HomeMy WebLinkAboutMarch 25, 1992 COW w COMMITTEE OF THE WHOLE MEETING MARCH 25, 1992 Meetinq with the Park and Reclamation Task Force The Council met with members of the Park and Reclamation Task Force. The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 :30 p.m. in the Council Chambers. Present: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilmembers Gilliam and Popple. Approval of Minutes - March 11, 1992 Councilman Walters made a motion, seconded by Councilman Fox, to approve the March 11, 1992, Committee of the Whole Minutes. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Authorization to execute a permit with the Illinois State Toll Hiqhwav Authoritv for water main crossinq A resolution will be presented at tonight 's Council meeting for adoption by the City Council. Report on the Police Department firearms acquisition In recent months, allegations have been made regarding deficiencies in the Smith and Wesson handguns ordered for the Police Department. In response to these allegations, the Police Department conducted additional field testing, gathered information from other law enforcement agencies, and extensively reviewed its prior recommendation for the Smith and Wesson handguns . The Police Department made a presentation at this meeting regarding its findings . It is the recommendation of the Police Department and concurred by City Manager Rice that the City not reverse its decision to purchase the Smith and Wesson handguns. Lance Lagoni, P. O. Box 811, Elgin, responded by stating that he continues to oppose the selection of this weapon. He further stated that there was one final thing he wanted to mention. In the process of examining certain documents regarding the bid received from and purchase order with the Ray O'Herron Company, from whom the handguns were ordered, he noticed that the Ray O'Herron Company had filed a statement with the City stating that they have 29 employees, and they signed a written commitment to affirmative action, as required by the Municipal Code. He pointed out that the City is doing $70,000 worth of 4 Committee of the Whole Meeting March 25, 1992 • Page 2 business with a company which does not have even one employee "of color, " even though one out of four people in Danville, where Ray O'Herron is located, is a person "of color. " Councilwoman Yearman requested that the staff prepare a response to the affirmative action issue raised by Mr. Lagoni . Request to submit a qrant application to the Illinois Arts Council Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve preparation and submission of a grant application under the Illinois Arts Council Regranting Program. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Presentation of a proposal for the Hawthorne Hill property Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve preparation of a conceptual plan by Martin Associates for the aforementioned property. Yeas : Councilmembers Moylan and Walters. Nays: Councilmembers Fox, Yearman, and Mayor VanDeVoorde. Motion defeated. Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to go to bid for preparation of a conceptual plan. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Adjournment At 7 :55 p.m. , by consensus of the Council, the Committee of the Whole meeting was adjourned to go into the regular Council meeting. Meeting resumed at 9 :20 p.m. Proposed special meetinq dates for the Comprehensive Amendment to the Zoninq Ordinance Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve the suggested meeting dates for the Comprehensive Amendment to the Zoning Ordinance as follows : May 20, 1992 Special Public Review Meeting June 3, 1992 Special Work Session July 8, 1992 Final Action at a Regular Council Meeting Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting March 25, 1992 Page 3 Proposed amendment to Chapter 9 .55 of the Elgin Municipal Code, "Disposal of Lost and Stolen Property" Councilman Fox made a motion, seconded by Councilman Walters, to approve the aforementioned proposed amendment. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Expiration of a Special Use for a Planned Unit Development, property located at 55 Willard Avenue, by Park Bluff Associates, as applicant and owner (Petition 69-89) For the purpose of placing the matter on the table, Councilwoman Moylan made a motion, seconded by Councilman Fox, to approve petitioner' s request for an extension of the special use. Yeas : Councilmember Fox. Nays: Councilmembers Moylan, Walters, Yearman, and Mayor VanDeVoorde. Motion defeated. A representative of the Lord' s Park Association asked that the association be kept informed of any requests for zoning changes in the Lord' s Park general area. Recommendation from the Traffic Committee for four-way stop siqns at Erie-Weston and Meyer-Weston Councilwoman Yearman made a motion, seconded by Councilman Fox, to approve the Traffic Committee recommendation for the aforementioned stop signs . Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Shales Parkwav reconstruction project Change Order Number 1 Councilman Fox made a motion, seconded by Councilwoman Moylan, to approve the aforementioned change order. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Recommendation from the Traffic Committee for parkinq restrictions on North Melrose Avenue Councilman Walters made a motion, seconded by Councilwoman Yearman, to approve the Traffic Committee recommendation for parking restrictions on North Melrose Avenue. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Lease aqreements for qarden plots Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to authorize the Mayor to enter into lease agreements with residents interested in leasing garden plots. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole Meeting March 25, 1992 Page 4 Sewer roddinq analysis - 1989 throuqh 1991 Councilman Fox made a motion, seconded by Councilman Walters, to approve the recommendation to increase the sewer roddinq fee to $75 per hour. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Hemmens asbestos abatement and reroof projects Councilman Walters made a motion, seconded by Councilman Fox, to approve the recommendation to proceed with contracts for the remainder of the work regarding the aforementioned projects . Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Memorandum transmittinq Planninq Department Annual Report - Fiscal Year 1991 Planning Director Dahlstrom formally submitted the aforementioned report and commented briefly regarding certain highlights . Proposal for 1992 mosquito control program Councilwoman Moylan made a motion, seconded by Councilman Walters, to approve the contract submitted by Clarke Outdoor Spraying Company for the 1992 and 1993 seasons . Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Request to submit a qrant application to the Illinois Arts Council for Artstour fundinq Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve submission of the aforementioned grant application. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Area II special assessment project storm sewer revisions Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve the proposed lift station and force main. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Selection of an Elqin Police Officer to attend 1992 Universal Exposition in Seville, Spain Councilman Fox made a motion, seconded by Councilman Walters, to assign Officer Stevenson Jones to provide security for the Bill of Rights Display at the 1992 Universal Exposition in Seville, Spain, at a reimbursement cost not to exceed $1,500 . 00. Miscellaneous Mayor VanDeVoorde stated that since the resurfacing of Wing Street, the sidewalk on the north side of 826 Wing Street is frequently under water when it rains. He requested that staff investigate the problem and determine what can be done to correct it. A discussion was held concerning the City' s role with reference to removal of political signs placed in the public right-of-way. It was suggested that for future elections the City Clerk send candidates copies of the City' s sign ordinance. Adjournment Councilwoman Moylan made a motion, seconded by Councilman Fox, to go into executive session for the purpose of discussing land acquisition and litigation. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Whereupon, at 10 p.m. , the corporate authorities convened in executive session for the purpose of discussing land acquisition and litigation. At 11:45 p.m. , the corporate authorities returned to open session. No further business was transacted. Councilwoman Moylan made a motion, seconded by Councilman Fox, to adjourn the meeting.
