HomeMy WebLinkAboutMay 23, 1990 COW 1 Committee of the Whole Meeting May 23, 1990 Mayor VanDeVoorde called the meeting to order at 6:20 p.m. in the Council Conference Room. Members present: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Absent: None. Meeting with the Parks and Recreation Board Members present: Henry Smart, Vicki Culver, Dick Hampton, Ronda Ismael and Cathy Pacetti. Henry Smart summarized the future plans of the board which include a community recreation center, additional neighborhood parks, a controlled burn at Hawthorn Hill and the establishment of a procedure for the naming of parks. Meeting with the Park and Reclamation Task Force Members present: Charles Burnidge and Jim Lindbloom. Charles Burnidge stated that the purpose of the task force is to outline the design of the reclamation area, the design of the soccer fields and signage. The goal of the task force is a master park plan. The Council expressed their appreciation to the Parks and Recreation Board and the Park and Reclamation Task Force for their services to the City of Elgin. Consideration of Valley Creek Unit #12 Appeal of Annexation Agreement Valley Creek entered into an annexation agreement with the City of Elgin in 1978. From 1978 to 1988 all except Unit 12 was completed. In 1988 an extension of the agreement was considered, although the agreement was not extended. Two outstanding issues are the city portion of the cost of the bridge over Tyler Creek and the requirement that Valley Creek pay water connection fees. Valley Creek is requesting the city participate at fifty percent of the current $250,000 bridge estimate and a waiver of the water connection fee of $78,000. The majority of the Council indicated they did not want to waive the water connection fee. The Council directed staff to meet with Valley Creek to try to reach some accord. Consideration of 1993 Hemmens Auditorium Rates Councilwoman Moylan made a motion, seconded by Councilwoman Popple to approve the 1993 Hemmens auditorium rates. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Consideration of a Funding Request for a 1990 "Youth at Risk" Summer Program Councilman Walters made a motion, seconded by Councilman Fox, to approve the funding request for a 1990 "Youth at Risk" summer program. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. f Committee of the Whole Meeting • May 23, 1990 Page 3 Consideration of Phase III Engineering Agreement with Midwest Consulting Engineers for the National Street Bridge Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to approve the agreement. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Consideration of a Resolution Appropriating MFT Funds for 1990 Street Maintenance Councilwoman Popple made a motion, seconded by Councilman Fox, to approve the resolution. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Consideration of Supplement Number I to the Agreement for Consulting Services for the Wing Park Bridges Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to approve the agreement. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Consideration of the Award of a Contract for the Participatory and Thoroughfare 1989, 1990 and 1991 Tree Planting Proqram Councilwoman Moylan made a motion, seconded by Councilman Fox, to approve the tree planting program. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Restoration Project at Bluff Spring Fen Councilman Fox made a motion, seconded by Councilwoman Popple, to approve the restoration project at Bluff Spring Fen subject to staff recommendations. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Consideration of Temporary Traffic Signals at McLean Boulevard and Forest Drive Councilman Fox made a motion, seconded by Councilman Walters, to approve temporary traffic signals at McLean Boulevard and Forest Drive. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None. Adjournment Councilman Fox made a motion, seconded by Councilman Walters, to adjourn the Committee of the Whole Meeting to go into Executive Session.
