SPECIAL COMMITTEE OF THE WHOLE MEETING
Community Development Block Grant
April 17, 1991
Mayor VanDeVoorde called the meeting to order at 7 : 05 p.m. in
the Council Conference Room. Present: Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Absent: None.
Approval of Community Development Block Grant City Council
Public Hearinq Minute s of March 20, 1991
Councilwoman Popple made a motion, seconded by Councilwoman
Moylan, to approve the minutes of the City Council Public
Hearing of March 20, 1991 . Yeas : Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
Consideration of Proposed CDBG Budqet
Pat Andrews of the Planning Department reviewed a summary
statement of revenues and expenditures relative to the
Community Development Block Grant proposals .
Consideration of Independent Players Proposal
A proposal was received, after the March 20, 1991, deadline,
from the Board of Directors of the Independent Players . They
requested a grant of $15,000 to create and carry out a
program of bringing theatre to the children and the elderly
in the public housing projects of Elgin. In keeping with its
policy not to consider any proposals received after the
public hearing, this proposal was not considered for CDBG
funding.
Councilman Gilliam made a motion, seconded by Councilman
Walters, to direct the staff to investigate the feasibility
of the Independent Players ' proposal, and if appropriate, to
make a recommendation to the Council to fund this project
from other revenue sources .
Consideration of Leasinq of 355 Dundee Avenue
Councilwoman Moylan made a motion, seconded by Councilwoman
Popple, to lease 355 Dundee Avenue to the Housing Authority
of Elgin, subject to the recommendations of the staff.
Yeas : Councilmembers Fox, Gilliam, Moylan, Popple, Walters,
Yearman, and Mayor VanDeVoorde. Nays : None.

Consideration of Staff Recommendations on Community
Development Block Grant Proposals
Councilmembers considered the proposed project reviews and
recommendations of the staff. They directed that the sum of
$7,412 assigned to Central Elgin Neighborhood Council in the
staff ' s proposed funding be assigned instead to the Housing
Authority of Elgin for operational and maintenance costs at
355 Dundee Avenue.

Announcements
Mayor VanDeVoorde announced that the Community Development
Block Grant final public hearing will be held on May 8, 1991
at 8 p.m. in the City Council Chambers.
Adjournment
Councilwoman Yearman made a motion, seconded by Councilman
Walters, to adjourn the meeting. Yeas : Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
