MAY 20, 1992
The Public Review Meeting was called to order by Mayor
VanDeVoorde at 7:00 p.m. in the City Council Chambers .
Present: Councilmembers Fox, Gilliam, Moylan, Popple,
Walters, and Mayor VanDeVoorde. Absent: Councilwoman Yearman.
Comprehensive Amendment to the Zoninq Ordinance
The purpose of the public review meetin g is to invite the
residents of Elgin to have direct input to the City Council
prior to its consideration of the proposed zoning ordinance.
The following individuals appeared before the council:
Dennis Dahlstrom of 171 Brookside Drive favored limiting the
storage and parking of recreational vehicles to rear and side
yards only. Mr. Dahlstrom presented six photographs to be
made a part of the permanent record.
Phyllis Helm Krueger of 432 Summit Street objected to the
commercial zoning along Summit Street.
Alan Bingham of 432 Summit Street objected to the B-1 zoning
along Summit Street.
Bob Bingham of 970 Hiawatha Drive objected to parking
restrictions on recreational vehicles.
Jennifer Van Duyn advocated the return of multifamily home
conversions to single family homes.
Pat Miller of 155 South Gifford Street favored a restrictions
in density and objected to conversions of single family
dwellings to multifamily dwellings and the R-3 and R-4 zoning
of the center city area.
David Akemann representing Del and Mary Hulke, owners of
property located at 1219 Larkin Avenue, requested that their
property not be rezoned from B-3 to R-2.
Don Riggin of 531 North Lyle Avenue opposed additional
restrictions on property, particularly the parking of
recreational vehicles.
Richard W. Keller of 842 Sioux Drive protested the prohibition
of parking of recreational vehicles .

Robert W. Shoenthal opposed restrictions on parking of
recreational vehicles . He will provide the council with
copies of ordinances regarding recreational vehicles from
Albuquerque and Vallejo.
C.A. Treadwell of South Street opposed restrictions on parking
of recreational vehicles.
Robert L. Baird of 905 Ruth Drive, speaking for the Eagle
Heights Homeowners Association, objected to the clustering of
multifamily complexes, endorsed the reconversion of
multifamily dwellings to single family dwellings upon their
sale, and advocated the review of the zoning of new
subdivisions after 10 years if they have not yet been fully
developed.
Arthur D. Schmidt hoped the council listens to the information
being presented to them regarding recreational vehicle parking.
David Ziegler of Ace Hardware expressed concern over the
center city area designation as a planned unit development.
Lucille Watermann of 682 Dickie spoke regarding utility
trailers used by the Boy Scouts being parked on private
property and are unable to be moved to rear yards .
Paul Bednar of 16 Rugby Street speaking on behalf of the
Gifford Park Association supported the conservation district,
limiting conversion of single family units to multifamily, .the
prohibition of front yard parking and keeping the residential
character of the historic district intact.
Deborah Allan of 400 E. Chicago Street requested additional
time to review the proposed zoning ordinance.
Diane Ramsay of the Convention and Visitors Bureau addressed
the bed and breakfast restrictions contained in the proposed
zoning ordinance.
Kris Haller opposed restrictions on parking of recreational
vehicles .
Walter Voss of 1014 Bruce Drive requested that 25 Hawthorne be
rezoned from R-2 to light manufacturing.
Dick Rayner of 160 Kathleen Drive opposed restrictions on
parking of recreational vehicles.
Dr. Rashied Shedbalkar requested that his ' property at
1175 Summit Street be zoned business/residential.
Larry McMurray of 514 N. Spring Street advocated the
protection of old neighborhoods and a preservation of their
history.

Alan Rosenzweig, contract purchaser of property between
Channing and Gifford in the historic district, opposed
subdivising of existing single family residences, requested
consideration of elimination of multifamily conversions at
time of sale and the removal of R-4 from the historic area,
but permit single family attached homes.
John Roberson of 261 Villa Street regarding historic
structures in neighborhoods, new construction in older
neighborhoods, the conservation of architecture in
neighborhood gateway routes, and an interim plan which would
allow only more restrictive zoning classification changes,
prohibit granting of special uses, prohibit increases in
non-conforming uses, prohibit new construction without
Heritage Commission approval and that building expansion
require a certificate of appropriateness, and amortize
buildings back to their initial use.
Cliff Schory 516 Thorndale Drive asked the council to listen
to the recreational vehicle owners.
George Doscher of 220 S. State Street proposed an extension of
the preservation ordinance and zoning of South State Street,
across from Central Park, as a planned residence conservation
district.
Kris Smith of 620 Center Street addressed the landscaping
provisions of the zoning ordinance.
Bob Bingham of 970 Hiawatha Drive thanked the Planning
Committee for their willingness to consider an alternative to
the antenna height ordinance.
A transcript of these proceedings is on file in the office of
the Elgin City Clerk.
Adjournment
Councilwoman Popple made a motion, seconded by Councilwoman
Moylan, to adjourn the public review meeting. Yeas :
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and
Mayor VanDeVoorde. Nays: None.
Meeting adjourned at 9 :40 p.m.
