APRIL 10, 1991
The meeting was called to order by Mayor VanDeVoorde at 6 : 30
p.m. in the Council Conference Room. Present: Councilmembers
Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde.
Absent: Councilman Gilliam.
Consideration of a recycled product procurement policy_
A resolution will be presented at tonight's Council meeting for
adoption by the City Council.
Consideration of a Sinqle Family Mortqaqe Revenue Bond program
A resolution will be presented at tonight's Council meeting for
adoption by the City Council .
Consideration of the Trout Park Master Site Plan,
Councilwoman Moylan made a motion, seconded by Councilman
Walters, to approve the Trout Park Master Site Plan recommended
by the Parks and Recreation Board. Yeas: Councilmembers Fox,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
Councilwoman Popple requested that the staff determine what
would be required to have Trout Park become part of the Illinois
Nature Preserve.
Consideration of a recommendation by the Traffic Committee
for stop siqns on Hill Avenue at Franklin Street
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to authorize the installation of the recommended stop
signs . Yeas: Councilmembers Fox, Moylan, Popple, Walters,
Yearman, and Mayor VanDeVoorde. Nays: None.
Consideration of the selection of enqineerinq and architectural,
firms for upcominq sewer and police facility_projects
Councilwoman Popple made a motion, seconded by Councilman
Walters, to approve the recommendation to use interview teams to
select architectural and engineering firms for the
aforementioned projects. Yeas: Councilmembers Fox, Moylan,
Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None.

Consideration of approval of the contract for the 1991
Summer Outdoor Concert featuring the Elqin Symphony Orchestra
Councilman Walters made a motion, seconded by Councilman Fox, to
approve the aforementioned contract. Yeas: Councilmembers Fox,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
Consideration of the Fire Department Annual Report for 1990
Chief Henrici made comments regarding the highlights of the
report, and advised the Council that the entire report was
printed on recycled paper.
Consideration of the Elqin Police Department Yearly Crime
Report Observations Report for 1990
Chief Gruber reviewed various statistics contained in the
report, and stated that he believes the recently initiated
community-oriented policing program will be effective.
Consideration of solid waste garbage and refuse
contract
payments
Councilman Walters made a motion, seconded by Councilwoman
Moylan, to authorize an increase in the number of "stops" in the
contract with Elgin Wayne Disposal . Yeas : Councilmembers Fox,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
Consideration of the 1991 radio purchases from Motorola
Councilman Fox made a motion, seconded by Councilwoman Popple,
to approve the recommendation to award a contract to Motorola,
Inc. for the negotiated amount of $59,243 for radio equipment.
Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Nays: None.
Adjournment
Councilman Walters made a motion, seconded by Councilwoman
Popple, to adjourn the Committee of the Whole meeting and go
into the regular Council meeting. Yeas : Councilmembers Fox,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.

Consideration of the third employment contract for Assistant
Golf Pro
Councilman Walters made a motion, seconded by Councilwoman
Popple, to approve the recommended employment contract for the
third assistant golf professional . Yeas : Councilmembers Fox,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays:
None.
Consideration of payment to Second Baptist Church for
oversizinq of a 24-inch water main
Councilwoman Moylan made a motion, seconded by Councilwoman
Yearman, to approve reimbursement for the aforementioned
oversizing. Yeas : Councilmembers Fox, Moylan, Popple, Walters,
Yearman, and Mayor VanDeVoorde. Nays: None.

Councilwoman Popple displayed a sample of the SOS (Save our
Streets) T-shirt that will be given to all volunteers who assist
in the cleanup at the Clara Howard Park on April 20, 1991,
beginning at 10 a.m.
Adjournment
Councilwoman Moylan made a motion, seconded by Councilwoman
Yearman, to adjourn the meeting and go into Executive Session to
discuss personnel and land acquisition. Yeas: Councilmembers
Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde.
Nays: None.
