HomeMy WebLinkAboutFebuary 13, 1991 COW COMMITTEE OF THE WHOLE MEETING FEBRUARY 13, 1991 The meeting was called to order by Mayor VanDeVoorde at 6 : 30 p.m. in the Council Conference Room. Present: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: None. Consideration of a loan to the Illinois Municipal Retirement Fund An ordinance will be presented at tonight' s Council meeting for passage by the City Council. Consideration of a resolution to allow creditable service in the Illinois Municipal Retirement Fund for military leave A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Consideration of a memorandum regardinq a proposed amendment to an Interqovernmental Aqreement for Randall Road Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve the aforementioned consideration. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a memorandum regardinq a proposed amendment to Ordinance 22-90 grantinq a special use for an off-street parkinq lot, property located at 1250 Larkin Avenue, Councilwoman Popple made a motion, seconded by Councilman Fox, to direct the staff to inspect the site and make a report at the next meeting. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Memorandum reqardinq site plan for School District U-46 Transportation Facility The staff presented a status report after review of the U-46 Transportation Facility site plan. Consideration of a Trout Park master site plan A master site plan for Trout Park, recommended by the Parks and Recreation Board, was presented to the Council . Criticisms and suggestions were made by representatives from 1 directed that the parties attempt other groups . The Council p P to integrate some of the suggestions which were made and bring the plan back to the Council at a later time. Committee of the Whole Meeting February 13, 1991 Page 2 Adjournment Councilwoman Yearman made a motion, seconded by Councilman Walters, to adjourn the Committee of the Whole meeting and go into the regular Council meeting. Meeting adjourned at 7 :55 p.m. Meeting reconvened at 9 : 15 p.m. Consideration of an executive summary of the Transportation Study previously submitted to the Council Councilwoman Popple made a motion, seconded by Councilman Gilliam, to approve the proposed plan in principle and direct the staff to bring it back to the Council in detail . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of an award for financial reportinq An Award of Financial Reporting Achievement has been received by Finance Director, James H. Bolerjack, Jr. , and the City of Elgin for the 13th year in a row for excellence in governmental financial reporting. The Mayor praised Mr. Bolerjack and his staff for their excellent work. Consideration of a memorandum reqardinq payout from the Old Main Escrow Account Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to approve the payout from the Old Main Restoration account in the amount of $10,000 to Mielke-Lauderdale Electrical Contracting Company. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : Councilman Gilliam. Consideration of pathway improvements at the softball complex Councilwoman Popple made a motion, seconded by Councilman Walters, to approve the aforementioned improvements by Central Blacktop in the amount of $19,928 .50 . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole Meeting February 13, 1991 Page 3 Consideration of a report on the increase in bus ridership in 1990 In 1990, bus ridership increased for the first time since 1984 . Mayor VanDeVoorde reminded everyone that the clock from the former Elgin Watch Factory site is still stored in the bus garage, and something should to be done with it before it deteriorates any further. Consideration of a report on the 1990 Christmas Tree Collection Proqram. The report was presented to the Council for review. Consideration of the review of fire protection contracts, Councilman Gilliam made a motion, seconded by Councilwoman Moylan, to approve the rec ommended fire protection charges es to be billed to various properties outside the city limits . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of a report on the amended Northwest Interceptor Sewer Plan A representative of Donohue Engineers of Schaumburg made a brief presentation regarding the Interceptor Sewer Master Plan Amendment and Northwest Interceptor Route Study. Councilwoman Popple made a motion, seconded by Councilman Walters, to approve the plan in principle as presented. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a recommendation from the Traffic Committee, to chanqe parkinq restrictions on Division Street C ouncilwoman Po pp le made a motion, seconded by Councilman Gilliam, to approve the aforementioned recommendation. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of the acceptance of a riqht-of-way dedication in Hiqhland Sprinqs Addition Councilman Walters made a motion, seconded by Councilwoman Yearman, to approve the aforementioned consideration. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole Meeting February 13, 1991 Page 4 Consideration of a route closure for the Valley Fox Trot Councilman Gilliam made a motion, seconded by Councilman Walters, to approve the aforementioned consideration. Na Yearman, and y y Consideration of the revision of price schedules for water, meters, water services and other related services Councilwoman Popple made a motion, seconded by Councilman Gilliam, to approve the aforementioned consideration. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a report on the Star Gas Station The Council reviewed the aforementioned status report. The Mayor applauded the City Manager for putting together the code enforcement task force composed of the Police Department, Bureau of Inspection Services, and Legal Department. Consideration of the disposition of the property commonly known as 414 Hill Avenue Councilman Fox made a motion, seconded cy Councilwoman Popple, directing the staff to negotiate with the Neighborhood Housing Service regarding the aforementioned property, taking into account the concerns expressed by the Council, including the desire to recuperate the City' s costs . Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a reappointment to the E-911 Board Councilman Gilliam made a motion, seconded by Councilwoman Yearman, to approve the reappointment of Eric Isom to the E-911 Board. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of the sale of property at 8 Criqhton Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to proceed with the aforementioned sale to Steven and Peggy Youngren. Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting February 13, 1991 Page 5 Consideration of Elqin Affiliate of Literacy Volunteers of America Annual Spellinq Bee Councilman Fox asked the Council whether they wanted to form a team or sponsor a team for the aforementioned spelling bee to be held March 16, 1991, at Elgin Community College. No action was taken. Adjournment Councilman Gilliam made a motion, seconded by Councilman Walters, to adjourn the Committee of the Whole Meeting and go into Executive Session to discuss personnel, land acquisition, and litigation.
