MAY 22, 1991
The meeting was called to order by Mayor VanDeVoorde at
6 : 30 p.m. in the Council Conference Room. Present: Council-
members Fox, Gilliam, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Absent: None.
Consideration of Requirements for Promotional Examination in
the Police Department
An ordinance will be presented at tonight' s Council meeting for
passage by the City Council .
Consideration of a Payout from the Old Main Escrow Account
A resolution will be presented at tonight's Council meeting for
adoption by the City Council .
Consideration of a Paratransit Aqreement with Pace
A resolution will be presented at tonight' s Council meeting for
adoption by the City Council .
Consideration of a Presentation from the Elqin Housinq.

Drugs Program" thanked the Mayor, Council and City Manager for
their participation in the program.
Consideration of a Health and Safety Code Amendment
Paul Slaby, Public Health Officer, stated that this ordinance
combines the retail food store and food service establishment
sections of the Elgin Municipal Code. The amendment changes
inspection frequency to once in each six month period and also
provides for more defined enforcement of violations .
Councilwoman Moylan made a motion, seconded by Councilman
Walters, to approve the proposed ordinance. Yeas : Council-
members Fox, Gilliam, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Nays: None.
Consideration of a Renewal of a Contract for the Employee
Assistance Proqram
Councilman Walters made a motion, seconded by Councilwoman
Moylan, to approve the Employee Assistance Program. Yeas :
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.

Consideration of the Disposition of Fire Stations #4 and #5.
The Council discussed the sale or lease of Fire Station #4 and
the reuse of Fire Station #5.

Station #4 for its driver's education program. Mayor
VanDeVoorde reported that the Evangelical Covenant Church had at
one time expressed an interest in Fire Station #4 if the city
should vacate the station. He will contact the church regarding
any interest that may remain in the property. It was the
consensus of the Council to retain ownership of Station #4 and
consider leasing the premises to either the church or the school
district.
Fire Station #5 could be used for residential, office or a
museum under the current municipal code. The Council expressed
a desire to retain ownership of the building, particularly due
to its architectural significance, but hopes interested parties
would be in a position to develop the museum at little or no
cost to the city.
Councilman Walters made a motion, seconded by Councilman Fox, to
have the Heritage Commission explore the possibility of turning
Fire Station #5 into a museum and offer solutions concerning its
administration and financial support. Yeas: Councilmembers
Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
Consideration of Acceptinq a Proposal for Budqeted Geoqraphic
Information System (GIS) Equipment
Councilman Fox made a motion, seconded by Councilwoman Popple,
to approve the proposal of Austin McDaniel . Yeas : Council-
members Fox, Gilliam, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Nays: None.
Consideration of the Approval of Contracts for the Performinq
Arts for Younq People Series at the Hemmens Auditorium
Councilwoman Popple made a motion, seconded by Councilwoman
Yearman, to approve the Performing Arts for Young People Series
at the Hemmens Auditorium. Yeas : Councilmembers Fox, Gilliam,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays :
None.

Consideration of the Approval of Contracts for the Staqe II
Proqram at the Hemmens Auditorium
Councilwoman Popple made a motion, seconded by Councilwoman
Yearman, to approve the Stage II Program at the Hemmens
Auditorium. Yeas: Councilmembers Fox, Gilliam, Moylan, Popple,
Walters, Yearman, and Mayor VanDeVoorde. Nays: None.
Consideration of the Approval of Contracts for On Staqe at
Hemmens Series
Councilwoman Popple made a motion, seconded by Councilwoman
Yearman, to approve the On Stage at Hemmens Series . Yeas :
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
Consideration of an Ordinance Prohibitinq Loiterinq for the
Purposes of Enqaqinq in Prostitution-Related or Druq-Related
Activities
Police Chief Gruber stated that this ordinance will permit
officers to stop known prostitutes and known drug dealers in
public areas and arrest these persons .
Councilwoman Moylan requested that Chief Gruber report back to
the City Council in six months regarding the effectiveness of
this ordinance.
Councilwoman Popple made a motion, seconded by Councilwoman
Yearman, to approve the proposed ordinance. Yeas: Council-
members Fox, Gilliam, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Nays: None.
Consideration of Chanqe Orders #4 and #5 with Wil-Freds
Construction Concerninq the Slade Avenue Pumpinq Facility
Councilman Gilliam made a motion, seconded by Councilman
Walters, to approve the proposed change orders. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays : None.
Consideration of Selection of an Enqineerinq Firm for the
Desiqn of the Northwest Interceptor Sewer System
Councilman Walters made a motion, seconded by Councilman
Gilliam, to approve the engineering firm of Clark Dietz for the
design of the Northwest Interceptor Sewer System. Yeas: Council-
members Fox, Gilliam, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Nays : None.

Miscellaneous
The Mayor and Council reported complaints which have been
received regarding restoration of treebanks in the northeast
portion of Elgin, South Street and Walnut Avenue, and Bluff City
Boulevard. Contractors should be held accountable for properly
seeding treebanks .
Mayor VanDeVoorde reported that the city's donations to the
little leagues is appreciated and commends the Parks Department
for their work.
Councilwoman Popple stated that the Safe Storage of Firearms
Task Force will present a packet to Council at its second
meeting in June.
Adjournment
Councilman Gilliam made a motion, seconded by Councilman Fox, to
adjourn the Committee of the Whole meeting and go into Executive
Session. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple,
Walters, Yearman, and Mayor VanDeVoorde. Nays : None.
