COMMITTEE OF THE WHOLE MEETING
September 12, 2007
The regular Committee of the Whole meeting was called to order by Mayor Schock at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Figueroa, Gilliam, Kaptain, Powers,
Steffen, Walters, and Mayor Schock. Absent: None.
Approval of Minutes
Councilmember Figueroa made a motion, seconded by Councilmember Walters, to approve the
minutes of the August 22, 2007, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and Mayor Schock. Nays: None.
Presentation of Citizen Survey Report
This item was postponed until the next regularly scheduled meeting of the Committee of the
Whole.
Report on Recent Gang Activities
Chief Lisa Womack gave a report on the recent gang activities. She reviewed the facts of the
incidents and stated that the Police Department is taking action to combat this rise in activity
through the monitoring of recent parolees convicted of violent crimes, target enforcement of
“hot” spots by the specialized enforcement units, setting up traffic check in “hot” spots, and
working together with the school liaison officers, and federal agencies such as the FBI, DEA,
and ICE..
Consideration of Proposed Resolution in Support of the United States Conference of
Mayors Climate Protection Agreement
Councilmember Figueroa made a motion, seconded by Councilmember Walters, to approve the
proposed resolution in support the United States Conference of Mayors Climate Protection
Agreement. Upon a roll call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain, Powers,
Steffen, Walters, and Mayor Schock. Nays: None.
Consideration of a Renewal of Elgin Website Design and Hosting Agreement with Civic
Plus, Inc.
Councilmember Kaptain made a motion, seconded by Councilmember Walters, to approve the
three year renewal agreement with Civic Plus, Inc. in the amount of $31,200 for the City of
Elgin’s website design and hosting services. Upon a roll call vote: Yeas: Councilmembers
Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and Mayor Schock. Nays: None.

Consideration of an Agreement with Geographic Technologies Group for HTE Land
Management Database Cleanup
Councilmember Figueroa made a motion, seconded by Councilmember Gilliam, to approve the
professional services agreement with Geographic Technologies Group in the amount of $18,612
for the HTE Land Management Database Cleanup. Upon a roll call vote: Yeas:
Councilmembers Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and Mayor Schock.
Nays: None.
Consideration of Amendment No. 3 to an Agreement with Crawford, Murphy & Tilly for
the Spartan Drive Extension, Section II Project
Councilmember Walters made a motion, seconded by Councilmember Figueroa, to authorize
Amendment No. 3 to the agreement with Crawford, Murphy & Tilly in the amount of $128,045
for the Spartan Drive Extension, Section II Project. Upon a roll call vote: Yeas:
Councilmembers Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and Mayor Schock.
Nays: None.
Consideration of Facade Project for 217 Symphony Way (David Kellenberger)
Commissioner Gilliam made a motion, seconded by Commissioner Walters, to approve the
façade improvement project proposed for the property located at 217 Symphony Way. Upon a
roll call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and
Mayor Schock. Nays: None.
Consideration of Appointments to Elgin Housing Authority
Councilmember Gilliam made a motion, seconded by Councilmember Figueroa, to appoint
Renard I. Jackson to the Elgin Housing Authority. Upon a roll call vote: Yeas:
Councilmembers Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and Mayor Schock.
Nays: None.
Announcements from Council
Councilmember Kaptain thanked the Police Department and Public Works for all of their efforts
during the recent flood in the Eagle Heights area. He also acknowledged Eagle Heights residents
Judy Beuman and Donald Heneise for assisting to keep the drains open along Royal Boulevard.
Mayor Schock also thanked Sgt. Entler and Lt. Wolfe for their assistance during this time.
Councilmember Gilliam requested an update at the next meeting on the deconversion program
and the possible Hemmens renovations.

Announcements from Staff
Public Information Officer Olafson announced upcoming City events.
City Manager Folarin introduced retired Fire Chief Jack Henrici as the Interim Director of Fire
and Emergency Medical Services.
Adjournment
Councilmember Gilliam made a motion, seconded by Councilmember Figueroa, to adjourn and
go into the Executive Session for the purpose of discussing the following matters. Upon a roll
call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain, Powers, Steffen, Walters, and
Mayor Schock. Nays: None.
Purchase or Lease of Real Property for the Use of the Public Body – Exempt
under Section 120/2(c)(5) of the Open Meetings Act
Selection of a Person to Fill a Vacant Office, Including a Vacancy in a Public
Office, When the Public Body is Given Power to Appoint Under Law or
