HomeMy WebLinkAboutNovember 22, 1993 COW COMMITTEE OF THE WHOLE MEETING November 22, 1993 The special Committee of the Whole Budget meeting was called to order by Mayor VanDeVoorde at 4 :00 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam (arrived at 4 :25 p.m. ) , Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman Schock. Discussion of 1994 City of Elgin Budget Assistant to City Mana er Pearson gave a g status re p ort on the various bond funds . Interim City Manager Malm reviewed potential capital bond projects for 1994 and suggested that the Council may want to consider using the proposed police facility bond proceeds to fund other capital projects . He recommends reconsidering the design options for the police facility, give consideration to including the courtroom facility, and hold off on bidding this project until October 1994 . Councilman Gilliam left the meeting at 4 :55 p.m. Public Works Director Kristiansen reviewed all the public works proposed capital projects concerning street improvements, water projects, sanitary sewer projects, and reopening Fountain Square Mall . Interim City Manager Malm discussed some of the proposed general small capital projects, including mortgage payments on the Spiess Building, courtroom rehabilitation, Villa Street sidewalks, swimming pool improvements, etc. Parks and Recreation Director Bayor reviewed proposed capital projects which included soccer fields at the Sports Complex and Trout Park and Grolich Park rehabilitations. Mayor VanDeVoorde recommended that the proposed police facility bonds be used for other capital projects in 1994 . He also recommended that work be continued on the design of the proposed police facility, and that it be designed to meet the City's needs for the next 25 years . Councilman Walters concurred in Mayor VanDeVoorde' s recommendations. Scheduling Next Budget Meeting By consensus, the Council agreed to meet again on Monday, November 29, 1993, at 4 : 30 p.m. to review Volume II of the budget, the capital budget, and revenue sources . They requested that they be advised what capital projects are required to be completed to comply with ADA requirements, etc. and that the staff make its recommendations concerning priorities . r h Committee of the Whole Meeting November 22, 1993 Page 2 Adjournment Councilman Fox made a motion, seconded by Councilman Walters, to adjourn the meeting.
