HomeMy WebLinkAboutJune 10, 1992 COW COMMITTEE OF THE WHOLE MEETING JUNE 10, 1992 Meetinq with Old Main Commission and Elqin Imaqe Advisory Commission At 5 : 30 p.m. the Council met with members of the aforementioned commissions . The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 :30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman Gilliam. I Approval of Minutes - May 20, 1992, and May 27, 1992, Meetinqs Councilwoman Popple made a motion, seconded by Councilman Walters, to approve the minutes of the May 20, 1992, special Public Review meeting and the May 27, 1992, regular Committee of the Whole meeting. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. I Acceptance of Water Main Easements from TCW Realty Advisor and Bartels South for the Northwest Corridor Phase I Water Main, Resolutions will be presented at tonight 's Council meeting for adoption by the City Council . Chanqe Order No. 4 for the Lord' s Park Pavilion A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Illinois Arts Council Artstour qrant application A resolution will be presented at tonight's Council meeting for adoption by the City Council. Liquor Ordinance Amendment regardinq expansion of Class G liquor license An ordinance will be presented at tonight's Council meeting for passage by the City Council . Amendment to property/evidence computer system RFP results This matter is on tonight' s Council meeting agenda for award of a contract. Committee of the Whole Meeting June 10, 1992 Page 2 Special summer recreational proqram Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to approve the request for a special summer recreation program as presented by Judge Wiley Edmundson, Chairman of the "Youth At Risk" Summer Recreation Program Committee, (costs estimated to be up to $22,000) and to draw against the asset forfeiture funds as they become available. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Fire Station #5 Museum Bridget Trimble, representative for Fire Station #5 Museum Board, gave the Council a status report on the Board' s goal to open the former fire barn as a museum displaying memorabilia relating to the Elgin Fire Department. The Board is requesting that the City enter into a lease with the Board wherein the City would maintain ownership and insure the building and the City's portion of the collection, would maintain the grounds , and exterior of the building, would pay utilities, and would install any required additional parking and remove the current nonconforming accessory structure. The Museum Board would raise the funds for all restoration and operating costs . Councilman Fox made a motion, seconded by Councilwoman Yearman, to direct the staff to negotiate a lease and agreement relating to the other details for the Fire Barn #5 Museum. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Amendment of Elqin Municipal Code Chapters 2 .60 and 2 . 64 Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve the recommendation to pass the aforementioned amendments. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Recommendation from the Traffic Committee for a proposed parkinq restriction on Jackson Street ' Councilwoman Moylan made a motion, seconded by Councilman Fox, to approve the aforementioned recommendation. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Parkinq for the Elqin Fine Arts Festival Councilwoman Yearman made a motion, seconded by Councilman Walters, to approve the recommendation that no fee be charged at attended lots on Saturday, August 29, 1992 . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole Meeting June 10, 1992 Page 3 Authorization to execute a contract with Mittelhauser Cor oration for hazardous waste removal and disposal Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to authorize execution of the aforementioned contract, to approve the City advancing the funds, and to recoup the costs from whichever company, Amoco and/or Speedway, is determined to be responsible for the contamination. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Agreement to purchase engineering plans for Shales Parkway Councilwoman Popple made a motion, seconded by Councilman Walters, to approve the recommendation to purchase the aforementioned plans . Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Recommendation from the Cultural Arts Commission to enter into a contract for a needs assessment Councilwoman Popple made a motion, seconded by Councilman Fox, to approve the aforementioned recommendation. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Authorization to piggy back a street striping contract Councilwoman Popple made a motion, seconded by Councilman Walters, to authorize Preform Traffic Control Systems, Ltd. to perform the pavement marking for the unit price specified in its contract with the Kane County Highway Department. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Discussion of the Comprehensive Amendment to the Zoning Ordinance Jerry Deering reviewed the design standards and the lot/floor ratios . A lengthy discussion was also held concerning the proposed regulations concerning home occupations . Adjournment Councilman Walters made a motion, seconded by Councilwoman Yearman, to adjourn and go into the regular Council meeting. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Meeting recessed at 7 :55 p.m. Committee of the Whole Meeting June 10, 1992 Page 4 Meeting resumed at 9 :28 p.m. The discussion continued concerning regulating home occupations . Senior Planner Tom Armstrong informed the Council that he, along with planners from other municipalities, will be speaking to a "Home Based Occupations" organization next week, and perhaps he could determine and bring back to the Council information concerning what other municipalities are doing with reference to this issue. The Council was in agreement that the amendment to the zoning ordinance should prohibit the display of business signs in residences . Councilman Fox made a motion, seconded by Councilman Walters, to move to table further consideration of the proposed Comprehensive Amendment to the Zoning Ordinance to the June 24, 1992 , Committee of the Whole meeting, at which time the following issues will be discussed: Building heights Home occupations Zoning of Traub property at 841 Center Street Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Mr. Deering reported that he had talked to Mr. Hulke and Attorney David Akemann regarding Mr. Hulke' s property at 1219 Larkin Avenue and had informed them of the Council ' s suggestion for alternative zoning. They are considering this proposal and will get back to him. Mr. Deering stated that Kevin Kelly has asked that the Council reconsider placement of private signs on the interstate highway. The Council does not want to reconsider that issue at this time. John Walters stated that he is willing to be the chairman for the Recreational Vehicle Task Force. The Mayor advised that applications for appointment to this task force will be accepted until July 1 . Adjournment Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to go into executive session for the purpose of discussing appointments to boards/commissions . Whereupon, at 10 : 02 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters . At 10 :25 p.m. , the corporate authorities returned to open session. No further business was transacted.
