HomeMy WebLinkAbout12 - June 24, 2009 COW COMMITTEE OF THE WHOLE MEETING June 24, 2009 The regular Committee of the Whole meeting was called to order by Mayor Schock at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Absent: Councilmember Warren. Approval of Minutes Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve the minutes of the June 10, 2009, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Consideration of Approval of Open Space Land Acquisition Development Grant Application to the Illinois Department of Natural Resources for the Purchase of Land for a Neighborhood Park A resolution will be presented at tonight’s Council meeting for adoption by the City Council. Consideration of Approval of Open Space Land Acquisition Development Grant Application to the Illinois Department of Natural Resources for Phase I Development of the Regional Park A resolution will be presented at tonight’s Council meeting for adoption by the City Council. Councilmember Steffen asked what obligations the City of Elgin would have if the grant application was not approved. Randy Reopelle, Parks and Recreation Director, there would be none. He said the only obligations were in regards to the original grant to purchase the property. Consideration of Purchase from Motorola of Portable Radio Batteries A resolution will be presented at tonight’s Council meeting for adoption by the City Council. Consideration of Purchase from Motorola of Six Mobile Radios for New Fire Trucks A resolution will be presented at tonight’s Council meeting for adoption by the City Council. Consideration of Contract with Terracon Inc. for Consulting Services at Elgin Salvage Yard Site at 20 Jefferson Street Councilmember Kaptain made a motion, seconded by Councilmember Gilliam, to approve a sole source contract with Terracon Consultants Inc. for consulting and remediation tasks related to 20 Jefferson Street at a cost of $41,803. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Committee of the Whole June 24, 2009 Page 2 Consideration of License Agreement with Red Bar Winery Inc. to Permit Outside Seating Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to approve a License Agreement with Red Bar Winery Inc. to permit outside seating. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Consideration of License Agreement with 3 Dimension Construction Management for Canopy Installation at 800 Dundee Avenue within the City Right-of-Way Councilmember Steffen made a motion, seconded by Councilmember Kaptain, to approve a license agreement with 3 Dimension Construction Management for a canopy installation at 800 Dundee Avenue within the City right-of-way. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Consideration of Purchase of Service Agreement with Public Action to Deliver Shelter of Elgin Councilmember Steffen made a motion, seconded by Councilmember Kaptain, to approve a purchase of service agreement with Public Action to Deliver Shelter providing financial support in the amount of $24,930. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Consideration of Local Agency Agreement with the Illinois Department of Transportation for Federal Participation in Construction of the Summit Street Local Agency Pavement Preservation Project Councilmember Kaptain made a motion, seconded by Councilmember Prigge, to approve an agreement with the Illinois Department of Transportation authorizing use of federal funds for construction of the Summit Street Local Agency Pavement Preservation Project in the amount of $121,810. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Consideration of Construction Engineering Services Agreement with Engineering Enterprises, Inc. for the Summit Street Local Agency Pavement Preservation Project Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve an agreement with Engineering Enterprises, Inc. for construction engineering services for the Summit Street Local Agency Pavement Preservation Project in the amount of $121,525.80. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Committee of the Whole June 24, 2009 Page 3 Consideration of Acceptance of Public Improvements in Reserve Phase 1 Subdivision Councilmember Dunne made a motion, seconded by Councilmember Gilliam, to approve the acceptance of public improvements in the Reserve Phase 1 Subdivision. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, and Mayor Schock. Nays: None. Announcements from Council Councilmember Prigge announced an upcoming fund raiser for the Crisis Center. Councilmember Dunne announced several fundraisers sponsored by the local VFW post. Councilmember Kaptain mentioned that he had attended the not-for-profit rally earlier today and that the proposed state budget cuts could affect over 10,000 people in the community who may potentially become a burden on the city. He also announced that the Elgin Community Network would be holding meetings regarding neighborhood flooding issues. Announcements from Staff Public Information Office, Sue Olafson, announced upcoming city events. She also mentioned that Elgin had been featured in This Old House magazine. Adjournment Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to adjourn and go into the Executive Session for the purpose of discussing the following matters.
