JUNE 23, 1993
At 5: 30 p.m. the Council met with members of the Cultural Arts
Commission and at 6 : 00 p.m. with members of the Image Advisory
Commission.
The regular Committee of the Whole meeting was called to order
by Mayor VanDeVoorde at 6 :40 p.m. in the Council Conference
Room. Present: Councilmembers Fox, Gilliam, Popple, Schock,
Walters, Yearman, and Mayor VanDeVoorde. Absent: None.
Approval of Minutes - June 9, 1993
Councilwoman Popple made a motion, seconded by Councilman
Walters, to approve the minutes of the June 9, 1993, Committee
of the Whole meeting. Yeas: Councilmembers Fox, Gilliam,
Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
Prevailinq Waqes on Public Works Projects.
A resolution will be presented at tonight's Council meeting for
adoption by the City Council.
Purchase of Service Aqreement with Mother Goose Child
Development Center
A resolution will be presented at tonight' s Council meeting for
adoption by the City Council .
Aqreements Relatinq to a Grant of Easement from the Kane
County Forest Preserve District
Resolutions will be presented at tonight' s Council meeting for
adoption by the City Council.
Revision to Center City Parkinq Lot
Public Works Director Kristiansen advised the Council that it
was necessary to revise the plans for the aforementioned parking
lot. If the revisions are acceptable, the contract should be
awarded to the low bidder, and a deduct change order will be
submitted at the following council meeting to accommodate the
design changes.
Determination of Prioritv Proqrams for Gaminq Proceeds,
A discussion was held and each councilmember made suggestions
for distribution of the gaming proceeds should a riverboat
gaming license be awarded to Elgin.

Councilwoman Yearman made a motion, seconded by Councilman Fox,
to set a special meeting for July 6, 1993, at 5:00 p.m. for
further discussion regarding this matter. Yeas: Councilmembers
Fox, Gilliam, Popple, Schock, Walters, Yearman, and Mayor
VanDeVoorde. Nays: None.
Approval of Membership Renewal in CSO Partnership Group
Councilwoman Yearman made a motion, seconded by Councilman
Walters, to authorize membership renewal in CSO Partnership
Group with Fox River Water Reclamation District and the City of
Elgin each paying 50 percent of the dues. Yeas: Councilmembers
Fox, Gilliam, Popple, Schock, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
Adjournment
Councilman Gilliam made a motion, seconded by Councilwoman
Yearman, to adjourn the meeting and go into the regular Council
meeting. Yeas : Councilmembers Fox, Gilliam, Popple, Schock,

Meeting recessed at 7 :58 p.m.
Meeting resumed at 9 :22 p.m.
Discussion of Proposed Ordinance Prohibitinq Expansion of
Leqal Gaming Such as Off Track Bettinq, Video Poker, and Other
Gamblinq Unless Approved by Referendum

A discussion was held concerning the aforementioned issue. No
action was taken.
Street Curb Requirements of the Subdivision Ordinance
Councilman Walters made a motion, seconded by Councilman Schock,
to amend the subdivision ordinance to require barrier curbs for
all streets. Yeas: Councilmembers Fox, Gilliam, Popple,
Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays: None.
Proposed Rebudqetinq of Communitv Development Block Grant
Funds
Councilman Schock made a motion, seconded by Councilwoman
Popple, to approve the recommendation that the Illinois Avenue
Street Reconstruction project be funded with available CDBG
funds and use the previously committed bond funds for this
project for part of the required local match for the ISTEP grant
for the Historic District Lighting Project. Yeas :
Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.

Acceptance of Watermain and Sanitary Sewer Improvements
Associated with Hiqhland Sprinqs West Subdivision
Councilwoman Yearman made a motion, seconded by Councilman Fox,
to accept the aforementioned watermain and sanitary sewer
improvements . Yeas : Councilmembers Fox, Gilliam, Popple,
Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
Purchase of a LifePak 10 Defibrillator/Monitor for the Fire,
Department
Councilwoman Yearman made a motion, seconded by Councilman
Walters, to accept the proposal of Physio Control for the
aforementioned equipment. Yeas: Councilmembers Fox, Gilliam,
Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
Clarification of the City's Assistance for the Elqin Heritage,
Festival
Councilman Fox made a motion, seconded by Councilwoman Popple,
to go back to the policy used last year for this event by giving
the Elgin Area Historical Society assistance in the amount of
$3,000 to cover the cost of in-kind services and the balance in
cash.
Yeas: Councilmembers Fox, Gilliam, Popple, and Schock.
Nays : Councilmembers Walters, Yearman, and Mayor VanDeVoorde.
Performance Aqreements for the Fine Arts Festival,
Councilwoman Popple made a motion, seconded by Councilman
Walters, to approve the aforementioned contracts. Yeas:
Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
Easement Aqreements with Commonwealth Edison for the Shales,
Parkway Riqht-of-way
Councilman Gilliam made a motion, seconded by Councilman
Walters, to approve the aforementioned agreements. Yeas:
Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
Authorization of a Recapture Agreement for Biq Timber Ventures,
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to approve the aforementioned agreement. Yeas:
Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.

Miscellaneous
Public Works Director Kristiansen gave a status report on
various projects including the sewer line to Safety Kleen,
easement from P&K Products, and the chronology of events
involving the law suit between Illinois EPA and Szabo
Construction.
Adjournment
Councilwoman Yearman made a motion, seconded by Councilman
Fox, to go into executive session for the purpose of discussing
land acquisition, litigation, and appointments to boards and
commissions . Yeas: Councilmembers Fox, Gilliam, Popple,
Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
Whereupon, at 10 : 05 p.m. , the corporate authorities convened in
executive session for the purpose of discussing the above-stated
matters . At 10:30 p.m. , the corporate authorities returned to
open session. No further business was transacted.
Councilman Schock made a motion, seconded by Councilwoman
Popple, to adjourn the meeting. Yeas: Councilmembers Fox,
Gilliam, Popple, Schock, Walters, Yearman, and Mayor
VanDeVoorde. Nays: None.
