HomeMy WebLinkAbout16 - August 25, 2010 COW COMMITTEE OF THE WHOLE MEETING August 25, 2010 The regular Committee of the Whole meeting was called to order by Mayor Schock at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Absent: None. Approval of Minutes Councilmember Steffen made a motion, seconded by Councilmember Warren, to approve the minutes of the August 11, 2010, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Human Relations Commission Annual Report (2009-2010) Denise Habun, Chair of the Human Relations Commission, reviewed the activities of the Commission for the past year noting that the group has become more active during this period. Update on Strategic Planning Process This item was postponed without objection. Consideration of Local Agency Amendment No. 1 with Illinois Department of Transportation for Finalizing the Costs of the Federal Participation it the Summit Street Local Agency Pavement Preservation Project Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve Amendment No. 1 to the agreement with the Illinois Department of Transportation that authorizes use of federal funds for the Summit Street Local Agency Pavement Preservation Project. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Consideration of Acceptance of Plat of Dedication for Right-of-Way for Erie Street as Part of a Special Assessment Project Councilmember Gilliam made a motion, seconded by Councilmember Dunne, to approve acceptance of a right-of-way dedication for Erie Street along the frontage of four residential lots near Sunrise Court. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Committee of the Whole August 25, 2010 Page 2 Consideration of Facade Improvement Grant for 216 E. Chicago Street Councilmember Warren made a motion, seconded by Councilmember Steffen, to approve the proposed facade improvement grant for 216 E. Chicago Street in the amount of $15,225. Tonya Hudson, Director of the Downtown Neighborhood Association (DNA), gave an update on the Downtown Façade Improvement Program. DNA is now in charge of all façade improvement grants. Ms. Hudson noted that during the twenty years the program has existed, seventy-six properties have participated to date with an investment of over $5 million. Fifty-five of these sites are located in the center city and twenty-one of the sites were situated in the State Street/National Street program. Ms. Hudson showed a number of before and after photos of various projects. She also stated that six of the thirteen applications received for the Center City Commercial Energy Retrofit Grant Program plan to pursue their project during the next two years. Mayor Schock said that the amount of TIF funds for the Center City has exceeded expectations partially due to the facade improvements and that the City’s investments in the downtown have been paid from these funds. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Announcements from Council Councilmember Kaptain announced that Elgin Community Network, Neighborhood Housing Services, and the City of Elgin will be co-sponsoring Neighborhood Works II on September 25, 2010, in the Garfield School area. This will be in conjunction with the Tree Replacement Program along Raymond Street. Councilmember Warren announced that a Together We’re Elgin family cookout will take place at Garfield School after the above mentioned event. The Rotary Club will be collecting food for the local food pantries. Councilmember Prigge commended the Police Department for their quick actions regarding a recent home invasion and also thanked the public for their assistance. Councilmember Dunne said the Elgin citizens are willing to stand up and talk. Mayor Schock announced that Suzlon Wind Energy will be locating a distribution and training center in the Northwest Corporate Park. They hope to be in operation by October 4, 2010. He also thanked Mark Ebacher of Interstate Partners for helping to secure this business for the city. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adjourn the meeting.
