June 27 , 1990
The meeting was called to order by Mayor VanDeVoorde at 6 p.m.
in the Council Conference Room. Members present : Councilmembers
Fox, Walters , Yearman, and Mayor VanDeVoorde. Absent : Council-
members Gilliam, Popple , and Moylan.
Meeting with the Image Advisory Commission
The councilmembers were furnished with a packet of materials
regarding the activities , concerns and goals of the Elgin Image
Advisory Commission. Chairman Paul Galka led a discussion
regarding the Commission' s priorities , and asked whether the
Commission is to be strictly advisory or to be active and follow
through on projects . Mayor VanDeVoorde stated that he applauds
commissions that have an increased desire to do more. However,
certain matters are more appropriate for staff follow through.
City Manager Larry Rice advised that he plans to respond to the
list of questions raised by the Commission and to specifically
respond during the budget review. Councilwoman Yearman stated
that she would like to have the Commission give the Council a
status report on the various points that were raised.
Meeting with the Human Relations Commission
Chairman Peggy Bradford advised the Council that the Elgin Human
Relations Commission's objectives for the coming year are to
develop a landlord/tenant booklet , educate the community regarding
fair housing practices , and to educate (possibly through a brochure )
other minorities , including the handicapped, about services
available through the Human Relations Commission.
The Council received the Leadership Council for Metropolitan
Open Communities report (Audit of Real Estate Sales Practices
in Elgin) , which contained the results of an investigation to
determine whether federal fair housing laws were being complied
with. Because the results of the report were disturbing, the
Human Relations Commission met with the Elgin Area Association of
Realtors in May 1990 to provide them with the relevant information
from the audit and to address the specific problems . They stated
that the realtors have been very cooperative.
Mayor VanDeVoorde thanked the members of both commissions for
their many contributions to the community.
Consideration of a Request for Additional Funding by the Gifford
Park Association
Councilman Walters made a motion, seconded by Councilman Fox, to
approve the request for additional funding of the Gifford Park
Association and to direct staff to take the appropriate action.

Consideration of Change Order No. 1 to the elgin Housing Authority
Attic Insulation Project
Councilman Fox made a motion, seconded by Councilwoman Yearman,
to approve the proposed Change Order #1 to the Housing Authority
insulation project . Yeas : Councilmembers Fox, Walters , Yearman,
and Mayor VanDeVoorde. Nays : None.
Consideration of Additional Information on the 1990 General
Obligation Bond Issue
Councilman Walters made a motion, seconded by Councilman Fox, to
prepare the water rate ordinance and authorize bidding for the
General Obligation Bonds on July 25 , 1990 . Yeas : Councilmembers
Fox, Walters , Yearman, and Mayor VanDeVoorde. Nays : None.
Consideration of a Recommendation from the Greater Downtown
Elgin Commission Regarding Holiday Decorations
Councilwoman Yearman made a motion, seconded by Councilman Fox,
to approve the proposed plan for holiday decorations for the 1990
season, with inclusion of the south end of the mall, and to
establish a budget of $20 ,000 for the purchase of these decorations .
Yeas : Councilmembers Fox, Walters , Yearman, and Mayor VanDeVoorde.
Nays : None.
Consideration of a Revised Affirmative Action Plan
Walter Blalark stated that the Human Relations Commission had
requested that something be include in the Plan about handicapped
persons . Councilman Walters stated that it is important to note
that adoption of the Plan is no indication that the City wants
any less qualified people.
Councilwoman Yearman made a motion, seconded by Councilman Fox,
to have staff prepare a Resolution to approve the proposed
Affirmative Action Plan. Yeas : Councilmembers Fox, Walters ,
Yearman, and Mayor VanDeVoorde: Nays : None.
Adjournment
Councilman Fox made a motion, seconded by Councilman Walters , to
adjourn the committee of the Whole Meeting and go into the Council
Meeting. Yeas : Councilmembers Fox, Walters , Yearman, and Mayor
VanDeVoorde. Nays : None. Meeting adjourned at 7 :55 p.m.

Consideration of a Cortract for the 1990 Summer Outdoor Concert
Councilman Walters made a motion, seconded by Councilman Fox, to
approve the contract of $11 ,000 for the 1990 Summer Outdoor
Concert featuring the Elgin Symphony Orchestra. Yeas : Council-
members Fox, Walters , Yearman, and Mayor VanDeVoorde. Nays : None.

Consideration of Establishing Hearing Date for Appeal From
Elgin Heritage Commission decision
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to take the appeals based upon consideration of the
Heritage Commission public hearing records , and to have the
appeals placed on the agenda for a regular Council Meeting.
Yeas : Councilmembers Fox, Walters , Yearman, and Mayor VanDeVoorde.
Nays : None.
Consideration of an Amendment to the Ordinance Regarding the
Operation of Taxis
Councilwoman Yearman made a motion, seconded by Councilman
Walters , to approve the proposed ordinance . Yeas : Councilmembers
Fox, Walters , Yearman, and Mayor VanDeVoorde. Nays : None.
Consideration fo a Request freom the Illinois Tax Increment
Association for Litigation Fees
Councilman Fox made a motion, seconded by Councilman Walters ,
to authorize the City of Elgin to join ITIA in its mandamus action.
Yeas : Councilmembers Fox, Walters , Yearman, and Mayor VanDeVoorde.
Nays : None.
Consideration of Recycling Container Drop-Off Sites
Councilman Walters made a motion, seconded by Councilman Fox,
to approve east and west side locations for placement of recycling
drop-off containers . The west side site will be Kimball Jr. H.S .
(Oakley R.O.W. ) , and the east side site is to be determined.
Yeas : Councilmembers Fox, Walters , Yearman, and Mayor VanDeVoorde.
Nays : None.
Consideration of Century Oaks School Playground Equipment
Councilman Fox made a motion, seconded by Councilwoman Yearman,
to approve funding of $4 , 510 for playground equipment at Century
Oaks School. Yeas : Councilmembers Fox, Walters , Yearman, and
Mayor VanDeVoorde. Nays : None .
Budget
Larry Rice distributed bound copies of the 1990 budget which had
previously been approved by the Council. He asked that the Council
focus on the standards set for each department . The format is
different than it has been in past years .

Adjournment
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to adjourn the Committee of the Whole Meeting to go
into Executive Session to discuss litigation, personnel, and land
acquisition. Yeas : Councilmembers Fox, Walters , Yearman, and
Mayor VanDeVoorde. Nays : None. Meeting adjourned at 9 :40 p.m.
Committee of the Whole Meeting resumed at 9 :55 p.m.
EPA Conference
Larry Rice made a report to the Council on the EPA Conference
which he attended in Washington, D.C. Monday and Tuesday of
this week. He indicated that it had been a very fruitful meeting.
Adjournment
Councilman Walters made a motion, seconded by Councilman Fox,
to adjourn the Committee of the Whole Meeting to go back into
Executive Session. Yeas : Councilmembers Fox, Walters , Yearman,
and Mayor VanDeVoorde. Nays : None.
Meeting adjourned at 10 :05 p.m.
