COMMITTEE OF THE WHOLE MEETING
November 3, 2010
The regular Committee of the Whole meeting was called to order by Mayor Schock at 6:05 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen,
and Mayor Schock. Absent: Councilmember Warren.
Approval of Minutes
Councilmember Prigge made a motion, seconded by Councilmember Kaptain, to approve the
minutes of the, 2010, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne,
Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None.
Budget Discussion
City Manager Sean Stegall introduced the 2011 budget approval process. He noted that the city
has strong reserves, an excellent bond rating, and that there are no anticipated tax increases for
the coming year. A video that was produced for the International City/County Managers
Association was shown. Mr. Stegall said that he is proud of the city’s past accomplishments and
reminded council that decisions made today strongly impact the future.
RuthAnne Hall, Budget Analyst, introduced the city’s revamped budget website. She noted that
this has been created in order to present the city’s budget to the city council, staff and
community. The website also builds upon another core philosophy that staff has of embracing
technology and utilizing it to its fullest potential to provide the most effective and efficient city
services.
Ms. Hall noted that the budget is a financial policy and is the means by which the city communicates
its short and long term goals to the city council, staff and the community. The theme of this year’s
budget is – Adapt, Engage, Create.
Adapt – Assessing the needs of our community from a different perspective.
Engage – Developing creative solutions with the community
Create – Transforming how we live, work and enjoy life in Elgin
The full budget document is available in its entirety on the website which can be found at
www.cityofelgin.org/2011budget and can be navigated by pull down menus and is fully searchable.
She also noted that another feature that will be developed for the adopted budget will be project
summary sheets. For each capital improvement item that is identified as part of the adopted budget, a
summary sheet will be hyperlinked to the project name to provide an even more detailed analysis of
the project. Examples of this were the Artspace and the Airlite Water Treatment Plant projects.

Ms. Hall thanked members of the Budget Team and various other staff members who assisted in the
preparation of the 2011 Proposed Budget and associated material.
Councilmember Gilliam asked that it be announced in advance which sections would be reviewed at
the next Committee of the Whole meeting. Mr. Stegall said he would.
Councilmember Kaptain asked if past budgets could be made available for comparison purposes.
Mr. Stegall said that would be done.
Mayor Schock congratulated staff for a job well done.
Consideration of Grant Writer Services Agreement with V3 Companies, Ltd.
Councilmember Gilliam made a motion, seconded by Councilmember Kaptain, to approve a grant
writer services agreement with V3 Companies, Ltd. for services necessary to apply for grants on the
city’s behalf. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge,
Steffen, and Mayor Schock. Nays: None.
Consideration of Amendment to Chapter 11 of the Elgin Municipal Code, Entitled
“Vehicles and Traffic”
Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve an
amendment to Chapter 11 of the Elgin municipal code to allow a small amount of parking along the
south side of Frazier Avenue adjacent to the Swizzle Burger restaurant. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None.
Consideration of Amendment to Center City Business Loan Program Creating Eligibility
for Certain U.S. Small Business Administration Loans
Councilmember Gilliam made a motion, seconded by Councilmember Dunne, to approve an
amendment to the Center City Special Business Loan Program making certain loans originated
by the U.S. Small Business Administration eligible for participation at no additional cost to the
city. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen,
and Mayor Schock. Nays: None.
Consideration of Facade Improvement Project at 79 South Grove Avenue
Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to approve a façade
improvement grant to the property at 79 South Grove Avenue for the restoration of the exterior
building façades. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge,
Steffen, and Mayor Schock. Nays: None.

Announcements from Council
Councilmember Prigge announced that the City of Elgin and Golf Rose Animal Hospital will
host an animal health and safety drive on November 20, 2010, at the Hemmens Cultural Center,
from noon until 4:00 p.m.
Councilmember Kaptain announced that Epworth Church will be hosting a barbeque dinner on
November 13, 2010.
Announcements from Staff
Cherie Murphy, Assistant to the City Manager for Community Engagement, announced
upcoming city events.
Adjournment
Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to adjourn to
Executive Session for the following purpose:
Selection of a Person to Fill a Vacant Office, Including a Vacancy in a Public Office,
When the Public Body is Given Power to Appoint Under Law or Ordinance, or the
Discipline, Performance or Removal of the Occupant of a Public Office, When the Public
Body is Given Power to Remove the Occupant Under Law or Ordinance - Exempt Under
Section 120/2(c) (3) of the Open Meetings Act
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and
Mayor Schock. Nays: None.
