HomeMy WebLinkAboutSeptember 23, 1992 COW COMMITTEE OF THE WHOLE MEETING SEPTEMBER 23, 1992 Meetinq with E-911 Board At 5 : 30 p.m. the Council met with members of the E-911 Board. The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 : 30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Approval of Minutes - September 91 1992 Councilwoman Popple made a motion, seconded by Councilman Fox, to approve the minutes of the September 9, 1992, meeting. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Request for contribution for Tito Puente Concert In observance of Hispanic Heritage Month, a Tito Puente concert will be held at the Elgin High School on September 30 . The Puerto Rican Civic Organization asked the City to contribute the sum of $1,000 to help defray the costs of the concert. They were advised that requests for funding for art groups are to be considered by the Cultural Arts Commission, which then makes recommendations to the City Council . Councilman Gilliam made a motion, seconded by Councilwoman Yearman, to approve the request for a contribution of $1,000, subject to the recommendation of the Cultural Arts Commission. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Report on estimated off-street parking needs for State Street, qateway area. Planning Director Dahlstrom reported that there are approximately 40 on-street parking spaces in the Gateway Area. Existing land uses require approximately 350 parking spaces . City Manager Rice commented that parking issues in that area were also discussed at his recent meeting with Metro representatives . Presentation by Poplar Creek Valley Concerned Citizens reqardinq the Fox Valley Expressway Representatives of the aforementioned group requested that the Council adopt a resolution opposing the Fox Valley Freeway as presently planned. Mayor VanDeVoorde asked that the Council be Committee of the Whole Meeting September 23, 1992 Page 2 given an opportunity to review the material distributed at this meeting. Consideration of the resolution proposed by Poplar Creek Valley Concerned Citizens will be placed on the agenda for the October 14, 1992, meeting. Elgin Police Department Statistical Report for 1991 The Council received the aforementioned report. Collection and disposal of white qoods Assistant Public Works Director Miller briefly reviewed the memorandum which advises that Appliance Pickup Service backed out of its prior agreement to pick up white goods disposed by residents. The Council was requested to reaffirm their prior approval for Elgin Wayne Recycling and Waste Services to implement the $25 fee for collection of certain white goods banned from landfills . The Council requested that they be furnished with estimates of how many pickups for white goods are anticipated. This matter will be considered at the October 14, 1992, meeting. Chanqe Order No. 1 in the contract with Central Blacktop Co. , Inc . for Fox Bluff Corporate Center - Phase I project Councilman Gilliam made a motion, seconded by Councilwoman Popple, to approve the aforementioned change order. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Staff was directed to determine whether the City has any recourse against the company which performed the soil borings for the subject project. Recapture aqreement with Pulte Homes for the Glens of Colleqe Green Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to approve the aforementioned agreement. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Authorization to allow Warzyn, Inc. to investiqate soil contamination at 229 North Grove Avenue Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to approve the aforementioned authorization. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. f Committee of the Whole Meeting September 23, 1992 Page 3 Consideration of 1991/1993 insurance proqram proposal from Hanchette Insurance A representative from Corporate Policyholders Counsel gave a brief overview of the aforementioned proposal . A bid for the proposed insurance program will be presented at tonight's Council meeting for award by the City Council . Meeting recessed at 7 :50 p.m. Meeting resumed at 8 : 30 p.m. Public discussion reqardinq proposed truck routes, The Council received comments from the public regarding the proposed truck routes . Councilman Gilliam made a motion, seconded by Councilwoman Moylan, directing staff to modify the proposed truck route plan to keep trucks out of neighborhoods and add routes to the industrial area in the northwest part of the City. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. The modified truck routes will be considered at the October 14, 1992, meeting. Adjournment Councilwoman Yearman made a motion, seconded by Councilwoman Popple, to adjourn the meeting. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde.
