HomeMy WebLinkAboutSeptember 26, 1990 COW COMMITTEE OF THE WHOLE SEPTEMBER 26, 1990 The meeting was called to order by Mayor VanDeVoorde at 6 :30 p.m. in the Council Conference Room. Members present: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman Gilliam. Consideration of the City's Insurance Program A representative from Corporate Policyholders Counsel (CPC) presented their evaluation of the renewal proposals from R. C. Hanchette. Councilman Walters made a motion, seconded by Councilwoman Yearman, to accept the staff ' s recommendation. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. This matter will also be considered at tonight's Council meeting. Consideration of a Presentation regardinq Sherman Hospital 's Master Plan Representatives of Sherman Hospital made a presentation regarding its master plan. Consideration of Grant of Easement for a Sanitary Sewer at Shady Oaks Drive and Summit Street Councilman Walters made a motion, seconded by Councilwoman Popple, to accept the Grant of Easement from Kimball Hill. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of Water Main Maintenance for the Maplewood Townhomes Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to accept the water main constructed in the Maplewood Townhome development. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a Clean-up Deposit for the use of Fountain Square Plaza Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to require a clean-up deposit fee in the amount of $100 for use of Fountain Square Plaza for special events and activities . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a Recommendation by the Traffic Committee for no parkinq on Slade Avenue from the Fox River east to Grove Avenue Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to authorize installation of the aforesaid parking restriction. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of a Recommendation by the Traffic Committee for No Parkinq on Creekside Circle and Creekside Court, Councilwoman Moylan made a motion, seconded by Councilman Walters, to authorize the installation of the requested "No Parking" restrictions . Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of the vacation of a portion of Shales Parkway at U.S. Route 20 (Villa Street) Councilwoman Yearman made a motion, seconded by Councilwoman Popple, to authorize the vacation of the recommended portion of Shales Parkway right-of-way. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of an Ordinance amending the Elqin Municipal Code, 1976, Chapter 6 .06 entitled "Alcoholic Liquor Dealers", regardinq Exterior Sales Permits Councilwoman Moylan made a motion, seconded by Councilman Fox, to approve the proposed ordinance recommended for approval by the Elgin Liquor Control Commission. Yeas: Councilmembers Fox, Moylan, Walters, Yearman, and Mayor VanDeVoorde. Nays: Councilwoman Popple. Consideration of an Ordinance Amendinq the Elqin Municipal Code, 1976, Chapter 6 .06 entitled "Alcoholic Liquor Dealers ', reqardinq Class K licenses Councilman Fox made a motion, seconded by Councilwoman Popple, to approve the ordinance recommended for approval by the Elgin Liquor Control Commission. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. . Nays : None. Consideration of a Sale Price on Oaklev Avenue Vacation at McLean Boulevard I Ray Dalton, attorney for the owner of the subject property, requested that the City re-examine the price previously offered. He was advised that there is room for negotiation on the price, and the City requested time for the staff to investigate other possibilities involving this property. Adjournment Councilman Walters made a motion, seconded by Councilman Fox, to adjourn the Committee of the Whole meeting to go into the regular Council meeting.
