SPECIAL COMMITTEE OF THE WHOLE MEETING
May 27, 2010
The special Committee of the Whole meeting was called to order by Mayor Schock at 9:25 p.m.
at the Hawthorne Hill Nature Center. Present: Councilmembers Dunne, Gilliam, Kaptain,
Prigge, Steffen, Warren, and Mayor Schock. Absent: None.
The Council held a Strategic Planning Workshop facilitated by Marty Linsky, Topics of
conversation included:
Leadership in a Permanent Crisis
Concerns at this time include the turmoil in the state government, the gap between needs
and wants, independence vs. interdependence, school district problems, declining
riverboat revenues, and negativity or lack of responsibility.
Qualities of an Adaptive Leadership Culture
o Have to be able to distinguish between wants and needs.
o Have to be able to maintain a high performance level for staff
The Distinction between Technical Problems and Adaptive Challenges
o A plan has to be flexible (adaptive).
o Every problem is connected to something else.
The Distinction between Leadership and Authority
Opportunities for leadership happen every day. The steps of leadership include
observation, interpretation, and intervention. The authority role provides direction,
protection, and order.
o Leadership is about the distribution of loss.
o Leadership is helping people get to a new reality.
Courageous Conversations
This is the willingness to put forth your view.
Surviving and Thriving
Consistency of message is very important.
Action items included:
1. Staff requested to bring forward possible changes in the building standards.
2. Staff asked to prepare a schedule of developer fees distinguishing between those that are
short-term and long-term.
3. Staff asked to conduct a separate review of residential and industrial impact fees.
Develop a point system based on value choices. Commercial development is most
important at this time as the city does not hand the impact fees to hinder commercial
development.

Adjournment
Councilmember Warren made a motion, seconded by Councilmember Dunne, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge,
Steffen, Warren, and Mayor Schock. Nays: None.
The meeting adjourned at 4:55 p.m.
