COMMITTEE OF THE WHOLE/BUDGET MEETING
DECEMBER 6, 1993
The special Committee of the Whole/Budget meeting was called to
order by Mayor VanDeVoorde at 4 :40 p.m. in the Council
Conference Room. Present: Councilmembers Fox, Popple, Schock,
Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman
Gilliam.
Continued Discussion of 1994 City of Elqin Budqet
Interim Manager Malm reviewed the objectives of the Budget
Project Team regarding the 1994 budget, various possible sources
of additional revenues, and the summary of reductions made to
date to the 1994 base budget submitted by the departments . No
additional budget reductions were proposed by Councilmembers .
Finance Director Nowicki reviewed the necessity for interim
borrowing for cash-flow purposes and to cover the anticipated
budget deficit.
Board and Commission Requests
The Council reviewed the funding levels for boards and
commissions as proposed by the staff. Changes were made by the
Council as follows :
Sister Cities of Elqin - Councilwoman Popple made a motion,
seconded by Councilman Schock, to budget the sum of $2,500 for
Sister Cities of Elgin. Yeas : Councilmembers Fox, Popple,
Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
Elqin Proud and Beautiful - Councilwoman Popple made a motion,
seconded by Councilwoman Yearman, to budget the sum of $2,000
for Elgin Proud and Beautiful . Yeas : Councilmembers Popple and
Yearman. Nays : Councilmembers Fox, Schock, Walters, and Mayor
VanDeVoorde. Motion failed.
Councilman Schock made a motion, seconded by Councilman Walters,
to budget the sum of $5,620 for Elgin Proud and Beautiful .
Yeas : Councilmembers Fox, Popple, Schock, Walters, Yearman, and
Mayor VanDeVoorde. Nays : None.
Elqin Heritaqe Commission - Councilman Schock made a motion,
seconded by Councilman Walters, to budget the sum of $17,400 for
the Elgin Heritage Commission. Yeas : Councilmembers Fox,
Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.

Youth in Action/Larsen Middle School - Councilman Walters made a
motion, seconded by Councilwoman Popple, to budget the sum of
$2,500 for Youth in Action. Yeas : Councilmembers Fox, Popple,
Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
Boards/Commissions Budqet for 1994
Councilwoman Popple made a motion, seconded by Councilman
Schock, to approve the 1994 budget for Boards and Commissions as
follows :
Elgin Public Museum $ 87,000
Convention/Visitors Bureau 85,725
Economic Development Committee 83,525
Sister Cities of Elgin 2,500
Elgin Proud and Beautiful 5,620
Heritage Commission 17,400
Miss Illinois Scholarship 10,000
Cultural Arts Commission 60,000
Image Advisory Commission 4,800
Center City Development Corp. 30,000
Neighborhood Housing Services 25,300
Youth in Action/Larsen Middle School 2,500
Total $414,370
Water and Sewer Rate Increases
Interim Manager Malm pointed out that if the proposed increases
are approved, Elgin' s combined sewer and water rate would still
be the lowest in comparison to seven neighboring cities .
Councilwoman Popple made a motion, seconded by Councilman
Walters, to approve the water and sewer rates as reflected in
the proposed ordinance (Water rate increased to $3 .21 per
thousand gallons, with a corresponding increase in the
availability charge, and sewer rate increase to $ .62 per
thousand gallons . ) Yeas : Councilmembers Fox, Popple, Schock,
Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
The staff also recommends that these rates be reviewed annually.
Buildinq Permit Fee Increases
Department of Code Administrator Director Webb informed the
Council that the fees being charged for building permits have
not been increase for a number of years and do not cover the
cost of administration.
Councilwoman Popple made a motion, seconded by Councilman
Walters, to approve the proposed building permit fees . Yeas :
Councilmembers Fox, Popple, Schock, Walters, and Mayor
VanDeVoorde. Nays: Councilwoman Yearman.

It was noted that some of the estimated revenues from the
increase may need to be used to add a full-time plan examiner
and full-time preservation specialist. The Council also stated
that it believes that the standards of service must be improved.
Real Estate Transfer Tax
The Council reviewed the survey concerning municipalities which
currently have a real estate transfer tax and discussed the
advantages and disadvantages of such a tax. They requested
additional information concerning staffing requirements to
administer the proposed tax program.
Adjournment
Councilman Schock made a motion, seconded by Councilwoman
Popple, to adjourn the meeting and go into executive session to
discuss personnel appointment, employment, and dismissal .
Yeas : Councilmembers Popple, Schock, Walters, Yearman, and
Mayor VanDeVoorde. Nays : Councilman Fox.
Whereupon, at 6 :23 p.m. , the corporate authorities convened in
executive session for the purpose of discussing the above-stated
matters . At 6 :28 p.m. , the corporate authorities returned to
open session. No further business was transacted.
Councilman Schock made a motion, seconded by Councilwoman
Popple, to adjourn the meeting. Yeas: Councilmembers Fox,
Popple, Schock, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
