COMMITTEE OF THE WHOLE MEETING
July 11 , 1990
Mayor VanDeVoorde called the meeting to order at 6 : 10 p.m. in the
Council Conference Room. Members present : Councilmembers Fox,
Gilliam, Moylan, Walters , Yearman, and Mayor VanDeVoorde.
Absent : Cheryl Popple.
Meeting with the Board of Health
Paul Slaby, Public Health Officer, summarized the accomplishments
and future goals of the Board of Health. The Board is particularly
proud of the fact that the City Smoking Ordinance which it
presented was adopted by the City Council.
Meeting with the Building Commission
Chairman John Schmidtke summarized the accomplishments of the
Building Commission for the past year and specifically mentioned
the Board' s upholding the Building Official' s decision not to
modify the Fire Prevention Code to allow installation of above
goal Board' oal for the coming ground tanks . The g ear is to review Y
and recommend to the City Council the adoption of the 1990 codes
pertaining to building construction, fire prevention, electrical,
warm air heating, plumbing, and property maintenance.
Mayor VanDeVoorde expressed the City Council ' s appreciation to
the Board of Health and Building Commission for their many

Consideration of a Traffic Committee Recommendation Regarding Parking
Restrictions on Vine Street between Locust and South Streets
Councilwoman Moylan made a motion, seconded by Councilman Walters ,
to authorize the installation of No Parking This Side of Street signs
on Vine Street from Locust to South Streets and direct the staff
to prepare the necessary ordinance. Yeas : Councilmembers Fox,
Gilliam, Moylan, Walters , Yearman, and Mayor VanDeVoorde. Nays;
None.
Consideration of a Traffic Committee Recommendation Regarding
Stop Signs at Hiawatha, Iroquois , Mohawk and Indian at Ford Avenue
Councilman Walters made a motion, seconded by Councilwoman Yearman,
to authorize the installation of stop signs to stop traffic at
Hiawatha, Iroquois , Mohawk and Indian Drives at their intersection
with Ford Avenue and that the staff be directed to prepare the
necessary ordinance. Yeas : Councilmembers Fox, Gilliam, Moylan,
Walters , Yearman, and Mayor VanDeVoorde. Nays : None.

Consideration of a Traffic Committee Recommendation Regarding
Parking Restrictions on the East Side of Garden Crescent Drive
between Tivoli and Kensington Loop
Councilman Gilliam made a motion, seconded by Councilwoman Moylan,
to authorize the installation of No Parking This Side of Street
on Garden Crescent Drive from Tivoli Place to Kensington Loop
and direct the staff to prepare the necessary ordinance. Yeas :
Councilmembers Fox, Gilliam, Moylan, Walters , Yearman, and Mayor
VanDeVoorde. Nays : None.
Consideration of a Traffic Committee Recommendation Regarding a
Three-Way Stop at Hiawatha Drive and Grand Avenue
Councilman Walters made a motion, seconded by Councilman Fox, to
authorize the installation of stop signs at the intersection of
Hiawatha Drive and Grand Avenue and that the staff be directed to
prepare the necessary ordinance. Yeas : Councilmembers Fox,
Gilliam, Moylan, Walters , Yearman, and Mayor VanDeVoorde. Nays :
None.
Consideration of a Report from the Traffic Committee Regarding Stop
Signs at Orchard and Holly and Orchard and Standish
Councilman Gilliam made a motion, seconded by Councilwoman Yearman,
to authorize the installation of stop signs on Orchard at its
intersection with Holly for traffic going north and south. Yeas :
Councilmembers Fox, Gilliam, Moylan, Walters , Yearman, and Mayor
VanDeVoorde. Nays : None. The Council also suggested that the
Police Department initiate "selective enforcement" of the speed
limits in this area during the school year to encourage students '
compliance.
Consideration of a Proposed Name Change for National Street
The Council felt that a name change to National and/or Walnut
Streets would result in substantial cost to businesses and
residents located along these streets . No action was taken.
Consideration of Expansion to the Limits of the Area II
Improvements
Councilwoman Moylan made a motion, seconded by Councilman Fox,
to include Marguerite Street and Commonwealth Avenue between
Adams and Morgan in the preliminary engineering study of Phase I
of the Area II improvements . Yeas : Councilmembers Fox, Gilliam,
Moylan, Walters , Yearman, and Mayor VanDeVoorde. Nays : None.

Consideration of a Proposal from Corporate Policyholders Counsel
to Review the City' s Current Insurance Program and the Upcoming
Renewal
Councilman Fox made a motion, seconded by Councilman Walters , to
approve the proposal from Corporate Policyholders Counsel to review
the City' s current insurance program and the upcoming renewal.
Yeas : Councilmembers Fox, Gilliam, Moylan, Walters , Yearman,
and Mayor VanDeVoorde. Nays : None.
Consideration of a Reimbursement Ordinance forthe Apostolic
Christian Resthaven
Councilwoman Moylan made a motion, seconded by Councilman Walters ,
to direct the staff to prepare the necessary ordinance for the
Apostolic Christian Resthaven Sanitary Sewer Reimbursement . Yeas :
Councilmembers Fox, Gilliam, Moylan, Walters , Yearman, and Mayor
VanDeVoorde. Nays : None.
Consideration of an Actuarial Report for Police and Fire Pensions
Councilman Fox made a motion, seconded by Councilwoman Yearman,
to accept the Actuarial Reports for the Police and Fire Pensions .
Yeas : Councilmembers Fox, Gilliam, Moylan, Walters , Yearman,
and Mayor VanDeVoore. Nays : None.
Consideration of the Relocation of the Parks and Recreation
Department
Councilman Gilliam made a motion, seconded by Councilman Walters ,
to approve the recommendation to relocate the Parks and Recreation
Department and the Community Relations Division of the Police
Department to the Woolworth Building. Yeas : Councilmembers Fox,
Gilliam, Moylan, Walters , Yearman, and Mayor VanDeVoorde. Nays :
None. This move is understood to be temporary unti 1 permanent
arrangements can be made.
Consideration of 1990-1991 Membership Dues for the DuKane Valley
Council
Councilman Fox made a motion, seconded by Councilwoman Yearman,
to direct the staff to process the dues payment for membership
in the DuKane Valley Council. Yeas : Councilmembers Fox, Gilliam,
Moylan, Walters , Yearman, and Mayor VanDeVoorde. Nays : None.

Consideration of a Date for the Fall City Council Retreat
Councilman Fox made a motion, seconded by Councilwoman Yearman,
to hold the Fall City Council Retreat on September 15 , 1990 ,
from 8 :30 a.m. to 5 p.m. at City Hall. Yeas : Councilmembers
Fox, Gilliam, Moylan, Walters , Yearman, and Mayor VanDeVoorde.
Nays : None.
Consideration of Revisions to the Design of Shales Parkway from
U.S . Route 20 to Illinois Route 58
The City Council took no action on the recommendation to authorize
revision to the plans to provide for a four-lane facility on
Shales Parkway between Villa Street to Bode Road. They advised
staff that they want to review the materials which were prepared
when this matter was considered several years ago. It will be
considered at the next meeting.
Adjournment
Councilwoman Yearman made a motion, seconded by Councilman Gilliam,
to adjournthe Committee of the Whole Meeting to go into Executive
Session. Yeas : Councilmembers Fox, Gilliam, Moylan, Walters ,
Yearman, and Mayor VanDeVoorde. Nays : None.
The meeting adjourned at 7 :45 p.m.
