HomeMy WebLinkAboutDecember 8, 1993 COW a, COMMITTEE OF THE WHOLE MEETING DECEMBER 8, 1993 The special Committee of the Whole/Budget meeting was called to order by Mayor VanDeVoorde at 4 : 35 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam (arrived at 4 : 37 p.m. ) , Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Absent: None. Continued Discussion Reqardinq 1994 City of Elqin Budqet Dial-a-Ride Proqram Mayor VanDeVoorde was contacted by PACE Boardmember Verbic regarding whether the City is willing to participate in funding the local Dial-A-Ride program. The City' s share would be $62,640. Dr. Verbic stated that every community which has bus service contributes to the Dial-A-Ride program. The staff was directed to contact RTA to determine whether they are going to take over budgeting for PACE and whether all communities, in fact, do contribute to this program. New Permit Fee Schedule Council was advised that the new fee for "call-back" inspections, which had been approved at the November 20, 1993, special meeting, will be included in the ordinance for increase of building permit fees . They were also advised that the net cost of adding a full-time historic preservationist and a full-time plan examiner and eliminating a part-time position would be approximately $60,000 . Councilman Fox made a motion, seconded by Councilman Schock, to approve two additional full-time positions for the Department of Code Administration--plan examiner and historic preservationist. Yeas : Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Municipal Real Estate Transfer Tax The Council was advised that the projected revenue to the city based on $3 per thousand real estate transfer tax would be approximately $300,000 annually. The staff cost to administer the position is estimated at $40,000 . Councilman Gilliam made a motion, seconded by Councilman Fox, to approve the enactment of a real estate transfer tax in the amount of $3 per thousand of the sales price. Yeas : Councilmembers Fox, Gilliam, Popple, Schock, Yearman, and Mayor VanDeVoorde. Nays: Councilman Walters. Committee of the Whole Meeting Page 2 Councilwoman Popple made a motion, seconded by Councilman Schock, to approve an additional position to the Finance Department to administer the transfer tax program. Yeas: Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. The Council emphasized the importance of timely responses in issuing real estate transfer tax stamps. Real Estate Property Tax Rate Councilman Fox made a motion, seconded by Councilman Gilliam, to bring the real estate property tax rate back to $1 .92 . Yeas : Gilliam, Popple, Schock Councilmembers Fox, G , pp , , Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Costs of Elqin Police Department Details Interim City Manager Malm advised the Council that the rates currently being charged for police department details do not cover the City' s actual cost for providing these police details . Councilwoman Yearman made a motion, seconded by Councilman Walters, to approve the recommendation to increase the police detail fees to $27 .50 per hour for governmental units and $35 . 00 per hour for private sector clients and to eliminate the $250 annual deductible to organizations for police services at special events . Yeas : Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Utility Tax and Home Rule Sales Tax The Council will consider each of these taxes in the process of establishing a financial plan in the next two to three months . 1994 Capital Proqram Interim City Manager Malm advised the Council that the City will either have to do a very, very small capital program in 1994 or use police facility bond proceeds to fund projects . He stated that using the police facility bond proceeds will not delay progress on the police facility. He suggested that either riverboat proceeds or a future bond sale could be used to fund construction of the police facility. The Council reviewed the recommendations from the staff regarding potential 1994 capital projects to be funded from existing bond proceeds . The advantages and disadvantages of using part of the $11 million bond proceeds designated for the new police facility were discussed. Councilwoman Popple stated that she does not believe Committee of the Whole Meeting Page 3 the police building will be built if proceeds are used now for other projects . After reviewing each of the projects proposed for 1994 and for the future, the Council eliminated several land acquisition projects from the proposed 1994 capital program and added in streets improvements for Gertrude/Adams, Oakley/Lawrence, and Riverbluff/Prospect. These projects total $8,328,600 which would leave approximately $6,448,400 remaining of the police facility bond proceeds. Councilman Gilliam made a motion, seconded by Councilman Walters, to approve the 1994 capital budget as revised, with the understanding that if the City does not receive the State of Illinois grant for the soccer complex, the $800,000, which is in the capital budget to cover the City' s share of the cost of the soccer complex, will be added to the remaining bonds for the police facility. Yeas: Councilmembers Fox, Gilliam, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays : Councilwoman Popple. At 6 : 30 p.m. Mayor VanDeVoorde left the room temporarily. Sewer and Water Capital Budqets Councilman Schock made a motion, seconded by Councilwoman Popple, to approve the proposed 1994 sewer and water capital budgets . Yeas : Councilmembers Fox, Gilliam, Popple, Schock, Walters, and Yearman. Nays: None. Adjournment Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to adjourn the meeting.
