HomeMy WebLinkAboutApril 22, 1992 COW ,t COMMITTEE OF THE WHOLE MEETING APRIL 22, 1992 Meeting with Land Use Committee At 6 :00 p.m. the Council met with members of the Land Use Committee. The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 :55 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Approval of Minutes - March 31, 1992, and April 8, 1992 Councilwoman Popple made a motion, seconded by Councilman Fox, to approve the minutes of the March 31, 1992, Special Committee of the Whole, Community Development Block Grant work session, and the April 8, 1992, Regular Committee of the Whole meeting. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Request to Paint Stencils on Storm Sewer Grates Councilwoman Yearman made a motion, seconded by Councilwoman Popple, to approve the aforementioned request from the Friends of the Fox. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Discussion of Cobbler's Crossing wetlands At Mayor VanDeVoorde's suggestion, Rich Tinaglia, who resides at 970 Cobbler' s Crossing, addressed the Council and displayed photographs of the lake and surrounding area in Cobbler' s Crossing. He is extremely frustrated about the appearance of this area, and believes revisions to the engineering plans are required to correct the problems . Mayor VanDeVoorde requested that the staff investigate this matter and determine whether the developer, Kimball Hill, Inc. , produced the product it said it would. City sloqan contest Councilwoman Moylan made a motion, seconded by Councilman Walters, to approve Slogan #1 - "Elgin, The City to Watch. " Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting April 22, 1992 Page 2 Petition 3-92 and condition for approval of associated Planned Unit Development Ordinance G24-91 rezoned the property involved in Petition 3-92 and granted a special use for a P.U.D. One of the conditions for approval of the P.U.D. was that the developer pay the local share of the cost of future signalization at the East Chicago Street/Ceresa Drive intersection prior to final plat approval of the first phase of development. However, the Illinois Department of Transportation at this time has no plans or cost estimates for a signalization project at the subject i intersection. Councilwoman Moylan made a motion, seconded by Councilman Walters, to amend the aforesaid condition for approval to provide that before final engineering is approved for the first phase of the development, the developer must provide a bond or letter of credit which would include not only the on-site improvements but also the intersection improvements . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Request by the Elqin Historical Society reqardinq Elqin Heritaqe Festival, June 27-28, 1992 Arno Gerbrecht, Chairman of the Museum Committee, addressed the City Council regarding the above-mentioned festival . A number of fund-raising events are being planned by the Elgin Area Historical Society to fund the ongoing costs of maintaining the Old Main Museum, and they are requesting assistance from the City with reference to the Heritage Festival . Councilman Gilliam made a motion, seconded by Councilwoman Yearman, as follows : 1 . To donate the sum of $3,500 to the Elgin Historical Society to assist in defraying cost of security, publicity, portable sanitation facilities, insurance, etc. 2 . To provide additional police protection. 3 . Street closures and barricades so that traffic does not move through the area. 4 . Assistance with promoting this event. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. • ' Committee of the Whole Meeting April 22, 1992 Page 3 Presentation of proposal for sewers by Ron Lammers, Village President of Gilberts Ron Lammers distributed to the City Council a proposed Agreement Between the City of Elgin and the Village of Gilberts for a Joint Sewage Treatment and Transmission Project in the Gilberts Facilities Planning Area and Its Environs . He encouraged cooperation between the municipalities and suggested that the two mayors meet on a regular basis . Request for additional audit fees Councilwoman Moylan made a motion, seconded by Councilman Walters, to increase the audit fee by $12,200 to bring the total fee to $32,600 . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Removal of traffic lights and installation of stop signs at DuPage and Spring Streets Councilman Walters made a motion, seconded by Councilwoman Popple, to approve the aforementioned recommendation. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Award of Phase I environmental testing contract for properties to be acquired for the Kimball Street right-of-way acquisition Councilman Fox made a motion, seconded by Councilwoman Popple, to approve the recommendation to award the aforementioned contract to Metcalf and Eddy for the sum of $16, 100 . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Yearman, and Mayor VanDeVoorde. Nays : None. Abstain: Councilman Walters. Purchase of 1992 radio equipment from Motorola Councilwoman Moylan made a motion, seconded by Councilman Gilliam, to award a contract to Motorola for the negotiated amount of $24,521 . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Update on the use of freelance writers and photographers for feature stories and promotions Councilwoman Popple made a motion, seconded by Councilman Gilliam, to authorize the future use of free-lance writers and photographers for promotional and informational projects . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. r Adjournment Councilwoman Popple made a motion, seconded by Councilman Walters, to adjourn the meeting and go into the regular Council meeting. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Meeting recessed at 7 :50 p.m. Meeting resumed at 8 :45 p.m. Discussion regardinq Kane County Court Facility in Elqin Police Department Buildinq Councilman Gilliam made a motion, seconded by Councilman Fox, to authorize City Manager Rice to send proposed letter to Kane County Board Member Jack Cook offering to bond the court and support facilities on behalf of Kane County through reduced tipping fees at Settler' s Hill landfill. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. The Council also directed the staff to arrange a meeting between the City Council and Kane County Board members in the near future to discuss various issues of mutual concern. Fox Valley Freeway and Elqin-O'Hare Expressway City Manager Rice and Councilwoman Moylan gave the Council a status report on their meeting with the Illinois Department of Transportation regarding the above projects . Adjournment Councilman Walters made a motion, seconded by Councilwoman Yearman, to adjourn the meeting and go into executive session for the purpose of discussing land acquisition and appointments to boards and commissions . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Whereupon, at 9 : 17 p.m. , the corporate authorities convened in executive session for the purpose of discussing the above-stated matters . At 9 :48 p.m. the corporate authorities returned to open session. No further business was transacted.
