HomeMy WebLinkAboutAugust 11, 1993 COW COMMITTEE OF THE WHOLE MEETING AUGUST 11, 1993 The rescheduled regular Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 5: 14 p.m. in the South Tower First Floor Conference Room. Present: Councilmembers Fox, Gilliam (arrived at 5: 17 p.m. ) , Popple, Yearman, and Mayor VanDeVoorde. Absent: Councilmen Schock and Walters. Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to go into executive session for the purpose of discussing appointments to boards/commission and personnel appointment, employment, or dismissal. Yeas : Councilmembers Fox, Popple, Yearman, and Mayor VanDeVoorde. Nays : None. Whereupon, at 5 : 15 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters. At 6 :OO p.-m- , the corporate authorities returned to open session and met with members of the Parks and Recreation Board in the Council Conference Room. At 6 : 35 p.m. the Committee of the Whole meeting was again called to order in the Council Conference Room. Decision on Police Cadet Program This item was removed from the agenda. Review of Multifamily Refuse Collection Fees A discussion was held concerning the fact that owners of townhomes and condominiums pay the same rate of real estate taxes as owners of single family homes and yet garbage pickup service is not included for multifamily dwellings . Don Rage, manager for a number of townhome and condominium complexes, stated that he believes a precedent has been set in that the city is collecting the garbage in some multifamily developments, including College Green. Representatives from a number of homeowner associations were present and addressed the Council concerning this issue. They feel it is unfair that they are paying the taxes but are not getting garbage service from the City. They are simply asking to be treated fairly. The Council was also asked to look at the issue of whether garbage collection should be expanded to include apartment buildings . The Council directed that the staff prepare a report to include the following: What changes would have to be made in the existing ordinance to be more fair to owners of townhomes and Committee of the Whole Meeting August 11, 1993 Page 2 condominiums; an explanation of how property permanent index numbers can be used to identify the property owners; the question of how public versus private streets impact the current ordinance; and a survey of how other area communities handle gargabe collection for multifamily dwellings . Mayor VanDeVoorde stated that this matter will be placed on the September 8, 1993, Committee of the Whole meeting agenda. Report on Sherman Hospital Parkinq Plan John Meister of Sherman Hospital advised the Council that they are still working with the Traffic Committee regarding their recent plan amendments, and they are still trying to work out a parking plan for their emergency room patients . Memorandum Reqardinq Amendment to 911 Board Contract with, Vegemast Enqineerinq, Inc. Said memorandum was for th ion and no action e . ouncil s information,C was required. Amendment No. 1 to the Aqreement with Civil Design Group for Fox Bluff Corporate Center Construction Enqineerinq and, Inspection Councilwoman Popple made a motion, seconded by Councilman Gilliam, to approve the aforementioned amendment. Yeas : Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays: None. Report on Police and Fire Pension Actuarial Study Councilman Gilliam made a motion, seconded by Councilman Fox, to place the aforementioned reports on file. Yeas: Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays : None. Slade Avenue Pump Station Emergency Sewer Service Line Replacement Councilman Fox made a motion, seconded by Councilman Gilliam, to approve the payment to Illinois Hydraulic Construction Company in the amount of $9,900 for the relocation of the sewer lateral at the Slade Avenue Plant. Yeas: Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of Limitation on the Number of Dogs Allowed Per Unit in Multiple-Family Dwellinqs Councilwoman Yearman made a motion, seconded by Councilman Gilliam, to amend the ordinance to increase the allowable number of dogs per unit in multiple-family dwellings from one to two. Adjourn Councilwoman Popple made a motion, seconded by Councilman Fox, to adjourn the meeting and go into the regular Council meeting. Yeas : Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays: None. Meeting recessed at 7 :29 p.m. Meeting resumed at 8 :27 p.m. Recommendation of Traffic Committee Concerninq Stop Signs on Jefferson Avenue from Waverly Drive to Shady Oaks Drive and Recommendation of Traffic Committee Concerninq No Parking on Both Sides of ,Jefferson Avenue from Waverly Drive to Shady Oaks Drive Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to approve the two aforementioned Traffic Committee recommendations . Yeas: Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of a Request from the Illinois Railway Museum for Donation of a Historic Metal Shed Attached to the Commonwealth Edison Buildinq at 190 South Grove Avenue Councilwoman Popple made a motion, seconded by Councilman Gilliam, to approve the aforementioned request. Yeas : Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays : None. Authorization of Chanqe Order No. 1 for North McLean Boulevard Improvements Councilman Fox made a motion, seconded by Councilwoman Popple, to approve the aforementioned change order. Yeas : Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays: None. Continued Discussion Reqardinq Request to Install Screeninq Fence Within the Riqht-of-way Alonq South McLean Boulevard Adjoininq Pine Meadows and Jefferson Avenue Adjoininq Waverly Commons After review and reconsideration, staff recommended that approval be given for installing a fence within the public right-of-way along South McLean Boulevard for the Pine Meadows development. Committee of the Whole Meeting August 11, 1993 Page 4 Councilman Fox made a motion, seconded by Councilwoman Yearman, to approve the aforementioned recommendation for installation of a fence. Yeas : Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays: None. The staff believes that additional landscaping would be a more appropriate and aesthetic solution than installation of a fence along Jefferson Avenue for the Waverly Commons development. It was also noted that Hamilton Partners is required to plant trees along the north side of Jefferson during the appropriate planting season. It was the consensus of the Council that no action be taken at this time regarding the request for a fence at this location and that additional information be submitted to the Council after Hamilton Partners plants the required trees. Discussion Reqardinq Tyler Creek Culvert at Garden Crescent Drive A discussion was held concerning the condition of the aforementioned culvert. Public Works Director Kristiansen stated that water is flowing in this culvert, and he explained .in, detail the complications and problems involved with this particular culvert, which is in three sections. The Council directed that the silt in the culvert be measured, that an expert be engaged to examine the culvert sections to make a determination whether they need to be cleaned, and that a report be made to the Council . Adjournment Councilman Gilliam made a motion, seconded by Councilwoman Yearman, to adjourn the meeting and go into executive sessions for the purpose of discussing land acquisition, litigation, and personnel appointment, employment, and dismissal . Yeas : Councilmembers Fox, Gilliam, Popple, Yearman, and Mayor VanDeVoorde. Nays : None. Whereupon, at 9 :37 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters. At 11 :25 p.m. , the corporate authorities returned to open session. No further business was transacted. Councilman Gilliam made a motion, seconded by Councilman Fox, to adjourn the meeting.
