NOVEMBER 6, 1991
The rescheduled Committee of the Whole meeting was called to
order by Mayor VanDeVoorde at 6 : 30 p.m. in the Council
Conference Room. Present: Councilmembers Fox, Gilliam,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde.
Absent: None.
R_port by the Elqin Area Childcare Initiative
Agnes Kovacs, Executive Director of Elgin Area Childcare
Initiative, presented an oral and written report to the Council
regarding the first year of the summer scholarship program,
which she felt was very successful .
Settinq a hearinq date in compliance with the Truth in Taxation
Act
A resolution will be presented at tonight' s Council meeting for
adoption by the City Council .
Proposed amendments to various portions of the municipal code,
requlatinq land development
Councilman Fox made a motion, seconded by Councilman Walters, to
approve the recommended amendments, with the provision regarding
sidewalks to be appropriate in accordance with the handicapped
accessibility laws . Yeas : Councilmembers Fox, Gilliam, Moylan,
Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
Discussion regarding relocation of the Convention and Visitors
Bureau
Diane Ramsay, Executive Director, Elgin Area Convention and
Visitors Bureau, addressed the Council regarding the need and
possible location for a new facility for the Convention and
Visitors Bureau and to try to get some direction from the
Council regarding what it is willing to do with reference to
funding construction of a new building. Ms . Ramsay indicated
that it was her intention to approach the other communities
which are part of the bureau about contributing towards
operating expenses . Councilmembers indicated that because of
other priorities, they did not believe the funds are available
at this time and suggested the Bureau investigate other
possibilities for the immediate future.

Vacation of a portion of Gifford Street
Councilwoman Moylan made a motion, seconded by Councilwoman
Yearman, to empower the staff to negotiate with Jerry Bear on a
price regarding the proposal to have the City vacate a portion
of Gifford Street and accept an 18 ' strip of property along
Dundee Avenue dedicated as right-of-way. Yeas : Councilmembers
Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
Authorization for removinq old roof on Old Main,
Councilwoman Yearman made a motion, seconded by Councilwoman
Popple, to approve the expenditure of $5,200 to remove the old
roof which is under the existing roof at Old Main. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
Adjournment
Councilwoman Popple made a motion, seconded by Councilwoman
Yearman, to adjourn the Committee of the Whole meeting and go
into the regular Council meeting. Yeas : Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. . Nays : None.

Recommendation for stop siqns at the intersection of Sumac Lane,
and Bode Road
Councilwoman Popple made a motion, seconded by Councilwoman
Yearman, to approve the aforementioned recommendation. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.
Recommendation by the Traffic Committee for a parkinq
restriction on Mulberry Court
Councilman Walters made a motion, seconded by Councilwoman
Popple, to approve the aforementioned recommendation. Yeas :
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.
Recommendation by the Traffic Committee for a parkinq

Councilwoman Moylan made a motion, seconded by Councilman
Gilliam, to approve the aforementioned recommendation. Yeas :

Additional item concerninq transfer and assiqnment of easement,
for Lovers Lane Property
.Councilwoman Yearman made a motion, seconded by Councilwoman
Popple, to approve the additional provision requested by the
Illinois State Toll Highway Authority regarding the above.
Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters,
Yearman, and Mayor VanDeVoorde. Nays : None.
Acceptance of underqround improvements in Country Brook
subdivision
Councilwoman Moylan made a motion, seconded by Councilman Fox,
to accept the aforementioned improvements. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.
Acceptance and authorization for execution of an easement on,
Waverly Drive for sidewalk purposes.
Councilman Fox made a motion, seconded by Councilman Gilliam, to
accept and execute the aforementioned easement. Yeas :
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.
MFT resolution appropriatinq funds for Shales Parkway,
construction enqineerinq services
Councilwoman Yearman made a motion, seconded by Councilman
Gilliam, to approve the aforementioned resolution. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.
Approval of a one-year contract for the qolf pro
Councilman Walters made a motion, seconded by Councilman
Gilliam, to approve the aforementioned contract. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
Christmas gifts for employees and members of boards and
commissions
Councilman Gilliam made a motion, seconded by Councilwoman
Yearman, to approve issuance of gift certificates to all
employees and distribute fruit baskets to the board and
commission members. Yeas : Councilmembers Fox, Gilliam, Moylan,
Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.

Supervisory traininq contract with Elgin Community Colleqe
Councilman Walters made a motion, seconded by Councilwoman
Popple, to approve the aforementioned contract. Yeas :
Councilmembers Fox, Gilliam, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays: None. Abstain: Councilwoman Moylan.
Elqin Expo ' 92
Dan Fox will again coordinate the schedule for Councilmembers '
staffing at the City' s booth during Elgin Expo 192 to be held
January 31, February 1 and 2, 1992 .
Street and Storm Sewer Improvements - Area II/Property
Acquisition - Erie Street
The Council was advised that the staff was not able to obtain an
agreement to sell from all four property owners involved
regarding the above.
Lords Park Apartments Tax Credit, 55 Willard Avenue
A discussion was held regarding the October 21, 1991, letter
received from the Illinois Housing Development Authority
regarding an application for an allocation of federal low-income
housing tax credits with reference to above project.
The Council directed that the staff convey to the Illinois
Housing Development Authority its disfavor with the proposed
project and the lack of sufficient notice to the City.
Adjournment
Councilwoman Moylan made a motion, seconded by Councilman
Walters, to adjourn the Committee of the Whole meeting and go
into Executive Session for the purpose of discussing personnel,
land acquisition, and litigation. Yeas: Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
