HomeMy WebLinkAboutJune 26, 1991 COW COMMITTEE OF THE WHOLE JUNE 26, 1991 The Committee of the Whole Meeting was called to order by Mayor VanDeVoorde at 6:30 p.m. in the Council Conference Room. Present: Councilmembers Moylan, Walters, Yearman, and Mayor VanDeVoorde. Councilman Gilliam arrived at 6 :55 p.m. Absent: Councilmembers Fox and Popple. Consideration of a request for a payout from the Old Main Restoration Escrow Account A resolution will be presented at tonight's Council meeting for adoption by the City Council . Consideration of a request to apply for a development grant from the Illinois Department of Conservation A resolution will be presented at tonight' s Council meeting for adoption by the City Council . i Consideration of bids for the 1991 General Obligation Bonds An ordinance will be presented at tonight's Council meeting for passage by the City Council. Consideration of a resolution authorizing execution of a Facade Improvement Program Agreement A resolution will be presented at tonight's Council meeting for adoption by the City Council. Consideration of approval of an annual Employee Appreciation Night Councilman Walters made a motion, seconded by Councilwoman Moylan, to authorize implementation of Employee Appreciation Night similar to past years. Yeas : Councilmembers Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of an appraisal report on the Pioneer Memorial Statue Councilman Walters made a motion, seconded by Councilwoman Moylan, to purchase the Trygve Rovelstad bronze sculpture, which is a reduction of his Pioneer Group. Yeas : Councilmembers Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Councilwoman Moylan made a motion, seconded by Councilwoman Yearman, to apply the $20,000 monetary gift received from NTN Corporation to this purchase and to have an appropriate letter -- - - Committee of the Whole June 26, 1991 Page 3 A discussion was also held regarding the prior request of the Independent Players for the sum of $15,000 for a special theatrical program. Said request had not been received in time to be included in the Community Development Block Grant process . In that there are several theatrical groups, the Council felt that requests for funding to these groups should be considered by the aforesaid Arts Council to be established. Consideration of a Master Plan for Hawthorne Hills Park, City Manager Rice informed the Council that he had received 62 letters from Hillcrest School Parent/Council and PTH groups with reference to reported cult activities and the condition of Hawthorne Woods . They are seeking the City' s support to restore Hawthorne Woods as a natural habitat and educational resource for the children in the Hillcrest School community. A number of people interested in the restoration of Hawthorne Hills Park were present and addressed the Council . Roger Klemm of the Elgin Jaycees stated that the Jaycees would be interested in volunteering and working with the City. Barbara Marquardt of the Sierra Club also offered assistance. A letter from the Elgin League of Women Voters, distributed to the City Council, urged the City to act to develop this park as a nature preserve. Vickie Culver, member of the Parks and Recreation Board, stated that she had been Chairman of the Hawthorne Hills Committee which had developed a proposed plan for the park several years ago. Sylvia Grady, a teacher at Hillcrest School, also urged the City to again make the park a safe place for children to go. The Mayor assured everyone that something will be done. Consideration of Chanqe order #6 for the Slade Avenue water treatment facility Councilwoman Yearman made a motion, seconded by Councilman Gilliam, to approve the aforementioned change order. Yeas : Councilmembers Gilliam, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a status report on the I-90 corridor transportation studv City Manager Rice made a report on the Northwest Tollway Transportation Study. The Randall Corridor has also been o included as a separate study area in the overall program. Consideration of a status report for the Area II special, assessment project City Manager Rice advised the Council that the Legal and Engineering Departments are preparing a schedule of events which will be presented to the Council for consideration. Committee of the Whole June 26, 1991 Page 4 Adjournment Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to adjourn the Committee of the Whole meeting and go into the regular Council meeting. Yeas: Councilmembers Gilliam, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Meeting adjourned at 7 :55 p.m. Meeting resumed at 8:27 p.m. Consideration of a status report on the northeast interceptor, sewer system study A representative of RJN Engineers distributed a draft preliminary report with reference to the aforementioned study and reviewed various options . City Manager Rice requested the Council 's approval of a proposal to Sears/Hoffman Estates for serving their properties based upon their proportionate share of the cost of the northeast interceptor extension. Councilwoman Moylan made a motion, seconded by Councilman Walters, to authorize City Manager Rice to give a letter to Peter Burchard, Village Manager of Hoffman Estates, and Daniel Hanesworth, representing Sears, outlining the proposal to provide their properties with sewer service. Yeas : Councilmembers Gilliam, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of joininq J.U.L. I .E. Councilwoman Moylan made a motion, seconded by Councilman Walters, authorizing the City to join J.U.L. I .E. , using the language suggested by the Municipal League attorneys and negotiate with J.U.L. I .E. to work it out. Yeas: Councilmembers Gilliam, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Status report on a treebank proqram City Manager Rice gave the Council a report on the treebank restoration program, including the procedural oversight process by Engineering and Parks staffs. Consideration of settinq retreat work sessions A Special Committee of the Whole meeting will be held on August 24, 1991, from 8: 30 a.m. to 12 : 00 noon for the purpose of considering the City's 20-year capital budget. Committee of the Whole June 26, 1991 Page 5 Adjournment Councilwoman Yearman made a motion, seconded by Councilman Gilliam, to adjourn the Committee of the Whole meeting and go into Executive Session to discuss litigation and personnel .
