HomeMy WebLinkAboutJanuary 8, 1992 COW h COMMITTEE OF THE WHOLE MEETING JANUARY 8, 1992 I The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 7 :20 p.m. in the Council Conference Room. Present: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilmembers Gilliam and Popple. Approval of Minutes Councilman Fox made a motion, seconded by Councilman Walters, to approve the December 18, 1991, Committee of the Whole Minutes as distributed. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Fire Department Elementary School Fire Education Proqram Chief Henrici distributed copies to the Council of the Final Report for the 1991 Elementary School Fire Education Program, which was been given to approximately 9,000 students. Paratransit Local Share Aqreement (Dial-A-Ride) A resolution will be presented at tonight' s Council meeting for adoption by the City Council. Resolution for work within the State right-of-waV A resolution will be presented at tonight's Council meeting for adoption by the City Council . Review of increase in hotel/motel tax rate After discussion and input from representatives of the hotel/motel industry, Councilwoman Moylan made a motion, seconded by Councilman Walters, to table further consideration of this matter until January 22, 1992, at which time it is to be placed on both agendas . Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. New agreement with ICMA for the 401(a) plan Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve the aforementioned agreement. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole Meeting January 8, 1992 Page 2 I New aqreement with Cooperative Personnel Services Councilman Walters made a motion, seconded by Councilman Fox, to approve the g aforementioned agreement. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. First modification aqreement between the City of Elqin and the Elqin Development Corporation Councilwoman Yearman made a motion, seconded by Councilman Walters, to approve the proposed modification of the aforementioned agreement. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Mayor VanDeVoorde and City Manager Rice gave a status report of recent Elgin Development Corporation activities . Use of Asset Forfeiture Funds for the development/presentation of a professional seminar on gangs and druqs The Council requested that additional information be furnished prior to acting on the recommendation regarding the above. Adjournment Councilwoman Yearman made a motion, seconded by Councilman Walters, to adjourn the meeting and go into the regular Council meeting. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Meeting recessed at 7 :55 p.m. Meeting reconvened at 8 :55 p.m. Amendment of the resolution restrictinq certain persons from participatinq in the Police Department "ride-alonq" program Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to approve the proposed amendment to the resolution, which would permit Explorer Scouts at age 16 and over to participate in the Police Department "ride-along" program. Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Incident Involvinq Resident Officer Police Chief Gruber informed the Council that the Ann Street resident officer had recently been shot at. Chief Gruber stated that because of the pressure being exerted by the police department on gang members and drug dealers, resistance has been expected and violence is increasing. Committee of the Whole Meeting January 8, 1992 Page 3 Adjournment Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to go into Executive Session for the purpose of discussing property acquisition, appointment to a commission, and personnel performance. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Whereupon at 9 : 10 p.m. , the corporate authorities reconvened in the South Tower Conference Room in Executive Session for the above-stated purposes . Thereafter, the corporate authorities returned to open session. No further business was transacted. Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to adjourn the meeting.
