SEPTEMBER 12, 1990
Mayor VanDeVoorde called the Committee of the Whole regular
meeting to order at 6:30 p.m.in the Council Conference Room.
Members present: CouncilmembersFox, Moylan, Popple, Walters,
Yearman, and Mayor VanDeVoorde. Councilman Gilliam arrived at
7: 05 p.m. Absent: None.
Consideration of a Parade Route by Centro de Informacion y
Progresso
Councilwoman Popple made a motion, seconded by Councilman
Walters, to approve the aforementioned parade for which a
resolution will be presented for adoption at the regular Council
Meeting tonight. Yeas: Councilmembers Fox, Moylan, Popple,
Walters, Yearman, and Mayor VanDeVoorde. Nays: None.
Consideration of an Agreement with the Sanitary District of
Elgin
A resolution will be presented at tonight' s Council meeting for
adoption by the City Council.
Consideration of a request from Educated Disposal for Kane
County (EDKO) for the City to adopt a resolution requesting Kane
County to restrict waste at the Settler' s Hill
Alexander McTavish, an attorney residing in Elgin, addressed the
Council requesting that it adopt the aforementioned resolution.
The Council advised Mr. McTavish that although they do not
necessarily have any objection to the resolution, they want to
wait for a plan to be developed by the Kane County Solid Waste
Plan Advisory Committee before taking any action.
Consideration of benefits for city employees called to active
duty in the armed forces
Councilwoman Yearman made a motion, seconded by Councilmay. Fox,
to recommend adoption of an ordinance to provide for the
continuation of salary and health benefits for any city
employees called to active duty in the awned forces, less any
compensation the employee rec:--fives froia the military. Yeas:
Councilmembers Fox, Moylan, Popple, Walters, Yearman, and
Mayor VanDeVoorde. Nays: None.

Consideration of a memorandum regarding compliance with the
Community Residence Location Planning Act
Councilwoman Moylan made: a motion, seconded by Councilman Fox,
to direct the staff to draft a plan to comply with the
aforementioned Act and to take the plan through the Planning
Committee process, including public hearing. Yeas. Council-
members Fox, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays: None. Abstain: Councilman Gilliam.
Consideration of additional work at the NHS Office, 205 North
Gifford Street
Councilwoman Popple made a uu,tion, seconded by Councilwoman
Yearman, to approve the recommendation for installation of an
additional water supply system. Yeas: Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays: None.
Consideration of information on public benefits for Area I and
possible alternative methods of assessment for Area II
Councilman Gilliam made a motion, seconded by Councilwoman
Popple, as follows: (1) Hold public hearings regarding proposed
improvements for Area II; (2) Indicate to the homeowners that it
will be a 50/50 split -- with the City and homeowner equally
sharing the cost of all improvements; (3) It will be done by
special assessment; and (4) That the assessment costs be based
on front footage, and the costs of side street improvements be
appropriated among the total. Yeas: Councilmembers Fox,
Gilliam, Moylan, Popple, Walters, Yearman, and Mayor
VanDeVoorde. Nays: None.
Consideration of additional improvements to 31 Fountain Square
Plaza
Councilman Fox made a motion, seconded by Councilwoman Popple,
to approve the installation of ceiling and carpeting on the
first floor of the former Woolworth Building. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman,
and Mayor VanDeVoorde. Nays: None.
Consideration of a request for a resolution in support of the
November 6 Cook County referendum regarding single member
districts
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to support the aforementioned resolution. Yeas:
Councilmembers Gilliam, Moylan, Walters, Yearman, and Mayor
VanDeVoorde. Nays: Councilwoman Popple. Present:
Councilman Fox.
