HomeMy WebLinkAboutMay 08, 1991 COW COMMITTEE OF THE WHOLE MAY 8, 1991 I The meeting was called to order by Mayor VanDeVoorde at 6 :30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: None. Consideration of a resolution authorizinq execution of a purchase of service aqreement with the Housinq Authority of Elqin A resolution will be presented at tonight 's Council meeting for adoption by the City Council. Consideration of a payout from the Old Main Restoration Escrow Account to Russ ' s Drywall, in the amount of $8,425 . 00 A resolution will be presented at tonight's Council meeting for adoption by the City Council . Consideration of award of a contract for enqineerinq services for the Northeast Sanitary Interceptor Sewer A resolution will be presented at tonight' s Council meeting for adoption by the City Council. Consideration of a contract for Kohler and Sons for repairs on Lords Park pool A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Consideration of a request from School District U-46 for the City to adopt a Resolution of Support for the income tax surcharqe A resolution will be presented at tonight's Council meeting for adoption by the City Council . Consideration of a request by Councilwoman Cheryl Popple to discuss the Rovelstad statue Councilwoman Popple informed the Council that the widow of Trygve Rovelstad has received an offer of $25,000 for the j Rovelstad miniature Pioneer Memorial statue. She has offered to sell it to the City of Elgin for $20,000. Committee of the Whole Meeting May 8, 1991 Page 2 Councilwoman Popple made a motion, seconded by Councilman Gilliam, to enter into a contract to have an appraisal done of the aforementioned miniature statute. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a presentation regarding Elqin being desiqnated as a "Tree City" A representative of the State Forester's Office congratulated the City of Elgin, which is 1 of only 68 cities in Illinois, on attaining Tree City USA status for the first year. He also presented the City with various items from the National Arbor Day Foundation, including a Tree City USA plaque, large flag, and street sign for placement at the city's entrance. To become a Tree City USA, a community must meet four standards . It must have a tree board or department, a city tree ordinance, a comprehensive community forestry program, and an Arbor Day observance. Consideration of desiqnation of Lords Park Pavilion as a historical landmark Councilwoman Popple made a motion, seconded by Councilman Walters, to designate the Lord' s Park Pavilion as a local historic landmark. Yeas: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of a request from Elqin Wayne Disposal to institute a baq charge on yard waste Councilman Fox made a motion that a user pay system of $1 per Kraft bag be in effect through March 15, 1992, with a pickup ban of grass clippings thereafter. The motion died for lack of a second. Councilman Gilliam made a motion, seconded by Councilwoman Yearman, that the City absorb the extra expenses, up to a maximum of $68,000, for this summer, and that pickup of grass clippings be banned starting with the 1992 season. Yeas : Councilmembers Gilliam, Yearman, and VanDeVoorde. Nays : Councilmembers Fox, Moylan, Popple, and Walters . Councilman Walters made a motion, seconded by Councilwoman Yearman, that the status quo be maintained for one year and pickup of grass clippings be banned effective the summer of 1992 . Yeas: Councilmembers Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: Councilmember Fox. Committee of the Whole Meeting May 8, 1991 Page 3 Consideration of approval for a Marine Corps . carnival at Trout Park Councilman Walters made a motion, seconded by Councilman Gilliam, to approve the use of Trout Park by the Elgin Detachment of the Marine Corp. League for a carnival July 10 through 14, subject to compliance with the staff ' s requests . Consideration of the selection of a desiqn for the 1992 City vehicle sticker I Councilman Walters made a motion, seconded by Councilman Fox, to use the "Tree City USA" designation for the city sticker. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of a report regardinq the status of a sidewalk on Waverly Drive as din the above. A progress report given regarding P g P Consideration of disposition of Fire Stations #4 (Larkin) and #5 (St. Charles) Item was withdrawn from the agenda. Consideration of payment for water main oversizinq for Hickory Ridge Councilman Fox made a motion, seconded by Councilwoman Popple, to approve payment of $30,315. 04 to the First Federal Development Corporation for water main oversizing. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of the acceptance of underqround improvements, for Randall Ridqe Subdivision, Units 1 and 2 Councilman Walters made a motion, seconded by Councilwoman Popple, to approve acceptance of the aforementioned underground improvements . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of desiqnation of bank depositories Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to approve the recommended changes of depositories for funds of the City. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting May 8, 1991 Page 4 Adjournment Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to adjourn the Committee of the Whole meeting and go into the regular Council meeting.
