mayor
Kaptain. Nays: None.
Consideration of Cultural Arts Commission 2012 Grant Award Recommendations
Councilmember Dunne made a motion, seconded by Councilmember Moeller, to table the
Cultural Arts Commission 2012 grant award recommendations listed below. Upon a roll call
vote: Yeas: Councilmembers Dunne, Moeller, Prigge, Steffen, and Mayor Kaptain. Nays:
None.

Consideration of 2012 Riverboat Grant Award Recommendations
Councilmember Dunne made a motion, seconded by Councilmember Moeller, to table the 2012
Riverboat Grant funds listed below. Upon a roll call vote: Yeas: Councilmembers Dunne,
Moeller, Prigge, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Contract with RTM & Associates (RFP 12-023) for HVAC Related
Engineering Services
Councilmember Dunne made a motion, seconded by Councilmember Moeller, to award a
contract to RTM & Associates in the amount of $67,900 for HVAC related engineering services
and to provide repairs to city buildings to maintain its infrastructure. Upon a roll call vote: Yeas:
Councilmembers Dunne, Moeller, Prigge, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Energy Efficiency and Conservation Block Grant Program Revisions
Mayor Kaptain conveyed his experience with the energy audit and noted it was a worthwhile
program. Councilmember Moeller was glad to see that staff had leverage funds to make the
program more attractive and hoped there would be an increase in participation.
Councilmember Steffen made a motion, seconded by Councilmember Dunne, to partner with
ComEd and Nicor to offer Elgin residents additional incentives to perform weatherization
upgrades to their property, to improve the City’s block grant program performance, and
accelerate the expenditure of Energy Efficiency and Conservation Block Grant funds. Upon a roll
call vote: Yeas: Councilmembers Dunne, Moeller, Prigge, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Authorization of TranSystems as Preferred Consultant to Prepare a
Sidewalk Gap and Transit Stop Study (Funded by CMAP Grant)
Councilmember Steffen made a motion, seconded by Councilmember Moeller, to approve the
selection of TranSystems as consultant to prepare the Sidewalk Gap and Transit Stop Study in
order to improve intermodal transportation options in a cost-effective manner. Upon a roll call
vote: Yeas: Councilmembers Dunne, Moeller, Prigge, Steffen, and Mayor Kaptain. Nays:
None.

Announcements from Council
Councilmember Prigge thanked Management Analyst Aaron Cosentino, Animal Control Officer
Matthew Ciesielczyk, and Animal Control Officer Jim Rog for their assistance in the Pet Safety
Fair that was recently hosted by the City.
Councilmember Prigge commended the cooperative efforts of the Elgin and Carpentersville
Police Department for their recent efforts to remove guns from the streets.
Councilmember Prigge announced that Waste Management on May 5th from 8 a.m. to 2 p.m.
would allow residents from Elgin, unlimited refuse drop off for fifteen (15) dollars. Proof of
residency would be required and they would accept electronics.
Announcements from Staff
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.
