HomeMy WebLinkAbout18 - September 28, 2011 COW COMMITTEE OF THE WHOLE MEETING September 28, 2011 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:08 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to approve the minutes of the September 14, 2011, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Purchase of Insurance Policies for the Period October 1, 2011 to September 30, 2012 Councilmember Moeller asked how the rates compared to last year. Corporation Counsel Cogley indicated that overall there was a reduction of $35,000. A resolution will be presented at tonight's Council meeting for adoption by the City Council. Consideration of Policy on Fund Balance Classification and Disbursement in Accordance with Governmental Accounting Standards Board Statement No. 54 Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to implement Governmental Accounting Standards Board Statement No. 54 by adopting a policy to define the components of fund balance, assign authority to classify each component of fund balance and establish the spending order of fund balance for governmental funds. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Consideration of Intergovernmental Agreement with the Regional Transportation Authority and Staff Recommendation for Land Vision, Inc. to Prepare the Chicago Street Station Area Plan Councilmember Moeller acknowledged staff’s efforts to move forward working with the RTA on the transportation redevelopment. It is good to establish the vision for the area and is looking forward to seeing the plan for the Chicago Street Station. Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to create a guide for the redevelopment of the area surrounding the Chicago Street Metra Commuter Rail Station. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole September 28, 2011 Page 2 Consideration of Agreement with T-Mobile Central LLC Authorizing the Co-location of Additional Telecommunications Equipment on a Portion of the City Park Property at 750 Summit Street Councilmember Dunne questions if this project could reuse materials, including a concrete pad that is currently on site. Corporation Counsel Cogley indicated they would be asked if the idea of reusing materials would be possible. Councilmember Powell made a motion, seconded by Councilmember Steffen, to allow the co- location of additional telecommunications on an existing cellular communications tower on city property at 750 Summit Street resulting in additional lease revenues to the City. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Powell congratulated the Neighborhood Housing Services on their NeighborWorks day. There were 110 volunteers that participated. Councilmember Dunne congratulated the staff of the City of Elgin’s Parks and Recreation for working with the Village of Hoffman Estates to open a park in the Providence West Neighborhood Association Area. Councilmember Steffen noted that on October 4th 7:30-9:30 at Elgin Community Development a Workforce Development program and the Work Keys program. Councilmember Steffen announced that on October 15th a rugby match will be held at the Elgin Academy sports grounds by Lord’s Park. Councilmember Prigge commended the Police Department on a recent arrest for several gun violations that involved Sergeant Jim Lullo, Detective Rick Demierre, Detective John Fennell, Officer Dave Cox, Detective Beth Sterricker and Detective Doug Neff. Announcements from Staff Cherie Murphy, Assistant to the City Manager for Community Engagement, announced upcoming city events. Committee of the Whole September 28, 2011 Page 3 Adjournment Councilmember Prigge noted his objection to cancelling this executive session. Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to cancel the executive session on this evening’s agenda. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Steffen, and Mayor Kaptain. Nays: Councilmember Prigge. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.
