COMMITTEE OF THE WHOLE MEETING
June 10, 2009
The regular Committee of the Whole meeting was called to order by Mayor Schock at 6:04 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen,
Warren, and Mayor Schock. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Gilliam, to approve the
minutes of the, May 27, 2009, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and Mayor Schock. Nays: None.
Consideration of Application for 2009 Energy Efficiency and Conservation Block Grants
A resolution will be presented at tonight's Council meeting for adoption by the City Council.
Councilmember Kaptain stated that the Council has supported the Sustainability Master Plan and
that it is now beginning to pay off.
Councilmember Steffen said that he noted that priority was being given to projects that are
leveraged and he felt this was a good use of the funds.
Mayor Schock congratulated staff for their efforts in seeing that much of this money will go to
the residents who will be spending this money locally.
Consideration of Expenditure to Commonwealth Edison for the Electric Distribution
Extension to the Highland Overhead Tank
A resolution will be presented at tonight's Council meeting for adoption by the City Council.
Consideration of Acceptance of Grant from the Elgin Township Youth at Risk Summer
Program
Councilmember Steffen made a motion, seconded by Councilmember Kaptain, to approve
acceptance of a grant from Elgin Township in the amount of $20,000 for the Youth at Risk
Summer Program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain,
Prigge, Steffen, Warren, and Mayor Schock. Nays: None.

Consideration of Amendment to Chapter 11 of the Elgin Municipal Code, Entitled
“Vehicles and Traffic”
Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve an
amendment to Chapter 11 of the Elgin Municipal Code entitled “Vehicles and Traffic” at a cost
to the City of $90,00 as recommended by the Neighborhood Services Committee.
Councilmember Steffen stated that he was still open to suggestions and that this was not set in
stone. Councilmember Prigge asked that everyone give this a chance and let there be a full
season of experience. Mayor Schock asked if the parking control officers worked on the
weekends. Sgt. Matt Udelhoven answered that they did originally; however, for the summer,
weekend enforcement has been suspended. Councilmember Steffen asked if this was being done,
but no one was being told about it. RuthAnne Hall replied that the program is trying to adapt to
the changes in public services during the summer months. Mayor Schock said that he felt this
ordinance was inconveniencing residents and he still hoped that other options would be explored.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren,
and Mayor Schock. Nays: None.
Consideration of Resolution Establishing Prevailing Wages on Public Works Projects
Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to accept the
proposed resolution establishing prevailing wages on Public Works projects in accordance with
the Illinois Department of Labor’s rate schedule.
Councilmember Dunne asked Legal Counsel if once the unemployment rates reach a certain
percentage, do public projects funded by state funds have to be awarded to Illinois contractors.
Corporation Counsel William Cogley said he would look into this.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren,
and Mayor Schock. Nays: None.
Consideration of Approval of 2009 Historic Architectural Rehabilitation Grant Program
Recipient Eligibility List
Councilmember Warren made a motion, seconded by Councilmember Steffen, to approve the
grant recipient eligibility list as for the 2009 Historic Architectural Rehabilitation Grant Program.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren,
and Mayor Schock. Nays: None.

Consideration of Purchase of Service Agreement with Boys and Girls Club of Elgin
Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve an
agreement with the Boys and Girls Club of Elgin in the amount of $140,000 which will be used
as payment towards annual debt service related to bonds issued for the new clubhouse. Upon a
roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren, and
Mayor Schock. Nays: None.
Consideration of Lease Agreement with the Elgin Pumas Soccer Club for use of the
Eastside Recreation Center
Councilmember Gilliam made a motion, seconded by Councilmember Kaptain, to approve a
lease agreement with the Elgin Pumas Soccer Club for use of the Eastside Recreation Center at
no charge. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge,
Steffen, Warren, and Mayor Schock. Nays: None.
Consideration of Proposed Recapture Ordinances for Toll II LP Regarding the Bowes
Creek Country Club Project
Councilmember Kaptain made a motion, seconded by Councilmember Steffen, to approve the
proposed recapture ordinances for Toll II LP relating to the construction of certain public sanitary
sewer improvements and a watermain in connection with the Bowes Creek Country Club Project.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge, Steffen, Warren,
and Mayor Schock. Nays: None.
Announcements from Council
Councilmember Prigge announced that Elgin Township will be introducing a program for the
disposal of prescription drugs. They should not be put into the local sewer systems.
Councilmember Warren announced that the Elgin Rotary Club will be sponsoring three veterans
for an “Honor Flight” on June 19. The public is invited to welcome them home that evening at
Midway Airport.
Councilmember Dunne announced that the Veterans of Foreign Wars will be sponsoring a
motorcycle rally on July 13. All are invited to participate.
Councilmember Kaptain stated that he had participated in the chain link removal program the
previous Saturday and that seven fences had been removed and twelve trees were also planted
during this time. A number of local organizations participated or donated services for this
project.

Announcements from Staff
Public Information Officer, Sue Olafson, announced upcoming city events and that the
Committee for the Fourth of July Parade is in need of volunteers.

Councilmember Gilliam made a motion, seconded by Councilmember Warren, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gilliam, Kaptain, Prigge,
Steffen, Warren, and Mayor Schock. Nays: None.
