HomeMy WebLinkAbout12 - June 23, 2010 COW COMMITTEE OF THE WHOLE MEETING June 23, 2010 The regular Committee of the Whole meeting was called to order by Mayor Schock at 6:05 p.m. in the Council Chambers. Present: Councilmembers Dunne, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Absent: Councilmember Gilliam. Approval of Minutes Councilmember Warren made a motion, seconded by Councilmember Steffen, to approve the minutes of the June 9, 2010, regular meeting and the minutes of the May 27, 2010, special meeting. Upon a roll call vote: Yeas: Councilmembers Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Councilmember Dunne abstained. Consideration of Consortium Agreement with HOME Investment Partnerships Program for Federal Fiscal Years 2011 – 2013 Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve the execution of the 2010 HOME Investment Partnerships Program Consortium Agreement for Federal Fiscal Years 2011–2013. Upon a roll call vote: Yeas: Councilmembers Dunne, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Consideration of Development Agreements with Habitat for Humanity of Northern Fox Valley for the Neighborhood Stabilization Program Councilmember Steffen made a motion, seconded by Councilmember Kaptain, to approve four development agreements with Habitat for Humanity of Northern Fox Valley to fulfill the twenty-five percent low-income beneficiary requirement of the Elgin’s Neighborhood Stabilization Program. Upon a roll call vote: Yeas: Councilmembers Dunne, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Consideration of Sustainability Master Plan – Next Steps and Planning Process Councilmember Kaptain made a motion, seconded by Councilmember Prigge, to move forward with the sustainability master plan utilizing working group members, ICLEI: Local Governments for Sustainability and a technical advisor for a total estimated cost of $16,750. Councilmember Kaptain commented that the steering committee felt the working groups would provide the guidance needed and that the consultant did not provide the services expected. Upon a roll call vote: Yeas: Councilmembers Dunne, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Committee of the Whole June 23, 2010 Page 2 Consideration of Amendment to Elgin Municipal Code Chapter 12 Regarding Vendors in City Parks Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve amendments to Section 12.08.010S of the municipal code regarding vendors in city parks. Upon a roll call vote: Yeas: Councilmembers Dunne, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None. Announcements from Council Councilmember Steffen announced the August Kiwanis BBQ dinner. Mayor Schock said that he would like staff to initiate some type of inspection for foreclosed homes particularly in regards to illegal living space. He would like a report on this in a month. Councilmember Kaptain asked if this could include needed outside maintenance. Councilmember Steffen said that he thought many of these foreclosed homes were being purchased and turned into rental units that are not registered with the city. City Manager Stegall said this issue was being addressed by staff. Announcements from Staff Public Information Officer, Sue Olafson, announced upcoming city events. Adjournment Councilmember Steffen made a motion, seconded by Councilmember Warren, to adjourn the meeting to Executive Session for the purpose of: Selection of a Person to Fill a Vacant Office, Including a Vacancy in a Public Office, When the Public Body is Given Power to Appoint Under Law or Ordinance, or the Discipline, Performance or Removal of the Occupant of a Public Office, When the Public Body is Given Power to Remove the Occupant Under Law or Ordinance - Exempt Under Section 120/2(c) (3) of the Open Meetings Act Upon a roll call vote: Yeas: Councilmembers Dunne, Kaptain, Prigge, Steffen, Warren, and Mayor Schock.
