HomeMy WebLinkAboutJanuary 27, 1993 COW ,v COMMITTEE OF THE WHOLE MEETING JANUARY 27, 1993 The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 : 30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Moylari, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman Gilliam. Approval of Minutes - January 13, 1993. Councilman Walters made a motion, seconded by Councilman Fox, to approve the minutes of the January 13, 1993, Committee of the Whole meeting. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Request from Elqin Hiqh School Parents Association for painting water tower school colors Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to approve the aforementioned request to paint the Shales water tower white with maroon logo. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Authorization of a lease for 535 Teal Avenue A resolution will be presented at tonight's Council meeting for adoption by the City Council. Extension of collection and disposal of refuse and curbside recyclinq collection contract with Elqin-Wayne Disposal (Waste Manaqement-West), Councilman Fox made a motion, seconded by Councilman Walters, to approve the proposed two-year negotiated contract extension with Waste Management-West and to have staff bring back for discussion and consideration the proposal of Waste Management-West for an additional three-year extension to the contract. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Status report reqardinq Tyler Creek sanitary sewer Public Works Director Kristiansen updated the Council on the most recent difficulties involving the aforementioned project. Acceptance of all public surface improvements in Units 1 and 2 of Randall Ridqe subdivision Councilman Walters made a motion, seconded by Councilwoman Popple, to accept the aforementioned public improvements . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting January 27, 1993 Page 2 Acceptance of Parks and Recreation Department Bank Card Merchant Agreement Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to approve the proposed agreement, with the direction that staff review bank card fees and services provided by other financial institutions . Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Memorandum regarding proposed amendments to Elgin Municipal Code 2.30 - Residential Rehabilitation Grant Program Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to approve the proposed conceptual changes to the rebate program. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Memorandum regarding zoning ordinance provisions for nonconforming use abandonment Planning Director Dahlstrom reviewed with the Council a change made by the new zoning ordinance with reference to reestablishment of nonconforming use. A nonconforming use can not be reestablished subsequent to the cessation of the use for 180 consecutive days, regardless of an intent to reestablish, such use. Mr. Dahlstrom also suggested that the Council consider conditions under which delays would be allowable, such as probate and insurance claims. The Council requested that such a proposal be brought back for consideration. Recommendation from Traffic Committee: Stop signs on Elma Street at Blackhawk Drive Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to approve the aforementioned recommendation of the Traffic Committee. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Recommendation from Traffic Committee: Parking restriction on Poplar Creek Drive from Rosewood Court to Bode Road Councilwoman Yearman made a motion, seconded by Councilman Walters, to approve the aforementioned recommendation of the Traffic Committee. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Approval of Lord's Park Pavilion maintenance fees Councilwoman Popple made a motion, seconded by Councilman Walters, to approve the proposed fees for Lord's Park Pavilion. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting January 27, 1993 Page 3 Preparation of IDOT grant application for Lighting in Elgin Historic District Councilman Fox made a motion, seconded by Councilman Walters, to proceed with preparation of the aforementioned grant application. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. I Adjournment Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to adjourn the meeting and go into the regular Council meeting. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Meeting recessed at 7 :55 p.m. Meeting resumed at 9 :45 p.m. Discussion of Police Department Strategic Plan Police Chief Gruber highlighted the aforementioned plan, which had previously been distributed to the Council. He emphasized that the department will be making the transition from being an incident-driven (reactive) police department to being a problem-solving (proactive) community-based organization. Adjournment Councilwoman Moylan made a motion, seconded by Councilman Fox, to adjourn the meeting and to go into executive session for the purpose of discussing property acquisition, litigation, and personnel appointment, employment or dismissal. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Whereupon, at 10:20 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters . At 11 : 30 p.m. , the corporate authorities returned to open session. No further business was transacted. Councilwoman Moylan made a motion, seconded by Councilman Fox, to adjourn the meeting.
