HomeMy WebLinkAboutSeptember 25, 1991 COW i COMMITTEE OF THE WHOLE MEETING SEPTEMBER 25, 1991 The Committee of the Whole meeting was called to order by Mayor VanDeVoorde at 6 : 30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman Gilliam. Center City business loan program A resolution will be presented at tonight' s Council meeting for adoption by the City Council . I Bike path easement A resolution will be presented at tonight's Council meeting for adoption by the City Council . Compostinq site access permit A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Change Order #1 with Ainlay Tank Testing & Repair i A resolution will be presented at tonight's Council meeting for adoption by the City Council . Request by NHS to amend a real estate contract for 414 Hill Avenue A resolution will be presented at tonight 's Council meeting for adoption by the City Council . I Accepting transfer and assignment of an easement from the Toll Highway Authority A resolution will be presented at tonight' s Council meeting for adoption by the City Council. Conveyance of property to the United States of America A resolution will be presented at tonight' s Council meeting for adoption by the City Council . City fuel service to Housing Authority of Elgin Councilman Walters made a motion, seconded by Councilwoman Popple, to approve the recommendation to allow the Housing Authority of Elgin to purchase fuel through the City's facilities for a six-month period, after which time this arrangement is to be evaluated. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: i None. Committee of the Whole Meeting September 25, 1991 Page 2 Grant request for Sports Complex softball diamond erosion control Councilman Walters made a motion, seconded by Councilwoman Yearman, to authorize the staff to apply for a development grant for the Sports Complex for softball diamond erosion control . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Proposed parking chanqes in the Fountain Square Plaza area Diane Flynn, Clinical Director of the Renz Center, distributed a letter from her to the Council responding to the City Manager's recommendation that existing parking arrangements be retained for businesses on Fountain Square Plaza. Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to table further consideration of this matter to the next Committee of the Whole meeting. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Vacation of a portion of Gifford Street Councilman Walters made a motion, seconded by Councilwoman Yearman, to approve in concept the vacation of Gifford Street in return for right-of-way dedication along Dundee and Summit Street. Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to table consideration of this matter until the results of an informal traffic study and discussion with neighbors can be presented to the Council . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Modification to Schedule A, Water Meter Price Schedule Councilwoman Popple made a motion, seconded by Councilman Walters, to approve an adjustment to Schedule A, Water Meter Price Schedule, to accurately reflect the prices of AMR meters when sold separately. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Chanqe Order #1 for the desiqn of the Lord' s Park Pavilion Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to approve the aforementioned change order. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. i Committee of the Whole Meeting September 25, 1991 Page 3 A Traffic Committee recommendation for stop siqns at McKinley School Councilman Fox made a motion, seconded by Councilwoman Popple, to approve the aforementioned recommendation. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. National Street bridqe reconstruction project Councilman Fox made a motion, seconded by Councilwoman Popple, to authorize payment of additional funds regarding the aforementioned project. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Fox Lane and Randall Road intersection improvements Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to approve the City' s participation in the aforementioned project in the amount of $175,000 . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Display of the Rovelstad statue Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to approve the design and authorize the construction of the proposed base for display of the aforementioned statue and to authorize an "unveiling" ceremony at the Hemmens with Gloria Rovelstad and a representative from NTN to be invited as guests of honor. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Miscellaneous Inspection of Elqin West Apartments on Mulberry Court Mayor VanDeVoorde read a memorandum from the Bureau of Inspection Services reporting on a joint venture between BIS, the Police and Legal Departments wherein 100+ units at the above apartment complex were inspected. The inspection revealed 1676 code violations, of which 56 are considered serious and life threatening. Several arrests on outstanding warrants were also made. Meetinq with state and federal leqislators Councilwoman Popple suggested that our state and federal legislators be invited to meet with the Council to discuss matters of concern to the City and to request assistance in attempting to resolve some of these problems . Committee of the Whole Meeting September 25, 1991 Page 4 Mayor VanDeVoorde requested that letters be sent to the legislators inviting them to attend Council meetings and to meet with Councilmembers . U-46 School District Teachers Strike Mayor VanDeVoorde read a letter from John A. Stark, President of the Bartlett Village Board, suggesting that the governing boards of the U-46 municipalities send a letter to the President of the U-46 District School Board and President of the Elgin Teachers , Association urging them to work together towards a resolution. Councilman Walters made a motion, seconded by Councilwoman Moylan, to support and join the governing boards of the other U-46 communities in a joint letter calling for an end to the strike, but not taking a position on either side. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Mayor VanDeVoorde further stated that he and the Council are willing to provide whatever assistance they can to bring about a settlement. Deleqates to National Leaque of Cities Annual Conqress of Cities It was unanimously agreed that Councilwoman Moylan be the voting delegate and Deborah Nier, Assistant to the City Manager, be the alternate voting delegate to the NLC 1991 Annual Congress of Cities to be held December 12-16, 1991 . Adjournment Councilwoman Yearman made a motion, seconded by Councilwoman Moylan, to adjourn the meeting and go into Executive Session to discuss acquisition of property and appointments to board and commissions .
