HomeMy WebLinkAboutMarch 31, 1993 COW COMMUNITY DEVELOPMENT BLOCK GRANT WORK SESSION MARCH 31, 1993 The Special Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 7 : 00 p.m. in the Council Chambers . Present: Councilmembers Fox, Moylan, Popple, Walters, and Mayor VanDeVoorde. Absent: Councilmembers Gilliam and Yearman. Approval of Minutes - March 3, 1993 Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to approve the minutes of the March 3, 1993, special Committee of the Whole meeting, Community Development Block Grant Public Hearing. Yeas : Councilmembers Fox, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Review of Staff Memorandum and CDBG Project Reviews Planning Director Dahlstrom advised the Council that the type and number of projects funded the past two program years by Community Development Block Grant funds has created an administrative workload that is becoming unmanageable given existing staff allocations and commitments . He stated that a recent monitoring visit by officials of the federal Department of Housing and Urban Development (HUD) resulted in criticism of the complex nature of the city' s existing FY-1992 CDBG program and lack of performance in expenditure of CDBG funds . The staff was advised that further delays in project expenditures could result in sanctions against the city. Another demanding CDBG program budget in 1993 would compound the difficulties already being experienced by the Planning Department. In view of the foregoing, Mr. Dahlstrom outlined several options the City could pursue. However, he recommended that the City choose to fund a FY-93 CDBG program consisting of only a few straight forward projects, which would preclude further deterioration of the City' s CDBG performance levels . After discussion, it was the consensus of the Council that the staff ' s recommendations should be approved to prevent jeopardizing the City' s participation in future CDBG programs . Discussion of Proposed Budqet Based on the staff ' s recommendations, the sum of $977 ,089 will be available for the 1993 Community Development Block Grant program. This includes the 1993 CDBG allocation of $884 ,000, program income in the amount of $115,000, potential revenue from previously funded projects, projects recommended for retention or additional funding, less grant administration costs . Committee of the Whole Meeting March 24, 1993 Page 3 Excellence In Crime Prevention-Public Section Award received by the Elqin Police Department Deputy Chief Burns presented Mayor VanDeVoorde with the plaque which had been awarded to the Elgin Police Department by the Chicago Area Chamber of Commerce at the 18th Annual Crime Prevention Awards luncheon held today. The award was given in recognition of the Police Department' s Resident Officer Program. Adjournment Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to go into executive session for the purpose of discussing personnel appointment, employment or dismissal, litigation, and acquisition of property. Yeas : Councilmembers Fox, Gilliam, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Whereupon, at 7 :50 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters . At 8 :00 p.m. , the corporate authorities returned to open session. No further business was transacted. Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to adjourn the meeting.
