HomeMy WebLinkAboutOctober 24, 1990 COW r COMMITTEE OF THE WHOLE MEETING OCTOBER 24, 1990 The meeting was called to order by Mayor VanDeVoorde at 6 :30 p.m. in the Council Conference Room. Members present: Councilmembers Fox, Gilliam, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Absent: Councilman Gilliam. Consideration of the acceptance of a plat of easement at the end of Toastmaster Drive A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Consideration of establishinq the 1990 property tax levy A resolution will be presented at tonight's Council meeting for adoption by the City Council. Consideration of a vehicle sticker recoqnition program Councilwoman Yearman made a motion, seconded by Councilwoman Popple, to select the city vehicle sticker design by lottery, if more than one applicant is received. Council will determine which applicants participate in the lottery, in accordance with the following suggested guidelines for selection: A. Not-for-profit status B. Service to citizens of Elgin C. Significant anniversary of historical event D. Organizations previously recognized would not be eligible E. The City may waive the selection process when a civic event, activity or occasion warrants special recognition Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a proposal for the disposition of the Oakley Avenue riqht-of-way Councilwoman Moylan made a motion, seconded by Councilman Fox, to approve the recommendation and direct staff to proceed with actions necessary to dispose of the subject property. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. k / Committee of the Whole October 24 , 1990 Page 2 Consideration of 1991 proposed Bluff City Cemetery rates Councilwoman Popple made a motion, seconded by Councilman Walters, to approve the proposed 1991 Bluff City cemetery rates . Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of 1991 proposed qolf rates Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to approve the proposed 1991 changes to fees and charges . Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Discussion of tree bank restoration by utility companies Mayor VanDeVoorde complained about the lack of proper restoration to the City's tree banks by the various utilities who perform work in the City. A representative of Commonwealth Edison stated that they have a list of the complaints, and corrections will be made as required. Any corrections not completed this fall will be taken care of in the spring. The Mayor requested that the staff go through all the permits issued to utility companies this year, and drive by each of the sites to determine whether the tree banks had been satisfactorily restored. The City Manager stated that an ordinance is currently being prepared which will provide for proper performance of the work. Consideration of the completion of roadwork in the southwest, portion of the City A status report was given on the South and Walnut Streets roadwork. Consideration of a request from the Greater Downtown Elqin Commission reqardinq signage in the Central Business District Councilwoman Moylan made a motion, seconded by Councilman Walters, to appeal to the Illinois Department of Transportation requesting a waiver of their policy which does not allow directional signs on state right-of-ways for communities over 10,000 population. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. � e Committee of the Whole October 24, 1990 Page 3 Consideration of Area II Special Assessment Project Public Meetinq Councilman Walters made a motion, seconded by Councilwoman Moylan, to schedule the above public meeting for November 27, 1990, at 6 p.m. for viewing displays and 7 p.m. for the meeting. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of Budget Meeting Dates Councilwoman Popple made a motion, seconded by Councilman Fox, to set the following dates for budget meetings: November 19, 1990 4 :00 to 6 : 30 p.m. November 20, 1990 4 : 00 to 6 : 30 p.m. November 26, 1990 4 : 00 to 6 : 30 p.m. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of Safety Kleen Annexation (Petition 11-90) A resolution will be presented at tonight' s Council meeting for adoption by the City Council . Consideration of Crocker Theater Assessment Councilwoman Popple made a motion, seconded by Councilwoman Yearman, to approve the recommendation of the Center City Redevelopment Committee to direct staff to proceed with a building assessment of the Crocker Theater. Yeas: Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Adjournment Councilman Fox made a motion, seconded by Councilman Walters, to adjourn the Committee of the Whole meeting and go into Executive Session to discuss labor negotiations .
