HomeMy WebLinkAboutMay 13, 1992 COW COMMITTEE OF THE WHOLE MEETING MAY 13, 1992 Meeting with the Elgin Heritage Commission At 5 : 30 p.m. the City Council met with members of the Elgin Heritage Commission. The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 : 30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Approval of Minutes - April 22, 1992 Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to approve the minutes of the April 22, 1992, Committee of the Whole meeting. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Review of proposals for liquor concession at Hemmens Auditorium A proposal for the liquor concession at Hemmens will be awarded by the City Council at tonight' s Council meeting. Agreement with Habitat for Humanity for the sale of property at 405 North Gifford Street Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to authorize the aforesaid agreement. A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Discussion of Elgin Academy issues by Selden Edwards Selden Edwards, Headmaster of Elgin Academy, addressed the Council to thank the City and Police Department for the extraordinary assistance rendered to Elgin Academy during the recent random shooting which resulted in the death of employee Earl Harris . He also publicly thanked Chief Gruber for all his help and support to the Academy and praised Resident Officer Brian Gorcowski and the many benefits of the Resident Officer Program of Elgin (ROPE) . Connection of Spartan and Renner Drives throuqh ECC Councilman Gilliam made a motion, seconded by Councilwoman Popple, to approve the recommendation to participate in the extension of Spartan Drive to Renner Drive up to $200,000 and for preparation of a suitable agreement, including provision for credit against use of college facilities . Yeas : Councilmembers Fox, Gilliam, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Abstain: Councilwoman Moylan. Committee of the Whole Meeting May 13, 1992 Page 2 Selection of the design for the 1993 Citv vehicle sticker Councilman Fox made a motion, seconded by Councilman Gilliam, to use the new city slogan, "Elgin, The City to Watch, " with an appropriate design on the 1993 City vehicle sticker. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Chanqe Order No. 3 for the Lord's Park Pavilion Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to authorize the aforementioned change order. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Request from the Center City Development Corporation for funds Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to contribute the sum of $8,000 to the Center City Development Corporation for various Center City projects, including appraisals, surveys, and architectural reviews . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Because of the number of people in attendance for the next item, the meeting reconvened in the Council Chambers . Report on Cobbler' s Crossinq wetlands, A number of Cobbler' s Crossing residents were in attendance and addressed the Council regarding their extreme dissatisfaction with the subdivision' s wetland mitigation efforts and results . Larry Johannesen, Senior Vice President and managing partner of the developer, Kimball Hill, responded by stating that revegation is a multi-year process . Kimball Hill is sending a newsletter to Cobbler' s Crossing residents and has scheduled a general informational meeting with the residents for June 1 in an attempt to educate the residents of what a wetland really is and what the end result is supposed to be. Although the planting was started approximately one year later than what Kimball Hill had planned, Mr. Johannesen does not believe there is a problem with the wetland project itself. Mayor VanDeVoorde suggested that a meeting be scheduled prior to the June 1 informational meeting between representatives of Kimball Hill, the City's Planning and Engineering Departments, and Cobbler' s Crossing residents in an effort to work out a satisfactory solution. Committee of the Whole Meeting May 13, 1992 Page 3 Adjournment Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to adjourn the meeting and go into the regular Council meeting. Meeting recessed at 8 : 02 p.m. Meeting reconvened in the Council Conference Room at 9 :00 p.m. Employee Assistance Proqram Councilman Gilliam made a motion, seconded by Councilwoman Popple, to authorize renewal of the proposed contract for the aforementioned program. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Recommendation from the Traffic Committee for parkinq restriction on Van Street Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to approve the aforementioned Traffic Committee recommendation. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays: None. Recommendation from the Traffic Committee for stop signs on Braeburn Drive Councilwoman Moylan made a motion, seconded by Councilman Gilliam, to approve the aforementioned Traffic Committee recommendation. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Contracts for entertainment at the Fine Arts Festival Councilman Fox made a motion, seconded by Councilman Walters, to approve the aforementioned contracts totaling $19,014 . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Proposed amendments to Elqin Municipal Code Title 17 - Development Impact Fees Councilwoman Moylan made a motion, seconded by Councilman Walters, directing the staff to prepare a proposed ordinance incorporating the two issues set forth in the memorandum dated May 4 , 1992, amending EMC Title 17 regarding development impact fees . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. I Committee of the Whole Meeting May 13, 1992 Page 4 Replacement of Water Department's lime residue transfer pump, Councilman Fox made a motion, seconded by Councilwoman Popple, to authorize purchase of the aforementioned pump. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Capital proiects for youth sports orqanizations Councilman Gilliam made a motion, seconded by Councilman Fox, to allocate a maximum of $10,000 for improvements for each of the following youth sports organizations : Classic Little League, Continental Little League, National Little League, American Little League, Elgin Teener League, and Pee Wee Football . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays: None. Acce tance of water main easements for Northwest Corridor Phase I water main Councilwoman Popple made a motion, seconded by Councilman Gilliam, to approve acceptance of the aforementioned water main easement. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Discussion of an increase in sewer rates Councilwoman Popple made a motion, seconded by Councilman Gilliam, to approve the proposed increase in sewer rates . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Authorization for 1992 bond issue After a lengthy discussion, Councilman Fox made a motion, seconded by Councilwoman Popple, as follows : to hold a special City Council meeting on May 20, 1992, at 5 p.m. for the purpose of continuing the discussion and making a final decision regarding the amount of the 1992 bond issue; and authorizing the staff and consultants to begin the bond issue process and write the prospectus . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. I Authorization for approval of four fence installations on public riqhts-of-way Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to approve the recommendation to approve the aforementioned fence installations and directing staff to prepare a resolution authorizing execution of future agreements by the Mayor and City Clerk upon receipt of a favorable recommendation from the City Engineer. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Authorization for a construction aqreement with Ni-Gas Councilman Gilliam made a motion, seconded by Councilman Fox, to approve the recommendation to authorize the aforementioned agreement. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, and Walters . Nays : Mayor VanDeVoorde. Authorization for a license aqreement with the Chicaqo and Northwestern Railroad for the Tyler Creek sanitary sewer Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to approve the aforementioned authorization. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Policy for special qarbaqe clean-ups Councilman Gilliam made a motion, seconded by Councilwoman Popple, to approve the recommended policy procedure regarding special garbage clean-ups . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Law Enforcement Appreciation Day at Sprinq Hill Mall Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to approve the Elgin Police Department' s participation in the aforementioned event. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays : None. Miscellaneous Mayor VanDeVoorde received a letter from the Board of Education and Scott Eschelman requesting the City Council ' s support for legislative action affecting the School District and designation of a contact person. By consensus, the City' s Public Information officer, Clay Pearson, was designated as the contact person, and the Mayor requested that the City Manager respond to the aforementioned letter. The Mayor distributed to the Council a copy of a memorandum from Deputy Chief Isom wherein he listed 29 liquor establishments which currently have poker machines . The Mayor requested that Corporation Counsel Jentsch determine whether the City has the authority to bar these machines. Committee of the Whole Meeting May 13, 1992 Page 6 Adjournment Councilman Gilliam made a motion, seconded by Councilwoman Popple, to go into executive session for the purpose of discussing appointments to boards/commissions and litigation. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, and Mayor VanDeVoorde. Nays: None. Whereupon, at 11 : 04 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters . At 11 : 08 p.m. the corporate authorities returned to open session. No further business was transacted. Councilman Gilliam made a motion, seconded by Councilwoman Popple, to adjourn the meeting.
