MARCH 27, 1991
The meeting was called to order by Mayor VanDeVoorde at 6 : 35
p.m. in the Council Conference Room. Present: Councilmembers
Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Absent:
Councilmembers Gilliam and Popple.
Consideration of a Purchase of Service Aqreement with Habitat
for Humanity
A resolution will be presented at tonight' s Council meeting for
passage by the City Council .
Consideration of a Sinqle Family Mortqaqe Revenue Bond Proqram
Representatives from George K. Baum and Company and Raymond
James and Associates, Inc. made presentations and answered
questions. In that the full Council was not present, it was
decided that the selection of the investment banker would be
delayed until the April 10, 1991, meeting.
Consideration of temporary siqnals at Big Timber and Randall
Roads
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to approve the recommendation to authorize execution of
Letter of Understanding with Kane County for the ownership and
maintenance of the aforementioned temporary signals . Yeas:
Councilmembers Fox, Moylan, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
Consideration of a Purchase of Service Aqreement between the
City and Elqin Proud and Beautiful
Councilman Fox made a motion, seconded by Councilman Walters, to
approve the aforementioned Purchase of Service Agreement.
Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
Consideration of an out-of-state service credit in the Illinois
Municipal Retirement Fund
Councilwoman Moylan made a motion, seconded by Councilman
Walters, to approve the recommendation to allow Ross Ricks to
obtain out-of-state service credit. Yeas : Councilmembers Fox,
Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None.

Consideration of a request for an amendment to Ordinance No.
G40-90, which qranted a special use for a car wash, property
located at 231 Douqlas Avenue, by John Haiqht
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to approve the aforementioned request for amendment,
but to limit the extension to one year. Yeas: Councilmembers
Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays :
None.
Consideration of additional work items to the Biq Timber Phase
I water main contract
Councilman Walters made a motion, seconded by Councilwoman
Moylan, to approve the recommendation for the additional work at
Todd Farm Drive and Big Timber described in Memorandum dated
March 20, 1991 . Yeas: Councilmembers Fox, Moylan, Walters,
Yearman, and Mayor VanDeVoorde. Nays : None.
Consideration of the Planninq Department Annual Report on
Activities - 1990
Planning Director, Roger Dahstrom, advised the Council that one
of the highlights of the aforementioned report is that for the
ten years that records have been kept, 1990 broke the record for
the amount of land annexed to the City in one year.
Consideration of a report reqardinq the resurfacing of Illinois
Route 25 (Liberty Street) from Summit Street to Paqe Avenue by
IDOT
The aforementioned report was for informational purposes .
Consideration of a report regardinq the culvert carrying Sandy
Creek under Hiqhland Avenue
Councilman Walters made a motion, seconded by Councilwoman
Moylan, to approve the recommendation to direct the staff to
prepare the necessary project specific agreement with Kane
County for the construction of the Highland Avenue Culvert at
Sandy Creek. Yeas : Councilmembers Fox, Moylan, Walters,
Yearman, and Mayor VanDeVoorde. Nays: None.
Consideration of acceptance of a plat of dedication of
riqht-of-way for Shales Parkway from Lonqford Drive north to
Summit Street
Councilwoman Moylan made a motion, seconded by Councilman
Walters, to approve acceptance of the aforementioned plat of
dedication. Yeas: Councilmembers Fox, Moylan, Walters,
Yearman, and Mayor VanDeVoorde. Nays: None.

Consideration of Extension of Paratransit Grant Aqrement
Councilwoman Moylan made a motion, seconded by Councilwoman
Yearman, to approve the aforementioned extension to April 30,
1991 . Yeas : Councilmembers Fox, Moylan, Walters, Yearman, and
Mayor VanDeVoorde. Nays : None.
Adjournment
Councilwoman Yearman made a motion, seconded by Councilman
Walters, to adjourn the Committee of the Whole meeting and go
into Executive Session to discuss land acquisition and
personnel . Yeas: Councilmembers Fox, Moylan, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
